81. A Pillar's Progress: How Development's History Shapes U.S. Options in the Present

Abstract:
Development is back. U.S. President Barack Obama has put it high on his strategic agenda. It is at the center of the State Department's much ballyhooed “Quadrennial Diplomacy and Development Review.” These aspirations come with real backing—Obama's fiscal year 2010 budget promises to double foreign aid to nearly $50 billion. Perhaps more importantly for supporters of development, across official Washington accord is growing that development must play a greater role not just in conflict zones but in general U.S. global strategy. It is not only the typical aid constituencies calling for greater attention. Even Secretary of Defense Robert Gates has urged a continuation of the emphasis on development that characterized policies of his last boss, former President George W. Bush. Almost assuredly, a pattern of bigger budgets, needed policy focus, and reform to the disjointed aid mechanisms within the U.S. government will emerge. Complementing (although not always supporting) this U.S. activity internationally is a collection of groups ranging from nongovernmental organizations (NGO)s to the United Nations (UN) and the World Bank. Overall, the place of aid U.S. foreign policy has not been so prominent or secure since the end of the Cold War. Development is once again, as Secretary of State Hillary Clinton characterizes it, “a core pillar of American power.”

Abstract:
The trade in illegal timber and timber products leads to massive economic losses and environmental damage for the countries that are exploited. The World Bank has estimated that up to US$23 billion worth of timber is illegally felled or produced from suspicious origins each year, leading to revenue losses from uncollected logging licenses or taxes.

Abstract:
The global financial crisis triggered debate on restructuring international financial system. In this study, restructuring process of the international financial system is evaluated within the context of international balance of power. It is argued that it is insufficient to focus only on the economic dimension, but restructuring should be evaluated by taking into account international political dynamics. This work looks at how differences of opinion between the developed countries, particularly the G-7 countries and the developing (emerging?) countries, particularly Brazil, Russia, India and China shape the process. It is anticipated that the restructuring process will proceed at a modest pace because of the asymmetry of interests and the gap between the understandings of the developing and developed countries about reforming the decision-making mechanisms of the IMF and the World Bank and the diversification of the international monetary system. It is concluded that the new shape of the international financial architecture will depend on the international politics and balance of power as well as the evolution of the global crisis and the economic dynamics.

Abstract:
How can we integrate the agential influence of state preferences and the structural influence of social environments in models of change within international organisations? Through an analysis of the central aspects of the Poverty Reduction Strategy Paper (PRSP) initiative, this article argues that in isolation neither of the two dominant accounts of international organisations — the principal-agent (PA) and constructivist approaches — is able to adequately capture the progression of the initiative. Rather, I show that the evolution of the PRSP initiative is best conceptualised as an Archerian morphogenic cycle, whose unfolding can be understood by synthesising elements of the PA and constructivist approaches. The morphogenic approach provides an analytic framework capable of tracking the process of multilevel feedback from state socialisation through to policy operationalisation, and for the input of creditors, the International Financial Institutions (IFIs), and borrowing countries to be mapped.

Abstract:
The World Bank's 2009 Reshaping Economic Geography has had overwhelmingly negative reviews by geographers. Why are they so unhappy with the Bank's excursion into economic geography? One answer is that they have some valid criticisms. Another explanation, one that we think is important, is that some of their criticisms are not valid. We think that this problem arises because of cross disciplinary problems, filled with ―venom and incomprehension. We attempt to put what we think are misunderstandings to the side to clarify the most effective criticisms. If this can be done, perhaps the Bank's foray into economic geography could be more usefully engaged by geographers and others.

Abstract:
Trade facilitation refers to the reduction of costs in the trading system. Significant cost reductions are possible, but policy reform and international cooperation are required to capture those gains. ASEAN has a key role to play in that work. Suggestions for the ASEAN scorecard are to reinforce or add commitments to, and then monitor the implementation of (a) National Single Windows as a prerequisite to the ASEAN Single Window, (b) a web-based databank of trade regulations that is regularly updated, (c) streamlined and harmonized procedures, starting with the Customs declaration (or 'SAD') form, and (d) mutually recognized technical standards. In terms of performance measures it is recommended to (1) have ASEAN customs authorities report regularly and in a comparable manner on clearance time through customs, (2) maintain and report updates of a logistics restrictiveness index for all countries in each year which has been developed in this project, and (3) recalculate adjusted cif/fob ratios as measures of trade costs, using the methodology developed in this project.

Abstract:
Palestinian prime minister Salam Fayad recently appealed to the World Bank in an effort to bridge the current budget gap preventing the Palestinian Authority (PA) from paying government salaries this month. Despite a three-year $7.5 billion assistance pledge from the 2007 Paris donor conference, the PA remains in a financial crisis, with a projected shortfall of $400 million for the second half of 2008, as reported by the Ad Hoc Liaison Committee in May. Since Fayad's technocratic government has no independent political base, its legitimacy stems from the PA's financial solvency. He has survived ongoing attacks from rival Fatah leaders only because Palestinian president Mahmoud Abbas recognizes him as the linchpin to Western donor assistance. If the financial crisis persists, however, Fayad's political future is in doubt.

88. Rising Food Prices: Drivers and Implications for Development

Global food prices have risen 83 per cent over the last three years. The increases have been driven by high income growth in emerging economies (probably the single most significant factor), use of crops for biofuels, the relative inelasticity of supply, historically low stock levels and some speculative investment. More recently, national concerns over inflation and prices have led some countries to reduce exports and others to try to build up stocks – creating a feedback loop that feeds on itself to drive prices up still further. In the medium to longer term, 'scarcity trends' – climate change, the cost of energy inputs, scarcity of land and water – could limit the supply-side response. In the immediate term, the priority is to increase both the volume and the quality of humanitarian assistance available to poor people, including by moving away from in-kind food aid and towards cash transfers or voucher systems – although it is important to be clear that there are outstanding questions about how these social protection systems will work, and they should not be seen as a panacea. The issue of compensatory financing may also arise for some countries facing balanceof- payments difficulties. In the longer term, the key challenge is to increase the supply of food: the World Bank estimates that demand for food will rise by 50 per cent by 2030, as a result of rising affluence and growing world population. Achieving this challenge will require something close to a revolution, and a massive investment in agriculture in developing countries. If supply fails to keep pace with rising demand, then the question of 'fair shares' is likely to emerge as a significant global issue. Already, the effect of a burgeoning global middle class switching to diets with more meat and dairy products – both relatively inefficient in terms of grain use – has been to reduce the affordability of staple foods for poorer consumers.

Will we run out of fresh water in the 21st century? The media highlights the parched lands, dry riverbeds and springs and falling groundwater tables across the world daily. Over a billion people living in developing countries without access to safe drinking water are facing economic and water poverty. Another real and troubling indicator is the rapid rate of aquatic habitat degradation and biodiversity loss in the last century. Projected changes in climate due to greenhouse gases invariably portray a future world that is much drier in the tropics—where over half the world's population lives—and suggest a global increase in floods and droughts.

It seems impossible that the World Bank and International Monetary Fund (IMF) would give advice to developing countries without fully considering how it might affect the lives of poor people. Yet, despite it being a long-stated policy of both institutions to do so, and some recent progress on the part of the IMF, they are still failing to consistently ensure that there is a proper assessment of the likely consequences of different policy actions on the poorest people.
