34451. Organizing "Virtuality": Facilitating Effective Homeland Security through DoD's JC4I System

Abstract:
The quest for ensuring a secure, but free society in the United States continues to this day. The attacks on the American homeland on September 11, 2001 shine a particularly stark light on the issue. The attacks on the homeland have shaken America's sensibilities regarding what is and what is not proper use of the active military within the territorial boundaries of the national state. In fact, the new sensibility is that DOD must have a direct role in executing the six functions of homeland security iterated by President Bush in Executive Order 13228 – detection, preparation, prevention, protection, response, and recovery. The fledgling Office of Homeland Security (see figure 1 in appendix ) continues to struggle with the implementation of the policy. The office, empowered to 'coordinate and facilitate' rather than command and control federal, state, and local HLS efforts, has left the office and its Director, Governor Tom Ridge, hamstrung.

Abstract:
The low priority that the United States placed on South Asia, led to the creation of a Taliban ruled terrorist safe haven in Afghanistan. To prevent such disasters in the future, the US must end its neglect, play an active role in the region, and commit sufficient energy and resources. The US must devise and implement an effective, well-funded, long-term strategy aimed at encouraging cooperation and regional integration. The strategy should stress clearly enunciated issues. These include: nonproliferation, demilitarization, regionally oriented economic development, poverty reduction, preservation of the environment, settling the Kashmir dispute, ending communal politics, and vitalizing the South Asian Association for Regional Cooperation (SAARC).

Abstract:
With the proliferation of ballistic and cruise missiles and weapons of mass destruction (WMD), American political leaders have embarked on a long-term plan for deploying Theater Missile Defense (TMD) as a means to protect the United States, US forces abroad, and allies. Effective on 13 June 2002, the United States is no longer party to the 1972 ABM Treaty and missile defense is a priority with "prominence in policy, funding, and organization." TMD essentially is a family of military weapon systems whose purpose is to intercept hostile missiles that have been launched, whether intentionally or unintentionally. However, the question remains whether Theater Missile Defense is, and will be, an integrated and effective tool in achieving overall US national security goals in Northeast Asia, namely enhancing regional security and reducing the threat of weapons of mass destruction.

Abstract:
Changes in the global arms market during the 1990s heralded a global downsizing of national military establishments, shrinkage of national defense industries, and a domestic loss of appetite for conventional weaponry in the United States. One of the many results has been the increased significance of foreign exporting. Through enhanced exporting, advanced arms producing states, namely the United States, have been able to assist their defense industry and military establishments survive the post-cold war downturn in domestic demand for conventional arms. These international level changes also led to second-order domestic efforts to reform the arms export processes within the United States.

Abstract:
The study discusses conditions and prospects for fast and durable growth in emerging market economies. In the course of history less than 30 nations have become rich and still more than 80 per cent of the world population lives in the middle and low-income countries, some of them in extreme poverty. It is true not only for the majority of economies traditionally considered as 'developing countries', but also for the new, post-socialist emerging markets. Thus the questions arise: what is the influence of globalization process on economic growth and how real are the prospects for these emerging markets to catch up with more advanced countries? What factors may contribute to sustained and rapid growth over the long term? The paper examines strategies that can help taking the contemporary wave of globalization to the advantage of fast growth of less advanced countries and hence containing the existing development gaps.

Abstract:
In this paper we focus on the question: will the HIPC debt reduction programme help in the transformation of the development assistance business and change the rules of the 'debt game' in Africa? We concentrate on the donor and official creditor side, by exploring how the growing debt of African countries, over the last two decades, has affected the provision of new resources by the donor community. Our results indicate that if debt levels are reduced sufficiently in high debt countries, donors can shift from the current pattern of non-selectivity and defensive lending to a low debt regime, a regime that has in the past allowed selectivity in lending in relation to levels of poverty and quality of policy.

34458. By How Much Does Conflict Reduce Financial Development?

Abstract:
Financial development is vulnerable to social conflict. Conflict reduces the demand for domestic currency as a medium of exchange and a store of value. Conflict also leads to poor quality governance, including weak regulation of the financial system, thereby undermining the sustainability of financial institutions. Conflict therefore reduces the social return to financial liberalization and other financial-sector reforms. This paper presents a theoretical model integrating the effects of conflict and financial liberalization, and then tests the model on data for 79 countries. Using an explanatory variable that measures the intensity of conflict (from low to high) the results show that conflict significantly reduces financial development, and that this negative effect increases as conflict intensifies. The paper concludes that conflict reduction is essential if financial reform is to have its full benefit for development.

34459. The Benefits and Costs of Group Affiliation: Evidence from East Asia

This paper investigates the benefits and associated agency costs of using internal capital markets through affiliating with groups using data of two thousand firms from nine East Asian economies between 1994-6. We find that mature and slow-growing firms with ownership structures more likely to create agency problems gain more from group affiliation, while young and high-growth firms more likely lose. Agency problems are important explanatory factors of firm value in economies outside Japan, but less so in Japan. Consistent with the literature, financially constrained firms benefit from group affiliation. Our results are robust to different time periods and estimation techniques.

34460. The Macroeconomic Repercussions of Agricultural Shocks and their Implications for Insurance

Abstract:
The paper considers the macroeconomic impact of shocks to agricultural output and of negative and positive price shocks. It is shown that negative price shocks have particularly large externalities: it is estimated that the overall impact of these negative shocks on GDP may well be double their direct impact. In terms of policy, the presence of externalities justifies subsidising the provision of insurance. If insurance is not feasible, then foreign aid may be helpful. Turning to other systemic shocks, it is argued that the macroeconomic consequences of negative output shocks are far less important. Positive price shocks also have substantial macroeconomic externalities via their effect on asset demand. Appropriate central bank policy is crucial and requires a detailed understanding of asset demand changes in response to price shocks. Since this may well be unlikely, dollarization may be a better strategy.
