Abstract:
The Sino-Russian strategic partnership was in overdrive during the summer months despite the unbearable, record-setting heat in China and Russia. While the Snowden asylum issue dragged on, “Operation Tomahawk” against Syria appeared to be in countdown mode by late August. In between, the Russian and Chinese militaries conducted two large exercises, which were described as “not targeted against any third party,” a term often used by the US and its allies to describe their exercises. Welcome to the age of speaking softly with or without a big stick.

There is an increased recognition that land issues are a key driver and sustaining factor of conflict in eastern DRC. Scholars and practitioners have identified a number of critical land-related factors contributing to violence and conflict, including a huge diversity of land governance forms; the existence of overlapping legal frameworks and the weakness of the statutory land law; competition between indigenous and migrant communities; limited access to arable land in demographically dense areas; the weak performance of the administration and justice system in the reconciliation and arbitration of land disputes; growing stress on local resources caused by massive displacement; the expansion of artisanal and small-scale mining; and increased competition between elites for the control over land and the consequent land concentration.

313. Lessons from Libya: How Not to Intervene

Abstract:
Many commentators have praised NATO\'s 2011 intervention in Libya as a humanitarian success for averting a bloodbath in that country\'s second largest city, Benghazi, and helping eliminate the dictatorial regime of Muammar al-Qaddafi. These proponents accordingly claim that the intervention demonstrates how to successfully implement a humanitarian principle known as the responsibility to protect (R2P). In-deed, the top U.S. representatives to the transatlantic alliance declared that “NATO\'s operation in Libya has rightly been hailed as a model intervention.” A more rigorous assessment, however, reveals that NATO\'s intervention backfired: it increased the duration of Libya\'s civil war by about six times and its death toll by at least seven times, while also exacerbating human rights abuses, humanitarian suffering, Islamic radicalism, and weapons proliferation in Libya and its neighbors. If this is a “model intervention,” then it is a model of failure.

Abstract:
International forces in Afghanistan are preparing to hand over responsibility for security to Afghan soldiers and police by the end of 2014. U.S. President Barack Obama has argued that battlefield successes since 2009 have enabled this transition and that with it, “this long war will come to a responsible end.” But the war will not end in 2014. The U.S. role may end, in whole or in part, but the war will continue -- and its ultimate outcome is very much in doubt.

American wars waged by American presidents have come at such great cost. Repeatedly, our commanders - in - chief have failed to deliver on their inflated promises when deploying troops abroad. The events of war regularly have overtaken even the most - meticulous planning, hemming in the military and frustrating civilian commanders. When choosing and then conducting wars, presidents have either ignored or misinterpreted historical precedents. Fixated on the prerequisites of victory, meanwhile, presidents have not planned adequately for the peace, and have then watched the unraveling of their wartime accomplishments acquired with so much blood and treasure.

The US is already at least six months behind in shaping an effective Transition in Afghanistan. It has not laid credible plans for the security, governance, and economic aspects of Transition. It has not made its level of future commitment clear to its allies or the Afghans, and it has failed dismally to convince the Congress and the American people that there is a credible reason to support Transition beyond the end of 2014.

317. Documentation and Transitional Justice in Afghanistan

In Afghanistan, the social upheaval resulting from thirty-five years of war has created widely differing narratives of the conflict as various communities and political factions have reconstructed events through the lens of their experiences. Extensive dislocation of large segments of the population and poor communication throughout the war years meant that Afghans often had no way of knowing what was happening in different parts of the country. Although the war had several phases, earlier transitions—such as the collapse of the Najibullah government in 1992—failed to provide an opportunity for investigations into past human rights abuses because the conflict was ongoing. As a consequence, documentation remains thin. Conditions have made it difficult for human rights groups to function; additionally, many records have been either lost or destroyed. Since 2001, a number of initiatives were launched to investigate and document war crimes and human rights abuses. The relative openness of this period provided increased opportunities to document ongoing abuses occurring in the context of the Taliban insurgency and counterinsurgency effort. The most ambitious components of transitional justice, as envisioned by Afghan organizations and their international partners, however, appear to be indefinitely stalled given the failure of electoral vetting and the silencing of an Afghanistan Independent Human Rights Commission report that would have mapped all abuses in the three decades of conflict. No single report or archive can provide a definitive truth about the past. Such an archive, however, can serve, however imperfectly, as vital evidence in the effort to understand the complex array of factors that have played a part in conflict. Better documentation and access to other narratives could provide a counterweight to narrow or politically motivated interpretations of past events that could seed future conflict.

On April 26, 2013, the UN Foundation (UNF), Quaker United Nations Office (QUNO), the International Peace Institute (IPI), and the Post-2015 Development Team at the Executive Office of the Secretary-General jointly convened a workshop to assess the impact of conflict, violence, and instability on development. The meeting brought together members from the UN Secretariat, agencies, funds, and programs as well as outside experts to consider strategies for addressing the post-2015 development agenda.

As the presidential election approaches in 2014, with the security transition at the year's end, Afghan women, including parliamentarians and rights activists, are concerned that the hard-won political, economic and social gains achieved since the U.S.-led intervention in 2001 may be rolled back or conceded in negotiations with the insurgents. Afghanistan's stabilisation ultimately rests on the state's accountability to all its citizens, and respect for constitutional, legal and international commitments, including to human rights and gender equality. There will be no sustainable peace unless there is justice, and justice demands that the state respect and protect the rights of women, half its population.

With the latest Star Trek film, Star Trek into Darkness, coming out on DVD, now is a good time to recount the virtues of the original films, which date back to 1979 and are worth watching or rewatching, as the case may be. Star Trek, the original series, first aired on television from 1966 to 1969. Due to the series's popularity in syndication, as well as the popularity of the 1977 science-fiction films Star Wars and Close Encounters of the Third Kind, Paramount Pictures decided to reinvigorate its major science-fiction property as a film. The result was Star Trek: The Motion Picture. Of all the Trek films, the original fits best in the genre of classic sci-fi. It is also the film with the least physical action. The story involves the crew of the starship Enterprise and its interactions with a strange being from the distant reaches of space, a machine on a quest to join its creator. This gigantic space-faring machine, surrounded by a mysterious cloud, attacks ships it regards as threatening. In an attempt to communicate with the crew of the Enterprise, the machine kidnaps and duplicates a crew member, killing her in the process. With its psychedelic portrayal of the machine's inner being (into which the Enterprise travels) and its jangling soundtrack, this film is rather dated. Thankfully, the performances make the best of the material, and Persis Khambatta creates an especially memorable character as the duplicated crew member. Thematically, the film leaves little to remember it by (although Freudians could have a field day analyzing its portrayal of a machine trying to "merge" with its creator). But the film is good, classic science fiction, and it is a work that will continue attracting the interest of science-fiction fans.
