591. Independent Oversight for Mining in the Eastern Congo?

Abstract:
The Center on International Cooperation (CIC) convened a group of leading non-governmental experts, on 3-4 December 2009, in a two-part discussion entitled: “Practical Mechanisms to Combat the Militarization of Natural Resources in the DR Congo.” This workshop aimed to facilitate constructive dialogue on the issue of natural resources and conflict in the DRC. Participants sought to identify common ground regarding existing and potential measures to combat the militarization of mining in the short to medium term. Over the course of these discussions, a clear consensus emerged surrounding the added value of independent oversight in order to both prevent mining from fuelling conflict as well to strengthen state capacity in the eastern Congo. In their most recent report, released days after this CIC event, the United Nations Group of Experts also included a recommendation for the establishment of such a mechanism. Through this concept note, CIC seeks to further develop how to operationalize this idea within the complex political and economic context of the eastern Congo.

592. From Predation to Production Post-conflict

Abstract:
This paper builds an analytical framework that models predation (banditry) and production as part of the choice of a rational utility-maximising agent. Aggregating this choice up for society produces equilibrium outcomes ranging from Utopia (where no one predates) to Amorphy (where everyone does). The intermediate position constitutes Anarchy where a mix of predation and production prevail. This framework shows that (i) organized conflict can lower welfare relative to the level that prevails without such organization; and, (ii) peacekeeping raises welfare, but the equilibrium is self-enforcing only with the requisite level of peacekeeping technology. The last is then used to analyse conditions under which peacekeeping arises endogenously and the potential (and catalytic) role for external assistance in the above.

Abstract:
Four years ago this week, Israel launched a military campaign in Lebanon in retaliation for a brazen Hizballah attack on its soldiers. The goal, according to an Israeli official, was "to put Hizballah out of business." But neither war nor subsequent U.S. diplomatic efforts aimed at weakening the group have succeeded, and some in the Obama administration now appear to view direct engagement as an option worth exploring. Reaching out to Hizballah, however, at a time when it is politically and military emboldened, would be an exercise in futility that could prove counterproductive.

594. The Center Still Holds: Liberal Internationalism Survives

Abstract:
Recent research, including an article by Charles Kupchan and Peter Trubowitz in this journal, has argued that the United States' long-standing foreign policy orientation of liberal internationalism has been in serious decline because of rising domestic partisan divisions. A reanalysis of the theoretical logic driving these arguments and the empirical evidence used to support them suggests a different conclusion. Extant evidence on congressional roll call voting and public opinion surveys, which is often used to support the claim that liberal internationalism has declined, as well as new evidence about partisan divisions in Congress using policy gridlock and cosponsorship data from other studies of American politics do not demonstrate the decline in bipartisanship in foreign policy that conventional wisdom suggests. The data also do not show evidence of a Vietnam War or a post-Cold War effect on domestic partisan divisions on foreign policy. Contrary to the claims of recent literature, the data show that growing domestic political divisions over foreign policy have not made liberal internationalism impossible. Abstract:
Washington and Bonn pursued a shared strategy of perpetuating U.S. preeminence in European security after the end of the Cold War. As multilingual evidence shows, they did so primarily by shielding the North Atlantic Treaty Organization (NATO) from potential competitors during an era of dramatic change in Europe. In particular, the United States and West Germany made skillful use in 1990 of Soviet leader Mikhail Gorbachev's political weakness and his willingness to prioritize his country's financial woes over security concerns. Washington and Bonn decided "to bribe the Soviets out," as then Deputy National Security Adviser Robert Gates phrased it, and to move NATO eastward. The goal was to establish NATO as the main post-Cold War security institution before alternative structures could arise and potentially diminish U.S. influence. Admirers of a muscular U.S. foreign policy and of NATO will view this strategy as sound; critics will note that it alienated Russia and made NATO's later expansion possible. Either way, this finding challenges the scholarly view that the United States sought to integrate its former superpower enemy into postconflict structures after the end of the Cold War. 597. Enhancing Civilian Protection in Peace Operations: Insights from Africa

Abstract:
The protection of civilians is a critical issue in African security. Nearly 600,000 civilians in 27 African countries have been massacred in the past two decades. Tens of millions more have been killed in battles, displaced, or perished from indirect causes of such attacks and the continent's armed conflicts. Not only are civilians the main victims of Africa's wars, but also an increasing number of United Nations (UN) Security Council resolutions have called upon peacekeepers to protect them. For many, civilian protection is the very essence of peacekeeping. This is a driving rationale behind the unanimously endorsed and UN-mandated “responsibility to protect” principle—the idea that governments have a responsibility to prevent and curtail genocide, crimes against humanity, war crimes, and ethnic cleansing. Civilian protection is also a crucial part of forging durable political settlements because any peace agreement that tolerates continued violence against civilians will not provide a solid foundation on which to build legitimate governance structures.

598. National Implementation of the United Nations Small Arms Programme of Action and the International Tracing Instrument: An Analysis of Reporting in 2009–10

This report is divided into three parts. The first part provides a statistical overview of reporting by states from January 2002 to May 2010. It also reports on the findings of a survey conducted by the Small Arms Survey to verify the existence of and contact details for National Points of Contact (NPCs), as well as the status of National Coordination Agencies (NCAs) and National Action Plans (NAPs). The second part provides an overview of states' implementation of the following BMS4 themes: (a) preventing and combating the illicit trade in small arms and light weapons across borders; and (b) international cooperation and assistance. Since national reports under review contain almost no specific information on the third theme identified by Ambassador Macedo—strengthening of PoA follow-up mechanisms—consideration of this theme will be included in the final report, pending discussion at BMS4 and the submission of additional national reports that address the issue in detail. The third part of the report is dedicated to states' reporting on the International Tracing Instrument; only information provided by states that made specific reference to the International Tracing Instrument is included and analysed. Key observations and discussion points arising from the analysis of the national reports are included at the end of each section. All cited texts are drawn from relevant 2010 national reports unless otherwise indicated.

599. Surveying Europe's Production and Procurement of Small Arms and Light Weapons Ammunition

Abstract:
Enumerating a state's demand and supply chains for small arms and light weapons ammunition remains a difficult undertaking. This is largely an outcome of many nations' reluctance to fully disclose information, together with poor accounting practices that hide the value of the data in aggregate totals. This working paper illustrates these challenges by detailing the most comprehensive picture possible of three countries' procurement, production, and exportation of ammunition for small arms and light weapons. Given the variety in transparency and disparate means of disclosure, each researcher took a unique approach towards fact finding. Comprehensive data on procurement, production, and exports was not uncovered in any of the cases, as none of these three countries compiles or publicizes such information. Instead, the best information available was gathered through a compilation of sources from each country.

600. Out of Order: Strengthening the Political-Military Relationship

Abstract:
In June, U.S. President Barack Obama acted swiftly and wisely in relieving General Stanley McChrystal of command of the war in Afghanistan. In removing McChrystal for making disparaging comments about civilian leaders in a Rolling Stone article, the president reasserted the constitutional principle of civilian control of the military. He also immediately appointed General David Petraeus as the new commanding general in Afghanistan, with the U.S. mission continuing as before. Republicans did not try to exploit the situation for political advantage. There was no crisis, no rending of the fabric of political-military relations, and no threat to the U.S. Constitution. In fact, the current state of relations between the United States' highest civilian and military leaders is quite good. This is a welcome change, and it began with the tenure of Secretary of Defense Robert Gates, who changed the climate at the Pentagon from one of suspicion to one of collaboration. Gates has established an atmosphere of trust and respect, combined with an unflinching demand for accountability. Although Donald Rumsfeld had a reputation for leading by fear and intimidation, in his six years as secretary of defense, he fired only one service secretary, Army Secretary Thomas White -- largely over personal differences -- and no flag officers (the hundreds of generals and admirals who compose the country's senior military leadership). In contrast, Gates has dismissed two service secretaries, the chairman of the Joint Chiefs of Staff, the air force chief of staff, the commanding admiral of Central Command, two commanding generals in Afghanistan, and the surgeon general of the army. Yet Gates and Obama have also shown forbearance. Last October, in the midst of the administration's review of the country's Afghanistan policy, McChrystal publicly warned of "mission failure" if a significant infusion of U.S. troops was not made. But instead of removing McChrystal, who had become commander of NATO forces in Afghanistan less than three months earlier, Gates and Obama gave McChrystal a clear message about his place in the political-military partnership. Obama had a private chat with the general on Air Force One, and Gates delivered a highly publicized speech in which he reminded his listeners that "it is imperative that all of us taking part in these deliberations -- civilian and military alike -- provide our best advice to the president candidly but privately."
