Abstract:
Since its occupation of Crimea in 2014, Russia has steadily expanded military capabilities and technical infrastructure on the peninsula, transforming the region into a springboard for offensive military operations in the Black Sea and beyond. Despite growing insecurity and Russian militarization of the region over the years, the transatlantic community has not put as high of a strategic premium on the Black Sea compared to the Baltic region. Russia’s renewed aggression against Ukraine, however, has reshaped the strategic landscape, giving momentum for NATO to remedy its Black Sea defence posture. Greater military support to Ukraine and strengthened forward presence in the area would be key components of a new approach to deterring and confronting Russian aggression.

Abstract:
The invasion of Ukraine has upended long-held assumptions of the liberal international order, and as tensions rise in the Taiwan Strait, Taiwanese leaders are watching Ukraine with their futures in mind. The objective of this report is to provide insights into how Taiwanese policymakers, military officers, diplomats, strategists, and everyday citizens are responding to the evolving threat picture in the Taiwan Strait and offer ideas for the policy debate in Washington. This report examines leadership speeches, strategy reports, military writings, and media articles, as well as recounts findings from interviews with Taiwanese and U.S. government officials, military officers, and civil society.

243. Taiwan’s Urgent Need for Asymmetric Defense

Abstract:
Amid deteriorating US-China relations, senior US officials have begun suggesting that a Chinese attack against Taiwan could happen soon. The conventional wisdom in Washington is that this urgent threat requires an urgent response, but too much attention has focused on the US-China military balance and too little on Taiwan’s military efforts. Taiwan’s future would likely be determined in the opening days, if not hours, of a conflict. Taiwan must prevail in two critical military operations: surviving China’s conventional bombardment and preventing the first wave of amphibious ground forces from establishing a beachhead. Taiwan would be fighting these two operations alone, but Taiwan’s military does not have the right mix of equipment, manpower, and strategy to mount an effective defense, despite the fact that the results of these operations could prove decisive for the rest of the conflict. US policymakers must press Taipei to focus on improving Taiwan’s ability to execute this narrow set of military missions and to reorient its overall strategy to one of asymmetric defense to counter Chinese advantages. If Taiwan does not or cannot do so, it is unlikely that any amount of potential US assistance or intervention could salvage the island’s position in the event of a conflict. Because these shortfalls are so important, Washington should create a sense of urgency in Taipei through security assistance measures such as conditional arms sales and limited joint training. The United States should also take care not to back Beijing into a corner where it concludes that using force is its only viable option to achieve unification with Taiwan. American assurances to China are a tough sell given Washington’s bipartisan hawkishness on China, but keeping time on Taiwan’s side is essential for the success of Taipei’s self-defense transformation.

244. Australia’s north and space

Abstract:
This report examines opportunities for the development of sovereign space capability in the Northern Territory, Queensland, and Western Australia. Given that those northern jurisdictions are closer to the equator, there’s a natural focus in the report on the potential opportunities offered by sovereign space launch, particularly in the Northern Territory and Queensland. However, I also consider the potential for other aspects of space besides launch, including space domain awareness, the establishment of satellite ground stations, and space industry. I explore the potential for the co-location of space industry—domestic and international—within or close to launch sites, which would result in the development of ‘space hubs’ in strategic locations in Australia. Benefits are gained by situating space-launch sites as close to the equator as possible, and two sites—Nhulunbuy near Gove in the Northern Territory and Abbot Point near Bowen in Queensland—are now under development. The closer a launch site is to the equator, the greater the benefit in terms of reduced cost per kilogram of payload to orbit, due to velocity gained by a rocket from the Earth’s rotation. The report then explores the transformation of Australia’s space sector that’s occurred within the past decade, from one solely dependent on foreign-provided satellite services and locally developed ground-segment capabilities, including for space domain awareness, to the growth of sovereign space industry and the establishment of the Australian Space Agency in 2018. I note that, since the establishment of the agency, Australia’s commercial space sector has expanded rapidly, but now faces headwinds, with the recent cancellation of the National Space Mission for Earth Observation being a serious blow to Australia’s space industry. The Australian space industry sector must now fight to sustain funding. In this report, I argue that the best way to achieve success is to emphasise sovereign launch as a focus for Australian space activities and to reinforce the potential opportunities offered by the north, including for defence and national-security requirements in space.

245. Covid-19: implications for the Indo-Pacific

Abstract:
As we approach four years since the first cases of Covid-19 in the Chinese city of Wuhan, the world seems relatively familiar again, albeit an increasingly scary place because of war in Europe, accelerating climate change, and the unhealthy nexus between new technologies and authoritarian coercion by Beijing and others. Within this ‘polycrisis’, Covid-19 now feels like a secondary concern. But the world remains unprepared for the next pandemic, which the Director-General of the World Health Organization, Dr Tedros Adhanom Ghebreyesus, has warned could come soon and be even more deadly. This report provides a comprehensive stocktake of the lessons our region should draw from Covid-19 at precisely the time we risk forgetting the pandemic’s significance, not just for health but also for the resilience of our societies, economies and international rules-based trade and security. This collection of papers by Japanese and Australian academics, journalists and think tankers explores varying aspects of the regional impact of the pandemic, including on trade, foreign affairs and security. The collection includes detailed case studies on Japan, the Philippines and Indonesia, as well as thematic analysis at the regional and multilateral levels. We hope the compilation is useful for policy makers and decision makers throughout the region, in particular the examination of the systemic links between different forms of crisis preparedness, the sovereign resilience of smaller powers against great power influence, and the effect of Covid-19 in accelerating pre-pandemic regional trends, including mounting challenges to liberal democracy. 246. Developing Australia’s critical minerals and rare earths: implementing the outcomes from the 2023 Darwin Dialogue

Abstract:
Critical minerals and rare earths are the building blocks for emerging and future technologies, inseparable from the supply chains of manufacturing, clean energy production, medical technology, semiconductors, and the defence and aerospace industries. Despite their criticality, their supply chains are exposed to numerous vulnerabilities – threatening the production and development of vital technologies. This report—based on closed-door, invitation-only discussions at ASPI’s new Darwin Dialogue, a track 1.5 meeting between Australia, Japan and the US—makes 24 recommendations for government and the private sector to support the development of viable, competitive alternative markets that offer products through supply chains secure from domestic policy disruptions and economic coercion. These recommendations are derived from analysis of the challenges embedded in critical minerals supply chains, including the inability for global production to meet projected demand, and dependency upon China and politically unstable nations as at times near singular sources of production. Australia’s natural endowments of critical minerals and rare earths provide a unique opportunity to achieve intersecting economic, environmental, and strategic objectives. But, as detailed in this report, effective coordination between Australia’s state, territory and federal governments, mining and industry, and international partners will be pivotal to developing this opportunity. Further still, achieving our critical minerals objectives will require a bold new policy approach from all stakeholders.

247. US land power in the Indo-Pacific: opportunities for the Australian army

Abstract:
The US Army is undergoing its most consequential period of transformation since the end of the Cold War. The re-emergence of great power competition and a deteriorating strategic environment is forcing the US Army to rethink not just its approach to land warfare but also its future role alongside the US Marine Corps in key regions around the globe. In the Indo-Pacific, this doctrinal and structural transformation is informing a new approach to joint exercises and 'no gaps' defence collaboration to deter Chinese aggression. These developments hold important insights for key US allies and partners, including Australia and Japan. Australia’s new unifying strategic approach to national defence and the high degree of convergence this has with US defence strategy offers a timely window of opportunity for the Australian Army to explore the combined use of land power in a heighten threat environment. This work should be mutually reinforcing and constitute part of Australia’s approach to managing risk and threats and balancing its contributions to deterrence. This report aims to provide the Australian defence establishment and military leaders with well-considered options for engaging the US on matters of mutual interest. The report provides an overview of the US Army’s changing force posture and approach to land warfare, followed by a brief analysis of its evolving role as an essential enabler of joint force operations in a maritime environment. The report then explores the US Army’s ‘campaigning’ activities in the region and its efforts to increase allied and partner capacity for high-end military contingencies in all domains. Finally, the report highlights opportunities for the Australian Army to enhance interoperability with US land forces in a deepening US-Australia alliance.

248. ‘Doing good deeds quietly’: the rise of intelligence diplomacy as a potent tool of statecraft

Abstract:
‘Intelligence diplomacy’ - using intelligence actors and relationships to conduct, or substantially facilitate, diplomatic relations - is a potent tool for statecraft; useful in specific circumstances to either enhance conventional diplomacy or create subtler lines of communication. Intelligence diplomacy, its increasing utility and potential hazards, is the subject of Doing good deeds quietly, the latest report from ASPI’s Statecraft & Intelligence Centre. The report finds that governments turn to intelligence diplomacy when a variety of circumstances – and critically those governments’ assessments of related capabilities and effectiveness of their intelligence services – makes use of intelligence actors or relationships attractive and advantageous. Furthermore, Doing good deeds quietly finds that governments should use intelligence diplomacy selectively and purposefully, in concert and collaboration with other arms of policy, and with robust, agreed policy objectives and parameters. They should also be wary of over-use, for the effective utility of intelligence diplomacy depends in part on prudent and selective application. For politicians, policymakers and the interested public, understanding the important role intelligence diplomacy can play in international relations provides a fuller sense of what it is that intelligence agencies actually do in their name.

249. Where next for the Australia–South Korea partnership?

Abstract:
The strategic partnership between Australia and South Korea holds great potential in an increasingly challenging time. The two nations have many common strategic interests and both can rightly claim to be regional powers. However, the relationship remains a relative underperformer compared with other key regional relationships and has suffered from inconsistency. When Canberra’s contemporary relationship with Seoul receives attention from Australian analysts, it tends to be framed largely in the context of the threats posed by Pyongyang. While some uncertainties remain over the long-term trajectory of South Korea’s foreign and security policy due to concerns that Seoul’s current vision is tied to the Yoon government as opposed to being embedded in longer-term statecraft, the structural basis for deeper engagement between Seoul and Canberra is sound. Investing in the relationship is in both nations’ interests. Building bureaucratic and commercial frameworks for cooperation now would help ensure that bilateral strategic alignment is less prone to future changes in government. This paper assesses the Australia–South Korea partnership through the three-pillar structure outlined in the 2021 Australia-South Korea Comprehensive Strategic Partnership and offers recommendations for strengthening the relationship. These recommendations include furthering strategic cooperation by incrementally aligning key trilateral formats, developing bilateral cooperation in critical technologies including those relevant to AUKUS Pillar 2, and nurturing collaboration with respect to the Indo-Pacific clean energy transition.

“The biggest issue with AI is actually going to be … its use in biological conflict,” according to former Google CEO, Eric Schmidt.[1] And he’s not the only AI expert worried. In his testimony before the Senate Judiciary Committee Subcommittee on Privacy, Technology, and the Law, the CEO of Anthropic, Dario Amodei, warned that in just two to three years, AI has the potential to “greatly widen the range of actors with the technical capability to conduct a large-scale biological attack.”[2] OpenAI’s Sam Altman has called for regulation on AI models “that could help create novel biological agents.”[3]President Biden’s recent Executive Order on Safe, Secure and Trustworthy Development and Use of Artificial Intelligence explicitly tasks relevant agencies with assessing the ways in which AI can increase, and potentially help mitigate, biosecurity risks.[4]But what exactly has experts and officials so worried?
