Abstract:
The Hungarian Republic is making significant efforts in trying to comply with European Union requirements. An efficient security policy that ensures the reliable surveillance of the borders, as well as the provision of the necessary access, is extremely important for Hungary, the "Visegrad region", and the EU. According to the EU, "Hungary is on the right track to adopt current and future union practices, if the pace of development remains constant and the development and training programmes of the most important institutions are realised".

34132. The Finnish Border Security Concept

Abstract:
The Finnish Frontier Guard was established in 1919 and has always been subordinated to the Ministry of the Interior, with the exception of the period between 1939 and 1944. Throughout the war, the Frontier Guard troops participated in the defence of our country with excellent success. The Frontier Guard developed into its current form after the Second World War when the Coast Guard was integrated Frontier Guard and border control was extended to Finland's western and northern borders. In the past few years, the activities and the structure of the Frontier Guard have been examined to respond to the changes in the immediate surroundings. This development work still continues.

This paper is a compilation of European Union requirements relating to border security. The main sources for this document are the EU's common negotiation positions for candidate countries, i.e. the so-called "Schengen paper", reports and analyses made by the Collective Evaluation Working Group as well as the Schengen Evaluation Working Group. The primary purpose of this document is to clarify some basic requirements and characteristics for national border security systems, enabling them to become compatible with EU structures.

34134. Health Care in Germany

Abstract:
The question of whether the introduction of competition and managed care in the German health care system means a "new paradigm" or simply a "stalemated strategy" was raised in a 1999 issue of Health Affairs by Lawrence Brown and Volker F. Amelung (1999). In that same issue, Uwe E. Reinhard (1999) responded with a question of his own: "Why would Germany wish to emulate the US style of managed care, with its as yet unproven effect on quality and outcomes?" The core of their disagreement seems to center around two issues. First, can competition and managed care flourish in a political culture and healthcare system where central policy-making and enforcement arrangements are embedded? The distinct political economy and history of Germany may create conditions that are not conducive to competition and managed care, unlike the US. The second issue that leads to the different interpretations above is the elusive concept of quality in health care, especially how to measure and achieve it.

The current South Asian crisis seems to have ebbed, but the underlying dynamic remains. The next crisis will be even more dangerous if South Asia's nuclear confrontation develops in the same direction as the U.S.-Russian standoff, with nuclear missiles on alert, aimed at each other and ready to launch on warning. As Lee Butler, former head of the U.S. Strategic Command, has said, the U.S. and Soviet Union survived their crises, "no thanks to deterrence, but only by the grace of God." Will South Asia be so fortunate?

Abstract:
There is a history of war in South Asia. India and Pakistan fought in 1948, 1965, 1971, and 1999. There is good evidence that in no case was there the expectation of a war on the scale and of the kind that ensued. Rather, war followed misadventure, driven by profound errors of policy, political and military judgement, and public sentiment. Nuclear weapons do nothing to lessen such possibilities. There is even reason to believe they may make them worse in South Asia. One lesson of the 1999 Kargil war is that Pakistan saw its newly acquired nuclear weapons as a shield from behind which it could fuel and stoke the conflict in Kashmir, safe from any possible Indian retaliation. During this war, nuclear threats were made publicly by leaders on both sides. It took international intervention to stop the slide to a larger, more destructive war.

34137. Sanctions, Inspections, and Containment: Viable Policy Options in Iraq

Concerns are growing that Iraq may be rebuilding its capacity to develop and use weapons of mass destruction. After more than three years without UN inspections, the uncertainties and risks associated with Iraq's weapons programs have increased. The urgency of these issues has prompted widespread calls for the resumption of UN weapons inspections, and has led U.S. officials to threaten military attack. The U.S. threats are also motivated by a desire to overthrow the government of Iraq. Pundits in the United States have raised a chorus of calls for military action to topple Saddam Hussein. Many leaders in the region support the goal of disarming Iraq, but as U.S. vice president Dick Cheney learned during his March trip to the Middle East, most of these same leaders oppose U.S. military action against Iraq. States in the region fear the consequences of a U.S.-led war, especially in light of the profound security crisis in the Middle East. These realities suggest the need for viable alternative strategies to resolve the Iraq crisis and protect regional security. This report presents policy options available to the United States for addressing security concerns in Iraq. It examines the issues associated with the threat of weapons development in the region and offers a series of policy options for reducing and containing that threat without resort to military force. The report does not dwell on the uncertainties and risks of waging war on Iraq without international consent. These have been amply examined in other articles and commentaries. The paper concentrates instead on robust alternatives to the use of force. The policy options outlined here include: Reforming UN sanctions to tighten controls on oil revenues and military-related goods while further easing restrictions on civilian economic activity; Facilitating the return of UN weapons inspectors to complete the UN disarmament mandate and reestablish an Ongoing Monitoring and Verification (OMV) system; and Creating an "enhanced containment" system of externally based border monitoring and control if Iraq refuses to allow the resumption of weapons inspections. The report begins with an assessment of Iraq's capacity for developing weapons of mass destruction. It then examines options for controlling Iraq's weapons potential through economic statecraft, United Nations weapons inspections and diplomatic engagement with neighboring countries.

Europe relies upon imported energy, and the degree of this reliance will increase in coming decades. Internal (primarily North Sea) production of liquid fuels will decline, and production of natural gas will reach a plateau, so that incremental hydrocarbon requirements will necessarily come from external sources. This trend of rising energy imports has important security implications.

Abstract:
The state of transatlantic relations is normal - arguably in crisis, arguably not; poised for fundamental change, or for basic continuity. The usual question for conferences on transatlantic relations is whether this situation will continue. My purpose in this paper is to set forth a perspective on the future of the transatlantic relationship based on the central realist proposition that the distribution of capabilities among states is an important background influence on their behaviour. Major changes in international relations often arise from changes in the distribution of power. Important features of the Cold War resulted from the great concentration of power in the United States and the Soviet Union - a condition that came to be called "bipolarity." The Cold War ended in significant measure owing to changes in the distribution of power - namely, the decline and fall of the Soviet Union. As a result of Soviet and Russian decline, a new unipolar distribution has emerged with new consequences for international politics in general and the transatlantic relationship in particular.

Abstract:
The Middle East is the region where Europeans have, arguably, most strongly felt their loss of great power status. During the nineteenth century, European powers encroached upon, occupied and annexed various territories in the Middle East. With the disintegration of the Ottoman Empire after World War 1, Britain, and to a lesser degree France, became the undisputed external actors in the region and in large part created the modern Middle Eastern state system. Although a certain degree of power was devolved to local leaders, Britain and France ensured their prerogatives over foreign and defence issues and assumed responsibility for regional stability. Other powers, such as the Soviet Union and the United States, were not absent from the region but did not essentially challenge the European hegemony. The Soviet Union's power projection had been greatly reduced in the aftermath of revolution, civil war and internal consolidation; the United States deliberately abstained from assuming a political role, with all its tainted colonial connotations, and only demanded an 'open doors' policy in relation to its trade and commercial interests. In this relatively unchallenged strategic environment, Britain had a remarkable freedom to act as the principal regional security actor. In practice, the period of British dominance was to be relatively brief, being characterised by one historian as 'Britain's moment' in the Middle East, and was also increasingly to be frustrated by the growing inter-ethnic conflict in Palestine.
