Abstract:
Local branches now control territory in Mali, Somalia, and Mozambique, setting the stage for new foreign fighter mobilizations, resource extraction opportunities, and perhaps even external operations against the West. Nearly five years after losing territorial control in its core areas of Iraq and Syria, the Islamic State is once again racking up territorial gains around Africa. In Mali, IS forces seized portions of the rural eastern Menaka region and the Ansongo district in southern Gao last year, while foreign fighters reportedly became more interested in traveling to Wilayat Sahel, the group’s self-styled “Sahel Province.” Elsewhere, IS “provinces” in Somalia and Mozambique have taken over various towns in the Puntland and Cabo Delgado regions over the past two months, further destabilizing the area and in some cases jeopardizing important natural gas projects.

Abstract:
This article focuses on the management of women and children associated with FTFs upon their return to Indonesia, particularly from camps in Syria. This research highlights the urgency of preparing a mechanism for the returnees and the proposed alternative solutions, as the camps in Syria are expected to be closed in the near future. In addition, the use of risk assessment tools to identify the level of risk of each individual will determine the repatriation process, time and individuals to be repatriated within a given period. The results of this research also point to the following as possible solutions (a) the establishment of rehabilitation and deradicalization centers within and outside the country, (b) the preparation of risk assessment and needs mechanisms, (c) the creation of an integrated child adoption system (SAAT) programme, and (d) the establishment of an early warning and early detection system mechanism at the community level.

Abstract:
Assessment of the president of Chechnya, Ramzan Kadyrov; the inner-Chechen conflict; and Chechen fighters on both sides in Russia’s war against Ukraine reveals how internal conflicts become crucial for international structures and how transnational dynamics – such as foreign fighter flows – pose challenges to the interplay of national and international law. By anticipating the effects of the Russian invasion of Ukraine beyond the Zeitenwende in Germany and Europe, policy-makers will increase readiness and preparedness for the ongoing but also post-war period.

Abstract:
The creation of Islamic State of Iraq and Syria (ISIS) has attracted an unprecedented flow of thousands of people from more than 100 countries all over the world to join their cause. After the fall of the so-called caliphate, the countries involved have to deal with the aftermath of the conflict and the future threat of the resurgence of ISIS or other terrorist groups. The people who volunteered and joined ISIS might pose a security threat in the future. This paper aims to examine the different approaches that countries have taken regarding the return of foreign fighters (FFs) and their families who joined ISIS to their homeland. This is a multidimensional and complex matter since it has legal, moral, and political implications, and therefore the decisions in this regard are never unanimous, nor do they come without criticism and opposition. On the one hand, it would be easier to just leave the FFs and their families there, prosecute them there and incarcerate them there. It would also be easier to collect evidence and to have testimonies of the witnesses and the survivors, and also it would keep the potential security threat away from their homeland. However, this would only be beneficial for the countries of origin and in the short term as it wouldn‘t solve the problem of radicalization. In fact, it might fuel it even more, and the proximity of the ISIS member in prisons or in camps could benefit them to rebuild their network and plan future attacks. Moreover, leaving them there would be against all human rights norms regarding the death penalty, fair trial, torture, rights of the child, and more. On the other hand, the return of the fighters and their families could indeed pose a danger to the security of the homeland. Not all of the returnees have committed punishable crimes and for those who have, very often there is not enough admissible evidence to the national courts. In fact, in the case of women and children, the countries are more reluctant to their return because they might have not taken part in the atrocities but that does not mean that they are innocent and bear no responsibility. Complicated is also the case of children and teenagers, some of whom have taken part in the atrocities willingly or unwillingly, some were brought by their families, some traveled alone in order to join ISIS, and some were born under ISIS control and risk statelessness.

The Combating Terrorism Center at West Point
Abstract:
In this month’s feature article, Boaz Ganor looks at the lessons that should be learned from the spring 2022 terror wave in Israel. His analysis kicks off the “CTC-ICT Focus on Israel” series, a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. In the coming months, the series will examine the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The two feature analysis articles focus on the foreign fighter problem set in Ukraine and the evolving linkages to far-right extremism of actors on both sides of the conflict. Kacper Rekawek finds that unlike in 2014, “the 2022 conflict has, for the most part, not energized Western right-wing extremists, nor persuaded them to travel. In what is for Ukrainians a war for national survival and a fight to secure a Western democratic future for the country, the allure of the far-right in Ukraine has dimmed. Ukrainian units with far-right histories are now deeply integrated into Ukraine’s armed forces and eschew foreign recruitment, and one of those units, the Azov Regiment, was decimated during the siege of Mariupol. Very few foreign right-wing extremists have been recruited into Ukraine’s International Legion. In fact, anecdotal evidence suggests most of the foreign fighters who have traveled this year to fight on the Ukrainian side are fighting to safeguard Ukraine’s future as a Western democracy.” Don Rassler examines key concerns and questions about the war in Ukraine that are relevant to counterterrorism practitioners. Continuing this month’s focus on the impact of nefarious Russian actions, Christopher Faulkner examines the activities in Africa of the Wagner Group, a Russian private military company closely tied to the Kremlin. He writes: “Wagner’s role in Africa poses a severe threat to the security and stability of African states as well as the strategic interests of the United States and allied nations.” Finally, Tara Candland, Ryan O’Farrell, Laren Poole, and Caleb Weiss assess the rising threat to Central Africa posed by the 2021 transformation of the Islamic State’s Congolese branch.

Abstract:
Since the beginning of the large-scale phase of the Russia-Ukraine war, hundreds and possibly thousands of volunteers from all over the world have expressed their desire to fight on the side of Ukraine. Although foreign volunteers also helped the armed forces of Ukraine in the 2014 Donbas conflict, the current war has further increased the mobilization of foreign fighters. Foreign fighters were participants in many conflicts of the 20th century. According to Cerwyn Moore and Paul Tumelty, foreign fighters differ from mercenaries in that their main motivation is ideology, religion, and/or ethnicity, rather than material benefit. Along with the development of information technologies and the simplification of movement between countries, the number of foreign fighters and the scale of their mobilization have increased in the world. This article aims to review the major groups of foreign volunteers fighting on the side of the Ukrainian Armed Forces.

Caucasian fighters are fighting on both the Russian and Ukrainian sides. The war also has a great impact on the socio-political situation in the region. Abstract:
External involvement in the Ukrainian conflict, particularly pro-Russian volunteerism, has been a prominent feature of the Russian war effort. Chechen involvement in the conflict is more complex than is often reported. Pro-Russian groups known as kadyrovtsy serve a number of functions, including bolstering Kadyrov’s cult of personality in Chechnya, although their military significance is negligible. Chechen volunteer groups are involved in support of the Ukrainian military: this raises issues about the role of foreign fighters and volunteerism. The political implications of pro-Kremlin Chechen volunteerism in Ukraine are linked to fierce institutional infighting within Russia.
