Abstract:
Canadian Foreign Minister William Graham and United Nations Secretary-General Kofi Annan were keynote speakers at a seminar in New York on 15 February to discuss the final report of the International Commission on Intervention and State Sovereignty (ICISS). Entitled The Responsibility to Protect, the report was released at UN Headquarters last December. The seminar was organized by the International Peace Academy with the support of the Canadian Department of Foreign Affairs and International Trade to allow a frank discussion of the Commission's findings and recommendations. Although journalists were invited to the event, all statements except the keynote speeches were off the record.

Abstract:
Peacebuilding is not merely a technical exercise — it is highly political. In a combustible political atmosphere as in Haiti, effective peacebuilding requires careful and sustained management. The importance of a long-term approach cannot be overestimated. In Haiti, the international community was successful in restoring the constitutional government, improving the respect for basic human rights, and initiating economic development. However, for these efforts to take hold and lead to a self-sustaining democratic process, continuous international engagement in Haiti is vital. From this perspective, the cutback in the UN involvement in February 2001 was premature.

Abstract:
In the fall of 2000, the International Peace Academy commissioned a series of nine case studies examining the practice of preventive action. This study builds on earlier work by IPA identifying important issues for further examination in preventive practice. The cases examined were representative of the broad and increasing scope of preventive action geographically and in terms of approaches deployed—from structural prevention to post conflict peacebuilding as prevention. These cases were Kenya, Fiji, Tanzania (Zanzibar), Tajikistan, Burundi, Georgia (Javakheti), East Timor, Liberia, and Colombia. The cases are being edited and compiled for publication in a subsequent book; this report seeks to draw out central policy lessons for preventive action by the United Nations (UN). Important lessons can be drawn out with implications for each specific situation; more cross-cutting lessons for the UN and other preventive actors can also be derived from the collected cases.

Following the Edinburgh agreement of 1992,Denmark waived its right to act as Presidency in all cases involving the elaboration and implementation of decisions having defence implications. Thus Greece now acts on behalf of Denmark on such issues Speaking to the Foreign Affairs Committee of the European Parliament (EP) on 11September, the Defence Minister Yiannos Papantoniou introduced the Greek Programme for the military aspects of ESDP.

From 22-28 May the EU carried out its first exercise 'CME 02' to test the EU's ability to take decisions on the use of its military and civilian instruments in a crisis situation. While the evaluation process will only be complete by the end of July, it is already widely acknowledged that the exercise revealed that the EU's procedures are broadly adequate, but there is room for improvement particularly in relation to civil-military cooperation.

At the Seville European Council in June 2002 the Spanish Presidency will present a report on progress made in the implementation of the EU Programme for the Prevention of Violent Conflicts agreed in Göteborg in June 2001. A key element of the EU Programme is its call for the development of mechanisms to mainstream conflict prevention, i.e. to ensure that all EU policies consistently take into consideration their impact on conflict and are tailored to support peace-building processes. This article provides a preliminary review of actions taken to this end.

The General Affairs Council meeting on 18-19 February announced the EU's readiness to deploy an EU police mission (EUPM) to Bosnia and Herzegovina (BiH) to take over from the UN International Police Task Force (IPTF) in January 2003. Tasked with establishing sustainable policing structures this first EU-led operation will be an important milestone in the operationalisation of the EU's European Security and Defence Policy (ESDP).

According to the Spanish Presidency's website, its ambitions in the field of ESDP are heavily weighted towards enhancing the EU's military crisis management capability and assessing how ESDP could contribute to the EU's response to the threat of terrorism. Government officials are, however, keen to point out that civilian crisis management will not be sidelined and that the Presidency will take seriously its commitment to implement, review and add new dimensions to the EU Programme for the prevention of violent conflict agreed at the Göteburg European Council in 2001.

The Convention on the future of Europe is critical for the role of the European Union in the promotion of a more peaceful world. This roundtable sought to gain feedback on EPLO's contribution to the debate. EPLO's paper, which is entitled “Building Conflict Prevention into the Future of Europe”, makes recommendations on how to mainstream conflict prevention in the EU Treaty. It is based on the vision of a EU that is inclusive, democratically accountable, and promoting a more peaceful world.
