Abstract:
An Introduction from Program Director Howard Wolpe: John Prendergast, Special Advisor to the President of the International Crisis Group, is one of the country's leading Africanists, with most of his twenty-year career focused on conflict resolution in Africa, American policy toward the region, human rights promotion, and humanitarian action. During the Clinton Administration, Mr. Prendergast served as a Special Advisor, Department of State and a Director for African Affairs at the National Security Council. He has worked for a variety of nongovernmental organizations and think tanks in Africa and the United States, and has authored or co-authored seven books on Africa.This paper is based on an address delivered at a February 7, 2005 program at the Woodrow Wilson Center, cosponsored by the Center's Africa Program and Conflict Prevention Project. Abstract:
On May 1, 2003, President George W. Bush declared the end of major combat in Iraq. While most Americans rejoiced at this announcement, students of history understood that it simply meant the easy part was over. In the following months, peace did not break out, and the troops did not come home. In fact, Iraqi insurgents have struck back hard. Instead of peace, each day Americans read about the death of another soldier, the detonation of deadly car bombs, the assassination of civilians, and Iraqi unrest.

Abstract:
In this fifth LISD meeting on Afghanistan, international experts – the discussants ultimately contributing to the content of this publication – have analyzed and debated critical issues facing the new Afghan state after the inauguration of the first democratically elected president, Hamid Karzai, in 2004. In terms of state-building, issues include the conduct of the soon to be held parliamentary elections, institutional design, culture and education, as well as the establishment of infrastructure and vital economics. Regarding security issues, areas of concern included narcotics, disarmament and re-integration of former combatants, PRTs, and more generally, the role and impact of the international community. Discussions have focused on the pragmatic details of these policy debates and developed larger, more theoretical questions of state-building, legitimacy, and viable institutions. It has become clear that in the shadow of international attention to the elections in Iraq and now the natural catastrophe of the recent tsunami in Asia, continued international attention paid to Afghanistan has varied– both in terms of actual assistance and financially. The Phase II LISD Vienna meeting has generated a number of recommendations and lessons for Afghanistan and the international community, which are also relevant for building state and security elsewhere.

Diverse forces are assembling to bring Bush administration officials to account for war crimes. Cindy Sheehan, Gold Star Mother for Peace, insists: “We cannot have these people pardoned. They need to be tried on war crimes and go to jail.” Paul Craig Roberts, Hoover Institution senior fellow and assistant secretary of the treasury under Ronald Reagan, charges Bush with “lies and an illegal war of aggression, with outing CIA agents, with war crimes against Iraqi civilians, with the horrors of the Abu Ghraib and Guantanamo torture centers” and calls for the president's impeachment. Anne-Marie Slaughter, dean of the Woodrow Wilson School at Princeton and former president of the American Society of International Law, declares: “These policies make a mockery of our claim to stand for the rule of law. [Americans] should be marching on Washington to reject inhumane techniques carried out in our name.

In January 2005, a group of fifty peace activists from the Vietnam and Iraq eras issued a global appeal to end the war (online at http://www.alternet.org/waroniraq/20996/). The appeal proposed undermining the pillars of war (public opinion, funding, troop recruitment, international allies) and building the pillars of peace and justice (an independent anti-war movement linked to justice issues, a progressive Democratic opposition, soldiers and families against the war, a global network to stop the US empire). This is an update on implementation of the strategy.

Many events commemorating the 60th anniversary of the defeat of Nazi Germany in the Second World War were held this past May. Yet there has been little or no discussion of some of the most important and enduring legacies of that war, legacies that have cast long shadows ever since. Nationalism, industrial production, the bureaucratic state, and science and technology were harnessed to the cause of war in terrible new ways. It brought us the gas chambers, the systematic bombing of cities, and nuclear weapons. These three forms of modern violence are different in some significant ways, but they shared important features. Among these were centralized authority, extensive compartmentalization of responsibilities, tasks, and knowledge accompanied by strong organizational loyalty, along with scientific rationalization for the policy and technical ways of distancing perpetrators from victims.
