Abstract:
Long at the forefront of international small arms issues, public debate and activism in South America have largely focused on matters surrounding civilian firearms, estimated here to total between 21.7 and 26.8 million. The reasons for this civilian preoccupation are principally linked to chronic gun violence. South America has 14 per cent of the global population, and roughly 3.5 to 4 per cent of the world's civilian firearms, but it suffers from roughly 40 per cent of all homicides committed with firearms.

A year after Israel launched its Operation Cast Lead military offensive on Gaza, on 27 December 2008, little of the extensive damage it caused to homes, civilian infrastructure, public services, farms and businesses has been repaired. As thousands of families still come to terms with loss or injury of their loved ones, they are being prevented from rebuilding their shattered society.

President Obama's announcement of a troop surge and the planned withdrawal of the Netherlands as lead nation in Oruzgan province in mid-2010, where the bulk of Australia's military contribution operates, raise a number of issues for Australia's role in Afghanistan. In particular: the potential and perhaps unintended impact of any new lead nation on the relative improvements in security that have been achieved in Oruzgan province a possible demand for more Australian troops and greater flexibility in the way they are used in Afghanistan as the result of changes in US strategy; and the effectiveness of Australia's small but growing number of civilian and police personnel in Afghanistan.

There is increased recognition of the importance of engaging tribes in Afghanistan, but the government of Afghanistan and the international community are yet to come up with a coherent and coordinated approach. While more effective tribal engagement won't work everywhere, there is an opportunity to engage more fully with Pashtun tribes in Afghanistan's southeast. A meaningful and well resourced tribal policy would help improve stability in this strategically important region and also help avoid any mismanagement that could make things worse.

This paper begins by providing the historical context for “Operation Lightning Thunder,” the Ugandan military's December 2008 incursion into neighboring Democratic Republic of the Congo in pursuit of the northern Ugandan rebel group, the Lord's Resistance Army (LRA). The paper first presents (1) a historical background to the northern Uganda war that produced the LRA; (2) an overview of that war, which began in 1986; and (3) an analysis of the Juba peace process initiated in 2005 and its unraveling over the course of 2008.

Abstract:
The international community has progressively tasked regional and sub-regional organisations with conflict prevention and peacekeeping. This is largely due to an overburdened UN system. At the same time regional organisations have increasingly come to accept that violence, interstate and intra-state wars normally affect the region through destabilizing spill-over effects and that promoting peace is in their own best interest. Yet, it is argued in this report that regional organisations' peace and security functions still do not amount to an effective regional conflict management regime. Furthermore, not all regional and sub-regional organisations have begun to take on this responsibility.

860. Robust Peacekeeping: The Politics of Force

Abstract:
Robust peacekeeping and, in particular, protection of civilians garnered significant attention in 2009. In January, the Australian and Uruguayan governments hosted a conference on civilian protection designed to convince wary member states. In November, the Security Council's open debate on protection of civilians in armed conflict consid-ered the findings of an independent panel on implementing protection mandates. Looking ahead, the Council's mandate renewal for the UN Mission in the Democratic Republic of Congo (MONUC), scheduled for December 2009, is expected to strengthen the mission's protection capacity. Furthermore, in April 2010, the International Forum for the Challenges of Peace Operations in Australia will also focus on protection issues. These discussions have taken place against the backdrop of a number of reform efforts, including the Department of Peacekeeping/Department of Field Support “New Horizon” project and the French/UKinitiative in the Security Council – itself motivated by the siege of Goma in 2008.
