Abstract:
Since the onset of the US “global war on terrorism”, the operational capacity of the original “Al Qaeda” centered around Osama bin-Laden has been significantly degraded. Hundreds of cadre formerly commanded by bin-Laden have been killed (mostly during the Afghan war). Several top leaders of the organization have been killed or captured – most notably Mohammed Atef, Abu Zubaydah, and Khalid Sheikh Mohammed – as have several leading regional associates, such as Abu Musab al-Zarqawi. Dozens of third tier operatives have been killed or captured. Nonetheless, the organization continues to function in a more decentralized form.

During the Seven Years War a young, handsome and daring cavalryman in the Prussian Army was observed taking sexual liberties with his beautiful mare. This indiscretion was brought to the attention of King Frederic II. Advisors fretted as to what would become of the army as a fighting force, and of war in general, if such behavior were to spread across all ranks of mounted personnel. Many expected the king would have this deed punished in the most draconian manner. Frederic decided otherwise and simply ordered : “Transfer that chap to the infantry!”

Abstract:
As originally conceived the Quadrennial Defense Review was meant to help ensure the internal consistency of mid-and longer-term US defense planning. By “internal consistency” I here mean a concordance of strategy, assets, and budgets. As critics often put it in the past: the point is to show how the force fits the strategy and the budget fits the force. The exercise is supposed to “connect” our military strategy with our force development plans and, in turn, connect these with current and future budgets. In this regard, the 2006 QDR is long on assertion and short on quantification – “short” as in utterly lacking.

1125. Debunking the 1930s Analogy: Neville Chamberlain's Grand Strategy Re-Examined

The key events of the 1930s Hitler's rise to power, Germany's reoccupation of the Rhineland, the Anschluss with Austria, Munich and the subsequent German occupation of Prague in March 1939, and the outbreak of World War II in September 1939 transpired some seventy years ago. The events of the 1930s or at least Churchill's depiction of them have provided the standard images that have shaped U.S. foreign policy and scholarly research alike: falling dominoes, insatiable dictators, the interdependency of strategic commitments, the importance of demonstrating resolve, and the impossibility of achieving diplomatic accommodation with nondemocratic regimes. But does the myth track with the historical record? Does the 1930s myth accurately explain British grand strategy in the 1930s? Simply stated, my argument is that the 1930s myth as commonly understood in the United States is bad history, and that its use has contributed importantly to a series of dubious policy decisions by U.S. decisionmakers and still does. As I demonstrate, the British, in fact, were not willfully blind to the German threat or indifferent to the need to rearm to meet it. Rather, during the 1930s, London formulated a quintessentially realist grand strategy that attempted to blend deterrence and diplomacy to contain Hitler's Germany (and Japan and Italy), and defend Britain's interests as a world power by avoiding what, for Britain, could only be a disastrous war.

The debate about American policy and strategy in Iraq has veered off course. A number of myths have crept into the discussion over the past two years that distort understanding and confuse discussion. It is possible and appropriate to question the wisdom of any particular strategy proposed for Iraq, including the Bush administration's strategy, and there is reason to be both concerned and encouraged by recent events there. But constructive dialogue about how to choose the best way forward is hampered by the distortions caused by certain myths. Until these myths recede from discussions about Iraq strategy, progress in those discussions is extremely unlikely.

Abstract:
The 1840-42 Anglo-Chinese war (the so-called “Opium War”) is almost universally believed to have been triggered by British imperial rapacity and determination to sell more and more opium into China. That belief is mistaken. The British went to war because of Chinese military threats to defenseless British civilians, including women and children; because China refused to negotiate on terms of diplomatic equality and because China refused to open more ports than Canton to trade, not just with Britain but with everybody. The belief about British “guilt” came later, as part of China's long catalogue of alleged Western “exploitation and aggression.”

In this paper, Ramesh Thakur examines the implications of the Iraq War for the UN, shows how the goals being pursued in Iraq have been undermined by the means, and argues that the liberation of the people from Saddam Hussein's brutal regime was a collateral benefit amidst much damage to principles, institutions and relations. His thesis is that the Iraq War has complicated the international community's efforts to fashion a robust collective response to the nuclear challenge posed by Iran. The war's legacies include diminished Western credibility in highlighting an Iran threat, narrower policy options in responding to the nuclear challenge, and an Iran that is simultaneously politically stronger in Iraq, richer due to rising oil prices, and more emboldened and motivated on national security.

This background paper explains the evidence and logic for the small arms and light weapons stockpile estimates for Cambodia that are presented in the 2006 Small Arms Survey yearbook chapter (Small Arms Survey, 2006) and other Small Arms Survey publications on Cambodia. These state that there are 107,000–188,000 small arms and light weapons presently in government stockpiles, and 22,000–85,000 weapons outside of government control.

1130. Islands of Safety in a Sea of Guns: Gun-free Zones in South Africa

Abstract:
On 27 April 1994, millions of South Africans cast their votes in the country's first fully democratic general elections, signalling an end to more than 350 years of political rule by a white minority over the black majority. South Africa's history is one of colonial conquest, dispossession, segregation, and repression; one in which firearms played an important role in maintaining the border between the oppressed and the oppressor, between the colonized and the colonizer. With the state's implementation of apartheid policies after 1948, which further entrenched white rule, the military expanded its influence into all areas of social life, becoming a pervasive element in South African society. In response to the increased repression by the apartheid state, resistance organizations turned to armed violence as one strand in the strategy for national liberation. Many members of the military wing of the African National Congress (ANC) regarded themselves as soldiers fighting in a people's war. Although many held that South Africa was at war, it was generally accepted that the conflict was a low-level civil war, commonly referred to as 'low intensity conflict' (Cock and Nathan, 1989). As a result of several factors, such as internal mass mobilization against apartheid and increasing international pressure for a political solution to the South African conflict, negotiations for a new political dispensation started in 1990, culminating in a democratic constitution and the 1994 elections.
