Abstract:
Over the years, human rights have become an area of programmatic focus in the crisis management operations conducted by the EU. Nevertheless, the geopolitical reality after the launch of the so-called 'war on terror' witnessed the emergence of new practical impediments to human rights implementation in civilian crisis response operations. The militarisation of the humanitarian space and blurred boundaries between military and civilian tasks resulted in the increased vulnerability of civilians working in ground operations. Simultaneously, the scale of human rights violations, coupled with security threats to civilians due to both attacks by insurgents and interventions carried out by international military personnel, created operational challenges going well beyond what previous Common Security and Defence Policy (CSDP) civilian crisis management operations had to deal with.

KELLY McHUGH describes Tony Blair's failed attempts to use his friendship with George W. Bush to influence U.S. foreign policy in the run-up to the 2003 Iraq war. She finds that although Blair was often successful in persuading Bush in private meetings, he was outmaneuvered by Vice President Dick Cheney, who opposed Blair's advocacy of multilateralism and diplomacy.

Abstract:
The Federation of Bosnia and Herzegovina (FBiH), the larger of Bosnia and Herzegovina's two entities, is in crisis. Disputes among and between Bosniak and Croat leaders and a dysfunctional administrative system have paralysed decision-making, put the entity on the verge of bankruptcy and triggered social unrest. Much focus has been on the conflict that pits the Serb-dominated Republika Srpska (RS) against the Federation, but the parallel crisis within the Federation also deserves attention. The need for overhaul of the FBiH has been ignored because of belief that state-wide constitutional reform would solve most of its problems, but any state-level reform seems far off. Bosnia's challenges all have echoes at Federation level, though in simpler form. Reform in the Federation, starting with establishment of a parliamentary commission, is achievable and could give impetus to state-level reform, while improving the livelihoods of the people in Bosnia's larger entity. If it does not happen, Bosnia, which was wracked by three and a half years of war in the 1990s, may well slide toward new political and economic ungovernability.

604. The Civil Society-Military Relationship in Afghanistan

Abstract:
The intense challenge of coordinating government civilians with military actors in the International Security Assistance Forces' Provincial Reconstruction Teams in Afghanistan has inhibited development of military relationships with civil society. The counterinsurgency strategy of “shape, clear, hold, build” invites civil society organizations (CSOs) to play key roles in the final “build” stage at the operational level. Yet many CSOs resist “coordination” in a mission and strategy different from their own. CSOs seek greater policy dialogue and “communication” with high-level ISAF decision makers, particularly during planning stages. An ongoing, high-level forum for civil society-military policy dialogue could help address tensions, provide a mechanism for CSOs to share their conflict assessments, and explore areas for possible collaboration such as in security sector reform.

Abstract:
The need to engage local Afghan leaders and support community decision making has recently been promoted as a key element of both development and counterinsurgency strategies in Afghanistan. The resulting proliferation of community councils—commonly called shuras or jirgas— sponsored by different actors within the Afghan government and international community has decreased the effectiveness of local governance and rule of law in many places. Traditional Afghan dispute resolution and governance bodies are most effective when they are formed by local residents and genuinely reflect the interests of the community. Their legitimacy decreases if international or government sponsors create shuras or jirgas to promote their own interests. This paradox creates a dilemma for programs designed to foster good governance: how to promote community self-rule that reflects traditional values and mechanisms and that develop locally, while adhering to rigid counterinsurgency and development timelines and strategies. These so-called 'traditional' political structures have an important place in local governance in Afghanistan, but the international community should not assume that such bodies fairly represent their respective communities. Rather, sound understanding of local dynamics and in-depth consultation with local government actors and community leaders are necessary to help ensure that such bodies are represented and thus, legitimate within the community. A more coherent, sustainable vision of long-term local governance and coordinated strategies between the Afghan government and international forces is necessary to bring both stability and development to Afghanistan. In particular, this Peace Brief supports the attempts to create a coherent long-term goal of local governance based on legitimate local actors, most likely selected through elections.

when president bush announced in early 2007 that the United States would become more strategically engaged in Africa, it was through the creation of a new military command—U.S. Africa Command—and not through increasing the activities of the U.S. Agency for International Development (USAID) or the State Department's Bureau of African Affairs. Yet this new “combatant” command is not focused on combat at all; it is optimized for promoting international military partnerships through security assistance. In fact, since the announcement was made, the word “combatant” has fallen away with an emphasis on the noncombat functions that this new unified command will fill.

Americans today have been told to expect years of military action overseas. Yet they are also being told that they should not expect victory; that a “definitive end to the conflict” is not possible; and that success will mean a level of violence that “does not define our daily lives.” (p. 1) John David Lewis holds that this defeatist attitude is completely at odds with the lessons of history. In Nothing Less than Victory: Decisive Wars and the Lessons of History, Lewis shows how nations in the past that faced far greater threats and more formidable foes than America does now went on to defeat their enemies and win lasting peace. Lewis examines six major wars, devoting one chapter each to the Greco-Persian wars, the Theban wars, the Second Punic War, the campaigns of the Roman emperor Aurelian, the American Civil War, and two chapters to World War II. He shows how the Greeks defeated the mighty Persian empire, how the Thebans shattered the mirage of Spartan invulnerability, how the Romans swiftly ended a long war by attacking the enemy's home front, how Aurelian battled enemies on many fronts to reunite Rome, how William Tecumseh Sherman marched through the American South and destroyed the Confederate will to fight, and how America achieved a permanent victory over Japan. While recounting the key events of each conflict, Lewis draws several important, universally applicable lessons. . . .

609. Private Contractors in Conflict Zones: The Good, the Bad, and the Strategic Impact

Abstract:
In Iraq and Afghanistan, the use of contractors reached a level unprecedented in U.S. military operations. As of March 31, 2010, the United States deployed 175,000 troops and 207,000 contractors in the war zones. Contractors represented 50 percent of the Department of Defense (DOD) workforce in Iraq and 59 percent in Afghanistan. These numbers include both armed and unarmed contractors. Thus, for the purposes of this paper, the term contractor includes both armed and unarmed personnel unless otherwise specified. The presence of contractors on the battlefield is obviously not a new phenomenon but has dramatically increased from the ratio of 1 contractor to 55 military personnel in Vietnam to 1:1 in the Iraq and 1.43:1 in Afghanistan.

Abstract:
This paper examines the representations of violence in Guatemalan and El Salvadoran lite-rature against the backdrop of persistently high levels of violence and crime following the civil wars in both countries. It adopts an interdisciplinary approach settled within cultural studies and uses two examples-De fronteras (2007) by Claudia Hernández and Días amarillos (2009) by Javier Payeras-to analyze the narrative strategies applied in the process of recounting violence. The results of the literary analysis enable the author to draw conclusions concerning the way in which both societies deal with urban post-war violence. The texts refer to the ubiquity of violence and the hopelessness of the situation, as well as to the responsibility of the mass media for reproducing violence and a general turning away from the public domain towards the private life.
