101. Digitalisation: An enabler for the clean energy transition

Abstract:
Russia’s invasion of Ukraine and the resulting energy crisis are a painful reminder that Europe must reduce its dependence on fossil fuels. To build a sustainable, secure and affordable energy future, the coming years will require a massive scale-up of renewable energy across the EU and a tremendous effort by European businesses and households to cut their energy consumption. To wrap up the "Digitalisation for a Clean Energy Transition" project undertaken by the EPC and the Vodafone Institute for Society and Communications, this Discussion Paper examines how digitalisation can act as a catalyst for the clean energy transition in Europe. The study considers the regulatory framework necessary to coordinate and promote synergies between energy and digital policies and support the twin green and digital transformation of the European energy system. To fully unlock the potential of digitalisation in the transition towards smart and sustainable energy systems, the EU and its member states need to: Accelerate work on a common European energy data space, characterised by interoperable data standards, adequate incentives for data sharing, data protection and privacy safeguards for consumers. Ensure that citizens possess the necessary digital skills and information to reap the full benefits of the twin transition in terms of consumer empowerment and access to affordable and clean energy. Put in place the necessary safeguards regarding the cybersecurity of energy networks to ensure that the digital transformation does not jeopardise the resilience of EU energy systems. Use financial tools to accelerate the deployment of digital solutions in the energy sector and equip existing networks with the necessary digital infrastructure. For digitalisation to deliver, it needs to be steered in the right direction. For this, we need an adequate policy and financing framework to make sure that the twin transition not only empowers people and businesses to play an active role in accelerating the transition to clean energy sources but also contributes to greening the digital and ICT sector.

Abstract:
The benefits of enhanced transatlantic cooperation on the green agenda are immense — and waiting to be seized. At the Ministerial Meeting in Sweden in May, the EU and US reiterated their commitment for collaboration. While progress on the EU-US Trade & Technology Council’s (TTC) green agenda has been slow, it is now time to implement this commitment. This Policy Brief provides recommendations for the TTC for turning shared principles into joint action, with a focus on the following three areas: 1. Aligning climate and sustainability ambitions with security and geoeconomic goals; 2. Building on the power of technologies and developing common standards for the green transition and energy and resource security; 3. Ensuring access to resources needed for the green transition. In conclusion, the Paper calls for the TTC to assist the EU and the US in stepping up their joint efforts in addressing environmental challenges as well as enhancing climate action, resource and energy security through trade and technology solutions. It recognises the role the platform should play in opening the transatlantic market for products and services needed to accelerate the green transition.

Abstract:
As carbon dioxide emission reductions become increasingly urgent to counter climate change, many nations have announced net-zero emissions targets. Achieving a net-zero economy will require the decarbonisation of electricity generation, massive expansion of low-carbon energy systems, and investment in net-zero-carbon technologies. These adjustments must consider the existing energy, economic, and social development imperatives of advanced and developing countries, while encouraging regional cooperation. This brief assesses energy transition challenges for the Association of Southeast Asian Nations and the Gulf Cooperation Council (GCC), and proposes new policy pathways towards an inclusive global net-zero economy.

104. The Energy Crisis Requires a Military Solution that Compels NATO to Spend like Estonia

Abstract:
In this LSE IDEAS Strategic Update, the authors focus on the intimate relationship between the Russia-Ukraine war and the energy crisis, both for Ukraine and the rest of Europe. It is argued that although Western sanctions against Russia’s energy sector have been a welcome political statement, they have so far been inadequate. Moreover, in the absence of expanding Ukraine’s defence systems, supplying the country with critical equipment to rebuild its energy sector while it is under constant Russian bombardment has limited impacts. Consequently, the authors argue that to solve the energy crisis, both for Ukraine and the rest of Europe, NATO and its allies need to “spend like Estonia.” Spending like Estonia would, among others, entail ramping up support for Ukraine to 1.1% of each member state’s GDP. Such an approach could help Ukraine to decisively win the war in 2023, and it would help to avert a potential energy crisis during the next winter.

Abstract:
The sanctions imposed by the United States and many of its allies on Russia since 2022 have been unprecedented. The current financial, economic, trade, and other restrictions aim to constrain Russia’s ability to continue its aggression. Imposed by most developed countries, the sanctions and export controls have the potential to diminish Russia’s war-making capacity, weakening state finances and eroding its military technological base. The measures have imposed significant costs on Russia, but to date they have not achieved their objectives due to Russia’s elaborate circumvention and preparatory strategies and the lack of compliance by many countries and companies. The success of sanctions as a means of constraining Russian aggression will depend on closing channels of evasion and tightening the enforcement of these measures. This report reviews the sanctions and export controls enacted to date and the effects they are having on Russia’s industrial economy. It also examines the principal gaps in sanctions enforcement that Russia has exploited. It identifies actions by companies and countries that are profiting from sanctions circumvention and are enabling Russia to continue its illegal war and annexation of Ukrainian territory

Abstract:
As he approaches the third anniversary of his ascension to the throne in Oman, on November 14 Sultan Haitham addressed the opening of the 8th session of the Majlis Oman, a parliament that combines both the appointed Majlis ad-Dawla and the wholly elected Majlis al-Shura. This was the first occasion at which Sultan Haitham had made such a speech since assuming the throne, a formal stock-take of the progress he has made in implementing his vision for Oman. Unlike, for example, the King’s speech to the combined U.K. Houses of Parliament, where the government of the day writes the speech which the King merely reads, on this occasion the Sultan owned this speech himself[1]. It outlined both what as sovereign he had set out to achieve, and what as prime minister he had delivered. On display when he gave his speech, Haitham’s presentation is calm and understated, authoritative but less effervescent and more managerial than the style of his predecessor Sultan Qaboos. But nonetheless, he sketched out remarkable progress achieved over the last three years.

Since the 1990s, Turkey has become a major destination for tourists and migrants from Ukraine, Russia, and other former Soviet states. Yet Russia’s 2022 invasion of Ukraine set into motion an even greater wave of migrants from both countries. Those fleeing the crisis have used myriad channels to enter and remain in Turkey, from obtaining “golden visas” to applying for protection. Going forward, their presence could have a sizable effect on future socioeconomic ties between the three countries.

108. Hakan Fidan and the New Turkish Diplomacy in Iraq

Following President Recep Tayyip Erdoğan’s victory in the Turkish general elections in May 2023, Turkish foreign policy in Iraq has the potential to evolve in a different direction under the new Minister of Foreign Affairs, Hakan Fidan. Though the management of Turkey’s affairs in Iraq has shifted between various Turkish institutions since 2003, President Erdoğan has consolidated decision-making into his own hands since 2017, and his recent appointment of Fidan—a former intelligence director and loyal ally of Erdoğan—signals a continuation of this process, especially vis-a-vis Iraq. As Director of National Intelligence, Fidan oversaw the most sensitive backchannels with various regional and international actors, and he played a leading role in formulating Turkish intelligence and security policy. Notably, Fidan also led Turkey's reconciliation efforts with a variety of adversaries, including Egypt and Saudi Arabia. He has also been intimately involved in Turkish efforts to combat the Kurdistan Workers’ Party (PKK), targeting many PKK leaders and allied factions in northern Iraq, particularly in Sinjar, Makhmur, and al-Kuwayr. In this regard, Fidan comes equipped with deep connections to Iraq’s bureaucratic circles, having already succeeded in building bridges between various Iraqi actors and institutions. In particular, Fidan has developed close ties with both Sunni and Kurdish political leaders and has good relations with Falih al-Fayyadh, chairman of the Popular Mobilization Forces, whom he met during one of his secret trips to Iraq in September 2022. Fidan notably conducted such bridge-building efforts during the formation of the current Iraqi government led by Mohammed Shia al-Sudani. Given this background in Iraqi politics along with his experience in intelligence, Fidan is an important player through which Erdoğan can rethink Turkish involvement in Iraq on a number of different issues. Though Fidan’s appointment certainly indicates a shift toward more security-focused policies for Turkey, the new minister will also have to balance Turkey’s political ties, economic and energy interests, environmental concerns, and military operations in Iraq. Indeed, Erdoğan likely hopes that Fidan can both diversify Turkey’s relationship networks in Iraq and reestablish normalized energy negotiations with key partners while also curbing the threat of the PKK and Iranian-aligned militias operating in Turkey’s areas of involvement in Iraq.

Abstract:
Climate action, economic competition and geopolitical shifts are more intertwined than ever. In the wake of the skyrocketing inflation and deteriorating China relations, United States President Joe Biden signed the Inflation Reduction Act (IRA) into law on 16 August 2022. Conceived as the foundation of the new US industrial policy, the IRA aims to rebuild the country’s industrial capacity, including 500 billion US dollars in new spending and tax breaks, among which almost 400 billion aimed at boosting clean energy.[1] Across the Atlantic, the European Union expressed concerns about the potential loss of industrial competitiveness resulting from the IRA. In response, the EU unveiled its own Green Deal Industrial Plan (GDIP) in February 2023.[2] The objective of this plan is to promote the enhancement of net-zero manufacturing capacities in order to meet the EU’s climate targets. Both the IRA and the GDIP have a common goal of reducing dependence on China, especially in clean technology, although through different approaches. The US focuses on bringing high-value production back to its shores, while the EU aims to develop and diversify supply chains.[3] This divergence is also reflected in the debate between “decoupling” and “derisking”, with the latter recently gaining prominence as policymakers recognise the challenges of completely reshoring supply chains domestically.[4] The US and the EU share industrial and geoeconomic objectives, but will also encounter similar challenges, in particular concerning the first stages of green supply chains. Despite their heterogeneous approaches, Western policymakers will in fact have to secure critical raw materials for clean technology manufacturing, with the aim of resourcing the energy transition.

Abstract:
Climate change and environmental degradation are adding serious strain to Iraqi coping capacities and governance mechanisms in a county already struggling with elevated water scarcity, instability and demographic growth. Widely recognised as a country at high-risk from climate change, Iraq faces the urgent need to diversify its economy away from hydrocarbon resources, while developing mechanisms of cooperation and co-dependency with regional neighbours to provide sustenance and opportunities to its youthful population. Drawing on Iraq’s history as a trade hub and bread basket for the region, Iraq and its neighbours need to urgently work together to overcome divisions and plan for a better future if the challenge of climate change is to be transformed into an opportunity capable of promoting stability and integration in an increasingly fragile Middle East.
