Abstract:
Juba, Southern Sudan – Northern Uganda is one of the world's humanitarian disaster areas. Twenty thousand have been killed and up to two million have been displaced in Internally Displaced Person (IDP) camps over the last 20 years. This havoc has been created by the notorious Lord's Resistance Army (LRA), whose agenda and purposes have remained murky. Joseph Kony, the rebel commander, asserts that the LRA political program is based on the Ten Commandments, despite the fact that the LRA routinely violates most of them.

1002. Apology and the Past in Contemporary France

Abstract:
In societies coming to terms with historical injustices, public apology has recently emerged as a potent trend. This is particularly true of France, where the state served as a catalyst for a wave of public apologies for acts of intolerance committed during the Second World War. Following Jacques Chirac's 1995 official apology for Vichy's anti-Semitic policies, various groups in civil society publicly atoned for their particular Vichy roles in discrimination against Jews: the medical profession, the law bar, the Catholic Church, and the police. How does public apology, as distinct from court trials, historical commissions, and reparations, affect contemporary France's reconciliation with its past? This article also analyzes how apologizing for Vichy has created demand for an official French apology for the Algerian War. By 2006, the politics of memory in French society decidedly shifted attention from Vichy to post-colonialism: in both cases, the apology turn imposes new dynamics of remembering and forgetting.

On October 3, 2008, six prominent Iraqis resident in the U.S. offered advice on Iraq policy to the incoming U.S. administration at an event convened by USIP. The panelists were: Qubad Talabani, U.S. representative of the Kurdistan Regional Government; Nesreen Barwari, former Iraqi minister of municipalities and public works (2003-2006);Raid Juhi al-Saedi, Middle East fellow, Cornell University School of Law, Clark Center for International and Comparative Legal Study, and former USIP Jennings Randolph Fellow; Feisal Istrabadi, visiting professor, Indiana University School of Law and former deputy permanent representative of the Iraqi Mission to the United Nations(2004-2007);Ghassan Atiyyah, visiting fellow, Washington Institute for Near East Policy;Karim Almusawi, U.S. representative of the Islamic Supreme Council of Iraq. This USIPeace Briefing summarizes the event's main themes of discussion. Despite a few sharp disagreements, the speakers agreed that the next U.S. administration should support Iraq in its transition by 1) maintaining security while respecting Iraqi sovereignty; 2) strengthening institutions; 3) ensuring free and fair elections; and 4) encouraging positive regional engagement.

The issue of contaminated frozen gyoza moved to the bilateral front burner during the quarter. In his meeting with President Hu Jintao on the sidelines of the G8 summit at Lake Toya, Hokkaido and again during the opening ceremonies of the Beijing Olympics, Prime Minster Fukuda Yasuo emphasized the importance of making progress on the six-month old case. Hu promised to accelerate efforts to identify the source of the problem and in mid-September, Japanese media reported that Chinese authorities had detained nine suspects at the Tianyang factory. The commemoration of the end of World War II on Aug. 15 passed quietly with only three Cabinet ministers visiting the Yasukuni Shrine. Meanwhile, joint Japanese and Chinese public opinion polling data revealed markedly different perceptions on the state and future course of the bilateral relationship. In early September, Japan's Ministry of Defense released its Defense White Paper 2008, which again expressed concerns about China's military modernization and its lack of transparency. Later in the month, the Maritime Self-Defense Force sighted what was believed to be an unidentified submarine in Japanese territorial waters. Reacting to Japanese media speculation, China's Foreign Ministry denied that the submarine belonged to China's Navy.

This White Paper examines the capability of the federal courts to handle criminal cases arising from international terrorism. In the Paper, we focus on terrorism that is associated— organizationally, financially, or ideologically—with selfdescribed “jihadist” or Islamist extremist terrorist groups like al Qaeda. Many observers have expressed views on this important subject. Some have argued for prosecuting terrorist criminals outside of the civilian court system; others have called for the establishment of an entirely new “national security court.” A premise of such arguments is that the traditional court system is not well-equipped to handle international terrorism cases. We aim to explore that premise.

1009. Global Trends 2025: A Transformed World

Abstract:
The international system—as constructed following the Second World War—will be almost unrecognizable by 2025 owing to the rise of emerging powers, a globalizing economy, an historic transfer of relative wealth and economic power from West to East, and the growing influence of nonstate actors. By 2025, the international system will be a global multipolar one with gaps in national power continuing to narrow between developed and developing countries. Concurrent with the shift in power among nation-states, the relative power of various nonstate actors—including businesses, tribes, religious organizations, and criminal networks—is increasing. The players are changing, but so too are the scope and breadth of transnational issues important for continued global prosperity. Potentially slowing global economic growth; aging populations in the developed world; growing energy, food, and water constraints; and worries about climate change will limit and diminish what will still be an historically unprecedented age of prosperity.

On October 29, 2007, the Institute for the Study of Diplomacy hosted a roundtable with Under Secretary of State for Political Affairs R. Nicholas Burns, and his predecessors as Under Secretaries from past administrations. This was a rare opportunity to hear from the nation's top diplomatic practitioners together in one room. The Under Secretary for Political Affairs is the third most senior position in the State Department, and traditionally at the center of U.S. diplomacy and foreign policy formulation.
