631. Transparency is the Key to Legitimate Afghan Parliamentary Elections

Abstract:
On September 18, Afghanistan held its second parliamentary elections since the fall of the Taliban. Like last year's vote, these elections were marked by high levels of violence, low turnout and widespread reports of fraud.Despite the challenges, however, Afghans across the country defied Taliban threats and overcame problems with the electoral administration to signal their support for the democratic process. Participation appeared higher among the youth demographic, which is a promising sign for the future of democratic processes in Afghanistan. It is still too early to tell whether the quality of the elections was better than the flawed 2009 process, but the Independent Election Commission (IEC) has improved its procedures and transparency both before and after the elections, and has so far helped to restore the credibility of the institution as a neutral administrator of the electoral process. Meanwhile, the Electoral Complaints Commission (ECC) is again under-resourced, has had little time to establish and train the Provincial Electoral Complaints Commissions (PECCs) that will be adjudicating the 4,200 election day complaints, and has yet to make public its decisions regarding the campaign or polling complaints.The ultimate success of the 2010 elections depends less on the level of fraud that was committed on election day-which was bound to be high-and more on the way in which the fraud is handled by the IEC and ECC. If they are transparent and honest about the problems, and take responsible corrective action, then the elections can be considered a partial success despite its flaws.

632. Mental Health Services During and After Armed Conflict: The State of Knowledge and Practice

Abstract:
There is increasing recognition that the violence, displacement, disruption of communities and social networks, and deprivation stemming from war deeply impact the mental health of individuals and the social cohesion of communities. In response, donors and providers are creating programs for psychosocial or clinical services that seek to be culturally appropriate, attentive to the need to build local capacity, and sustainable. The quality and comprehensiveness of mental health programs offered in crises, however, generally remains mixed. Too often the programs do not sufficiently differentiate among widely varying individual needs or focus predominantly on either community-based interventions or the clinical needs of more severely affected people but not both. Services for people with more severe disabilities often replicate institutional models, and accompanying human rights violations, that existed in the pre-war period. The challenge of providing sound programs, moreover, is complicated by a relatively thin evidence base. In the face of these challenges, the “Guidelines on Mental Health and Psychosocial Support in Emergency Settings” adopted in 2007 by the Interagency Standing Committee (IASC) offer a promising approach. They stress understanding local context, programming that attends to psychosocial support needs of the entire community, meeting clinical needs of people with more severe conditions, and respecting human rights. Following the IASC and building the evidence base by assuring adequate evaluation of funded programs can help meet the tremendous mental health needs of suffering populations.

634. Afghanistan: Exit vs Engagement

Abstract:
U.S. military operations in Afghanistan are now entering their tenth year and policymakers in Washington are looking for a way out. A policy review is due in December but the outline is already clear: U.S. forces will try to pummel the Taliban to bring them to the table, responsibility for security will increasingly be transferred to Afghan forces and more money will be provided for economic development. NATO partners agreed at the Lisbon summit to a gradual withdrawal of combat troops with the goal of transitioning to full Afghan control of security by the end of 2014. The aim will be a dignified drawdown of troops as public support wanes while at the same time ensuring that a post-withdrawal Afghanistan, at the very least, does not become the epicentre of transnational terrorism. While success is being measured in numbers of insurgents killed or captured, there is little proof that the operations have disrupted the insurgency's momentum or increased stability. The storyline does not match facts on the ground.

Abstract:
American political philosopher John Rawls (1921-2002) became world-famous when his A Theory of Justice (1971) was published and soon translated into several languages. His other main treatises, Political Liberalism (1993) and The Law of Peoples (1999), have also inspired plenty of discussion. To put it briefly, the mature Rawls's chief goal was to construct fair terms for peaceful coexistence among the citizens of a liberal democratic society, religious and non-religious alike, as well as among liberal and decent peoples. Rawls was able to analyze theological ideas skillfully—as can be seen for example in his Lectures on the History of Moral Philosophy (2000) and Lectures on the History of Political Philosophy (2007).

Abstract:
Since the late 1990s, Japan has sent increasing numbers of its military forces overseas. It has also assumed a more active military role in the U.S.-Japan alliance. Neither conventional constructivist nor realist approaches in international relations theory can adequately explain these changes or, more generally, changes in Japan's security policy since the end of World War II. Instead, Japan's postwar security policy has been driven by the country's powerful antimilitarism, which reflects the following normative and realist factors: pacifism, antitraditionalism, and fear of entrapment. An understanding of the influence of these three factors makes it possible to explain both Japan's past reluctance to play a military role overseas and its increasing activism over the last decade. Four case studies-the revision of the U.S.-Japan Security Treaty in 1960, the anti-Vietnam War period, increases in U.S.-Japan military cooperation during détente, and actions taken during the administration of Junichiro Koizumi to enhance Japan's security profile-illustrate the role of antimilitarism in Japan's security policy. Only through a theoretical approach based on analytical eclecticism-a research strategy that considers factors from different paradigms-can scholars explain specific puzzles in international politics.

Andrew Bacevich is angry. He has tirelessly criticized a war that has raged on longer than World War II. As a self-proclaimed conservative and Vietnam veteran, his anti-Iraq War activism is uniquely cogent. On the campus of Boston University, where he teaches International Relations, Bacevich is a folk hero, lending his unimpeachable credentials to the left-leaning inclinations of his students. But his activism has not stopped the war. It didn't stop his son, Army First Lieutenant Andrew Bacevich, Jr., from being deployed to Iraq. And it didn't stop 27-year-old Andrew from being killed-in-action in May of 2007. Andrew Bacevich is angry. As he well should be.

Abstract:
A recent survey of victims of violence reported that memorialization was prioritized as the second most valuable form of state reparations following monetary compensation (Brett, et al 2008, 2). In part, it is perhaps this impetus to bear witness to the suffering of victims that has given rise to a proliferation of memorials in recent decades, including those marking genocide in Rwanda, Cambodia, and Bosnia, violent repression in Argentina and Chile, wars of liberation in Bangladesh and Palestine, nuclear disaster at Chernobyl, and terrorism in Madrid and New York. As a form of transitional justice, memorials have too often been relegated to the domain of artists and architects whereas they represent a strategic resource in conflict and peace.

Territorial disputes are notoriously difficult to resolve peacefully and enduringly. The outcome of adjudication on border issues is unpredictable, and political leaders are often unwilling to accept the risks of losing territory. Arbitration or mediation (nonbinding arbitration) provide a more flexible and balanced way to reach a satisfactory outcome, but their finality also makes politicians nervous.
