Abstract:
It seems wonderfully fitting that we're celebrating the Centre for Feminist Foreign Policy's one year anniversary with the launch of Disrupted, focusing this issue on none other than feminist foreign policy itself. At CFFP, our endgame is the adoption of feminist foreign policy worldwide as we believe it to be one of the best solutions to combat the elitest, inequitable, and harmful foreign policies we see all too often. The aim of this journal is to highlight both established and emerging voices, and to seek to understand how the everyday actions of people - actions which might seem simply social or even private - are decidedly politically charged, and vice versa. We challenge assumptions about the unquestioned objectivity of policy - assumptions which miscalculate power structures and tend to leave an analysis of international politics lacking. We attempt to understand how the identities of both subjugated and the elite interact to reify systemic bias, and perhaps most importantly, we do not presume the authority to speak on behalf of anyone else. Ultimately, we see a feminist analysis of foreign policy not only as compelling, but as indispensable to achieve a more equal world. Thank you so much for supporting this publication. 2. Understanding teenage fertility, cohabitation, and marriage: the case of Peru

Abstract:
In this study, the authors used data from the Young Lives study, which inves­tigates teenage childbearing, marriage, and cohabitation by tracking a cohort of individuals from the ages of 8 to 19 years. While the present analysis does not intend to establish causality, the longitudi­nal nature of the data allows the researchers to identify the combination of early circumstances and life changes that induce a higher likelihood of these events. The analysis addresses bias due both to reverse causality and to community characteristics that are usually unobserved and fixed over time, a strategy that is quite unique in studies of developing countries. About 1 out of 5 females (and 1 out of 20 males) in our sample had at least one child by the age of 19, and 80 percent of them were married or cohabiting. Early marriage/cohabitation is indeed intrinsically re­lated to early pregnancy and largely predicted by the same factors. For females specifically, girls from poor households with an absent parent for a prolonged period have a higher risk of early childbearing. Similarly, girls whose self-efficacy and educational aspirations decrease over time are more at risk of becoming a mother during adolescence. Conversely, school attendance and better school performance predict a lower risk of early pregnancy; the analysis suggests that this is largely because it postpones the first sexual relationship.

3. Youth, Peace, And Security: A New Agenda for the Middle East and North Africa

Abstract:
The important role of young people in building peace and challenging violent extremism is gaining recognition within the international community. The United Nations Security Resolution on Youth, Peace, and Security (SCR 2250), passed in December 2015, is evidence of this trend. It represents a shift from the dichotomy of youth as either perpetrators or victims of violence to a perspective in which youth are viewed as agents of positive change and peace. In moving forward with this resolution and similarly reflective and supportive policy, one of the greatest challenges for the Middle East and North Africa will be the current geopolitical context and obstacles to opportunity. In a region fraught with conflict, stemming from domestic and foreign policies, as well as a history of unrepresentative and repressive governance systems, leaders have often sought to maintain the status quo. This is a problem in a region where more than 30 percent of the population is between 15 and 29 years of age, and are increasingly frustrated with and stymied by a lack of meaningful political space—leading to lost faith in political systems.1 In such a setting, regional policymakers must be challenged to meaningfully incorporate young people into decisionmaking processes, to ensure that peacebuilding programs target young people early on in their development, to avoid the securitization of youth in the development and implementation of national and local policies, and to address the underlying social, economic, and political grievances that often drive extremism and impact young people’s relationships with their communities and states.
