61. THE REGIONAL DIMENSION OF CORRUPTION RISKS IN THE CZECH REPUBLIC IN THE LIGHT OF DECENTRALIZATION

Abstract:
The article elucidates the relationship between decentralization and corruption risks in the Czech Republic. Economic inequality in the regions inevitably leads to corruption risks. The unemployment rate and the wage level determined the fragmentation of the Czech regions. Most Czech regions (8 out of 14) have an average unemployment rate (of 3-5%). The capital Prague (44 thousand korunas), as well as the Central Bohemian Region (35 thousand korunas), significantly differ from the rest of the Czech regions in wage level (within 31-32 thousand korunas). If the Czech regions are similar in the unemployment rate, there is a noticeable stratification between the capital and other regions. The findings of an expert survey among civil servants and deputies of regional Assemblies identified corruption and anti-corruption measures in the regions. The sphere of public administration is the most corrupt. Partially corrupt is the provision of administrative services. The greatest corruption risks result from the employees’ influence on funding sources (grants, subsidies and grants). On a 10-point scale, the average corruption in the regions is 5,8. More research prospects derive from studying corruption risks at the regional rather than national levels and expanding the geographical framework of the transition countries under research.

Abstract:
This research utilizes a structural equation modeling (SEM) technique to comprehensively examine the intricate interactions among various factors influencing corruption in Vietnam’s public sector. The findings reveal that certain factors, including inadequate anti-corruption policies and enforcement, a lack of accountability and transparency in anti-corruption endeavors, and significant income disparities between public officials and anti-corruption measures, significantly and positively impact the cultural and social norms associated with anti-corruption. Additionally, insufficient cultural and social standards exert a notable and positive influence on the level of corruption in the public sector. The outcomes of this study provide valuable insights for developing effective policies and strategies that promote accountability, transparency, and good governance to combat corruption in Vietnam’s public sector.

How are EITI-implementing countries faring with disclosure of oil, gas and mining contracts? The urgency of climate action and the complexity of the energy transition mean it has never been more important to be able to understand the deals made between companies and governments for oil, gas and minerals. For this reason, since 2021, implementing countries of the Extractive Industries Transparency Initiative (EITI) have been required to disclose the contracts between governments and extractive companies. This briefing by the Natural Resource Governance Institute (NRGI), Oxfam and Publish What You Pay (PWYP) surveys the contract disclosure practice of the 57 EITI-implementing countries to understand the extent of their contract disclosure practice. 64. On the Horns of a Dilemma: Will Corruption Bring Down the Chinese Communist Party?

When the People’s Republic of China’s president and Chinese Communist Party General Secretary Xi Jinping took power in 2012, he publicly acknowledged that the Party faced an existential crisis from pervasive corruption at all levels of Chinese government and business activity. Such corruption has put the Party’s leaders on the horns of a dilemma: If they fail to adopt political reforms that could root out corruption independent of Party control, like a free press, competitive elections, and the rule of law administered by an independent judiciary, then the crisis of corruption will continue to fester; but if the Party were to embrace such reforms, then that would inevitably lead to democratization and the Party’s loss of autocratic control of China. As one Chinese scholar aptly sums up this dilemma: “There’s a commonly used phrase: Not reforming means to wait for death. Reforming means to court death.” China’s crisis of corruption should be of immediate interest to American political and business leaders. China is the world’s largest developing nation with the world’s second largest economy, exceeded only by that of the United States. It may justifiably be said that the United States and China are now the two most significant nations on earth, so American interests will be profoundly affected by China’s future economic and political development. A better understanding of the challenges the Communist Party faces in the coming years may prove invaluable for effective U.S. policy formulation. Such insights may also contribute to enduring and mutually beneficial economic and political relationships with China. Accordingly, this report initially examines the historical development of China’s regime of institutionalized corruption and the toll it has already taken on the Chinese people, economy and governmental process. Then it turns to an evaluation of divergent perspectives on the future for China’s now thoroughly corrupted Communist Party and the extraordinary civilization and people it continues to rule. Finally, the article will conclude by addressing the question of whether the Party can overcome corruption and survive in the 21st century.

65. The Roots of Russian Military Dysfunction

Abstract:
An unwillingness to decentralize decision making authority and a failure to communicate accurate information are the most consequential weaknesses at the state level that have contributed to the Russian military’s subpar performance to date in the war with Ukraine. These characteristics are exacerbated by other historic factors found throughout Russian society, which also permeate the military as a reflection of that society. They include an imperialist national identity, endemic corruption, and societal brutality. To these systemic problems must be added the inherent difficulties of what the Russian military was supposed to achieve in its first major peer conflict since World War Two and elements of simple military incompetence. The unwillingness to decentralize decision making authority is symptomatic of over five centuries of Russian autocracy. It is why Russia lacks an effective noncommissioned officer (NCO) corps and has a top-down command-and-control system, which is slow to provide timely direction to forces at the front. This is exacerbated by a failure to communicate accurate information, especially at the strategic level, which results in decision making based on faulty information and reinforces bad decisions due to inaccurate feedback. These two characteristics create a command, control, and communications system unsuited for modern warfare but congruent with a Russian way of war that has been influenced by a culture of imperialism, corruption, and brutality. Imperialism prevented Russian national security elites from seeing agency in other peoples, which led them to underestimate possible Ukrainian resistance and Western resolve. Corruption compounded personnel and supply challenges for the Russian military. A reliance on brutality to control its own soldiers and assert control over occupied populations exacerbated factors in the Russian military that are detrimental to good order, discipline, morale, and unit cohesion and provided additional motivation to Ukrainians to resist Russian aggression. These are not really “weaknesses” of the Russian system but consequences of that system. Furthermore, despite their detrimental impact on military effectiveness, these factors have sometimes “worked” for Russia and provided, counterintuitively, advantages such as the political will to conduct attrition warfare at a cost that no Western society would accept. This is significant because all the above factors are endemic to Russian social and political culture and will continue, barring a major social revolution in Russia of the scale of 1917. This means there will be no permanent solution to the war in Ukraine even if a peace treaty is signed. These cultural factors will eventually drive Russia to regain its military capacity and renew its aggression against Ukraine and hostility to the West. As long as Russia is autocratic with a propensity for self-deception and imperialism, it will try again to assert hegemony over Ukraine and other portions of its former empire. That future war will likely resemble the war in Ukraine, a high-intensity war of attrition where Moscow is willing to make brutal sacrifices to outlast its foes. This is not a case of predicting that history will repeat itself, but that Russia’s basic political nature will. Only if Russia overcomes its history and changes internally, will it ever behave differently externally.

66. Bankrupting Iran’s Empire of Terror

Abstract:
Hamas’s surprise attack on Israel has left thousands of innocent people dead, set the stage for a bloody and protracted conflict in Gaza, and precipitated a crisis that threatens to engulf the Middle East in a devastating new conflict. To prevent further escalation, the United States needs to act swiftly to intensify economic pressure on the Islamic Republic of Iran and dismantle its terrorist financing networks. Though Iran has denied any involvement, Hamas could not have planned an operation of this scale without critical support from its chief state sponsor. Iran’s Islamic Revolutionary Guard Corps (IRGC) has devoted enormous resources to building up proxy terrorist organizations in order to encircle Israel. According to a 2020 US government estimate, the IRGC provides as much as $700 million to Lebanese Hezbollah and $100 million to Hamas and other Palestinian groups each year. So far, this strategy appears to be working. Hezbollah, the IRGC’s most powerful terrorist partner, is poised to attack from the north, while other Iranian proxies threaten Israel from within Syria and elsewhere. Israel’s newly cordial relations with its Arab neighbors—including its nascent détente with Saudi Arabia—hang precariously in the balance. President Joe Biden’s immediate response to the attacks rightly focused on delivering Israel the political backing and military assistance that it urgently needs. But as the overseer of the global financial system, the United States can also deploy its unique capabilities to constrict the Islamic Republic’s revenues and shut down its global terrorist financing networks. Whether the United States succeeds in doing so will shape events far beyond the Middle East. This conflict is not just another flare-up in a long-troubled region. It reflects an ongoing global realignment wherein powerful adversaries test American strength and resolve with growing coordination and assertiveness. As Russia wages war in Ukraine and Beijing watches carefully, the stakes call for nothing less than a major US endeavor to bankrupt the Islamic Republic’s empire of terror once and for all.

La militarización y el combate como herramienta casi exclusiva contra la violencia y la inseguridad ha sido el paradigma de profundo calado en Honduras y la mayor parte de la región, lo que implica la solución a los problemas de inseguridad en clave de guerra. Este conflicto asimétrico entre los grupos criminales y los Estados se recrudeció a raíz de la Guerra contra las Drogas iniciada por el presidente mexicano Calderón, y no es sino la continuación de las diversas guerras contra ya ensayadas en Centroamérica bajo inspiración de los EEUU. Con la llegada al poder de la presidenta hondureña, Xiomara Castro, se advertía un cambio en relación a las políticas de seguridad que no se enfocaran exclusivamente en la mano dura, sino que abordara la reforma integral del Estado priorizando la lucha contra la corrupción y la impunidad, así como la mejora de la calidad de la democracia. Una ola de populismo punitivo recorre la región, pero la mejora en los niveles de inseguridad en Honduras no será sostenible mediante el uso exclusivo de la fuerza ni estados de excepción.

As Putin and his kleptocratic regime of oligarchs wage a devastating war in Ukraine, the costs of corruption have never been so starkly visible. Beyond Russia, recent examples of corruption in China, Afghanistan, the Northern Triangle, the Solomon Islands, and elsewhere, prove that rampant corruption poses a significant threat to aspirations for a greener, healthier, more peaceful, and more democratic world. Countries such as Russia and China have elevated their brand of corruption into a distinct and powerful aspect of their foreign policy. They employ this strategic corruption abroad to stunt economic growth; prop-up fellow authoritarian regimes; exacerbate social inequality; erase political trust; accelerate pandemics and degrade healthcare systems; exploit the environment; and propel state oppression. As U.S. policymakers seek to counter this strategic corruption, they must first recognize the extent to which domestic laws and actors within the United States enable this corruption to fester. In the fall of 2021 and spring of 2022, ISD convened a series of New Global Commons working group meetings with participants drawn from academia, think tanks, government, international organizations, non-governmental organizations, and the private sector. The group crafted workable definitions of corruption, evaluated the unique political and related threats posed by corruption and kleptocracy, assessed Russia and China’s use of strategic corruption, and developed principles and recommendations for government and non-government entities to build a global, sustained, anti-corruption response.

Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

70. Are Global Value Chains for Sale? On Business-State Relations in the MENA Region

Abstract:
We use new data on political connections from the World Bank Enterprise Surveys to examine the impact of connections on firms’ participation in global value chains (GVCs) for six MENA countries (Morocco, Tunisia, Egypt, the West Bank and Gaza, Jordan, and Lebanon). In addition to political connections, we construct several measures of “political influence” based on available data on lobbying and grand corruption. We also explore whether political connections help firms overcome barriers to trade and investment and increase their participation in GVCs at the extensive and intensive margins. Our findings suggest that political connections do matter for firms’ GVC participation. The impact is more pronounced for firms that combine political connections with informal payments to influence policymaking. Our findings on the significance of trade and investment barriers for GVC participation for different categories of firms’ political influence are – however – inconclusive.
