Abstract:
In this Forum, six scholars reflect on Rahul Rao’s recent book Out of Time: The Queer Politics of Postcoloniality from other geographies, themes and radical possibilities. Part I offers dialogues with Out of Time from Trump’s USA and Brazil’s ‘hetero-military’ dictatorship and Portuguese colonial roots. Emerson Maione and Renan Quinalha explore how Rao’s elaborations of homonationalism, homocapitalism, homoromanticism and ‘pink-washing’ more generally travel in new contexts and how the ‘fetishization of law’ can mislead investigations of queer-, homo- and transphobias.

12. The 1973 Durban Strikes: Building Popular Democratic Power in South Africa

Abstract:
Long after the decolonisation wave swept across Africa, Asia, and Latin America, two large countries – Brazil and South Africa – remained in the grip of wretched political systems. The military dictatorship in Brazil (1964–1985) and the apartheid regime in South Africa (1948–1994) faced significant challenges from a range of political and social forces. Although many of these struggles are etched into public memory, the role of workers’ resistance is little known outside of unions, as if workers’ struggles were marginal to the story of democratisation. On the contrary, in both countries, the struggles of workers were central in bringing down odious regimes. In South Africa, the 1973 strikes in the industrial port city of Durban began the process of building a militant trade union movement that would, by the second half of the 1980s, have the apartheid regime reeling from its blows. In Brazil, the 1978–1981 strikes in three industrial cities in greater São Paulo – Santo André, São Bernardo do Campo, and São Caetano do Sul – are often said to have marked the beginning of the end of the military dictatorship. The strikes were led by Luiz Inácio Lula da Silva, then president of the ABC Metalworkers’ Union and the current president of Brazil. Workers led the way against entrenched forms of domination that not only exploited them, but also oppressed the people as a whole, and the democracies to come were first incubated on the shop floor. This dossier is a contribution to recovering that part of South Africa’s history.

Abstract:
This document introduces the key concepts of decolonial theory that inform many current calls to decolonize. It provides examples from Latin America, Africa, and North America of how activists have envisioned or realized decolonial futures. These movements led by Indigenous Peoples, people of color, women, and queer people articulate and define the possibilities of decolonial futures. Since decolonial theory suggests multiple futures and not one single solution, this document does not address what decolonizing particular systems, such as international development, should look like. Rather, the document aims to introduce the reader to the tools of analysis that decolonial theory offers, give examples of decolonial theory in practice, and discuss some potential shortfalls of the decolonial framework.

Abstract:
From May 2021 to January 2022, Oxfam, in partnership with Sejajar Indonesia, the Tamdeen Youth Foundation in Yemen, and the Palestinian Agricultural Development Association (PARC) in Palestine, convened a total of 10 learning series through online convenings on local humanitarian leadership (LHL). Approximately 450 people participated, of whom 60% were from local and national NGOs representing approximately 30 countries. This document offers a snapshot report on the state of LHL across the four regions based on discussions, insights, and materials shared by the resource persons and audience members who participated in the series.

Exploring these topics and seeking to deconstruct the systems and structures that impede success in development and humanitarian efforts is critically important in ensuring that we ultimately meet global goals and restore integrity to our sector. Many believe international development and humanitarian aid are irreconcilable and that this work is an extension of colonialism, but our constituency believes that there is hope in transforming the sector and shifting power to those who should rightfully own this work and reap the benefits of development.

Abstract:
The article offers a critique of recent efforts to read international relations theory – and its theorists – as especially positioned to offer a critique of international politics. It does so by engaging Daniel Levine’s claim that international relations theory has a special vocation for critique which is unparalleled by other disciplines. By problematizing Levine’s political, ethical and epistemological approach to sustainable critique, I argue that international relations theory has been particularly engaged with a politics of crisis that centers Western modes of subjectivity as the only frame of reference for thinking about politics and history. As a consequence, Western international relations theory has become both inadequate and dispensable for many critical theorists of international politics in much of the world, even when it comes to its most critical approaches. By way of conclusion, I offer an approach to critical international relations theory that starts from the politics of colonialism, instead of crisis.

17. How Central Asia Became Part of the Developing World

During the Soviet period, official narratives presented Central Asia as a former colony that had been integrated on equal terms into the USSR while overcoming economic backwardness. This ambiguity was useful for Moscow’s Cold War politics and also shaped how Central Asian actors maneuvered within the Soviet system. In the late Soviet period, this ambiguity was largely abandoned. Some Central Asians began to insist on the region’s colonial status, while economists and sociologists in Moscow argued that Soviet development efforts had failed and that the region was culturally too different to fit into socialist economic schemes. In this talk, Kalinovsky will trace how different groups within the USSR can the late Soviet period came to reimagine Central Asia as a part of the Third World, discarding the ambiguity of earlier decades. These views also had profound implications for the region’s post-independence transformation: Western development professionals who came to Central Asia after 1991 found the region much more developed than other places they had worked. That also changed over the course of the 1990s, in part because of the continuing influence of Russian scholars, and in part as a result of the development community's evolving understanding of regional challenges (informed, to a large extent, by local scholars), a change that was solidified with the post 9-11 turn to the Global War on Terror. Artemy Kalinovsky is Professor of Russian, Soviet, and post-Soviet Studies at Temple University. He earned his BA from the George Washington University and his MA and PhD from the London School of Economics, after which he spent a decade teaching at the University of Amsterdam. His first book was A Long Goodbye: The Soviet Withdrawal from Afghanistan (Harvard University Press, 2011). His second book, Laboratory of Socialist Development: Cold War Politics and Decolonization in Soviet Tajikistan (Cornell University Press, 2018), won the Davis and Hewett prizes from the Association of Slavic, East European, and Eurasian Studies. He is currently working on a project that studies the legacies of socialist development in contemporary Central Asia to examine entanglements between socialist and capitalist development approaches in the late 20th century.

Abstract:
The Cuban Revolution came about in a country subordinated to the US from all points of view. Although we had the façade of a republic, we were a perfect colony, exemplary in economic, commercial, diplomatic, and political terms, and almost in cultural terms. Our bourgeoisie was constantly looking towards the North: from there, they imported dreams, hopes, fetishes, models of life. They sent their children to study in the North, hoping that they would assimilate the admirable competitive spirit of the Yankee ‘winners’, their style, their unique and superior way of settling in this world and subjugating the ‘losers’. This ‘vice-bourgeoisie’, as Roberto Fernández Retamar baptised them, were not limited to avidly consuming whatever product of the US cultural industry fell into their hands. Not only that – at the same time, they collaborated in disseminating the ‘American way of life’ in the Ibero-American sphere and kept part of the profits for themselves. Cuba was an effective cultural laboratory at the service of the Empire, conceived to multiply the exaltation of the Chosen Nation and its world domination. Cuban actresses and actors dubbed the most popular American television series into Spanish, which would later flood the continent. In fact, we were among the first countries in the region to have television in 1950. It seemed like a leap forward, towards so-called ‘progress’, but it turned out to be poisoned. Very commercial Cuban television programming functioned as a replica of the ‘made in the USA’ pseudo-culture, with soap operas, Major League and National League baseball games, competition and participation programmes copied from American reality shows, and constant advertising. In 1940, the magazine Selections of the Reader’s Digest, published by a company of the same name, began to appear in Spanish in Havana with all of its poison. This symbol of the idealisation of the Yankee model and the demonisation of the USSR and of any idea close to emancipation was translated and printed on the island and distributed from here to all of Latin America and Spain. The very image of Cuba that was spread internationally was reduced to a tropical ‘paradise’ manufactured by the Yankee mafia and its Cuban accomplices. Drugs, gambling, and prostitution were all put at the service of VIP tourism from the North. Remember that the Las Vegas project had been designed for our country and failed because of the revolution.
