Abstract:
Pyongyang reverted to form this quarter, reminding the new U.S. administration that old challenges would not be easily or quickly negotiated away. Its attention-getting devices included a failed "satellite launch" and an apparently successful nuclear test, along with a promise to never, ever return to the Six-Party Talks. China and Russia, in each case after much diplomatic gnashing of teeth, joined in strongly condemning these violations of prior United Nations Security Council (UNSC) resolutions.

Abstract:
The quarter saw a plethora of provocations by North Korea, ranging from ballistic missiles tests to the country's second (and more successful) nuclear test. The United Nations Security Council responded with Resolution 1874 that called for financial sanctions and the institutionalization of a counter proliferation regime that would have made John Bolton proud. The U.S. and ROK presidents held their first summit amidst all this noise and sent clear signals of alliance solidarity. Washington exhibited the closeness of the alliance, being the only country to send a presidential delegation to the funeral of former President Roh Moo-hyun. These rhetorical demonstrations of the alliance's strength, however, cannot drown out the potential substantive setback to the alliance as the KORUS Free Trade Agreement continues to languish.

Abstract:
The second quarter of 2009 saw a rapid increase in tensions between North Korea and all its neighbors, and this tension dominated relations during the quarter. In rapid succession, North Korea tested a long-range intercontinental ballistic missile (which failed), a nuclear device (successfully), dared anyone to start a war with it, and then dispatched a ship suspected of carrying small arms on a route most believed destined for Myanmar. Japan led the way in responding to North Korea, introducing harsher sanctions and calling for wider international moves to punish Pyongyang. Seoul-Tokyo relations moved closer as leaders in both capitals agreed on how to react to North Korea and both leaders welcomed the Obama administration's moves for UN sanctions.

Abstract:
Hatoyama Yukio led the Democratic Party of Japan (DPJ) to a landslide victory in the Aug. 30 Lower House election and was elected prime minister after a spirited campaign for change both in the form and substance of policymaking. Exit polls showed that the public had grown weary of the Liberal Democratic Party (LDP) but had not necessarily embraced the agenda of the coalition government Hatoyama would subsequently form with an eye toward consolidating power in an Upper House election next summer. Though the election centered primarily on domestic policy, Hatoyama began his tenure by outlining foreign policy priorities during visits to the UN in New York and the G20 summit in Pittsburgh less than a week after he took office.

The salience of the due process issue varies considerably among states. Concerns are highest among European states that are constitutionally and politically bound to the enforcement of rigorous human rights standards. Many of these states also have concerns about broader UN reform issues related to the representativeness of the Security Council and the legitimacy of its working methods. For other states the controversy over due process reinforces a general skepticism about sanctions, and may serve as an excuse for inaction.

Abstract:
International sanctions intended to counter terrorism have been criticized for violating human rights and failing to comply with due process legal standards. Blacklisting practices have impeded the work of certain civil society groups and charities. The resulting controversy has eroded the credibility of UN Security Council counterterrorism sanctions and made it more difficult for some states and regional organizations to comply with these measures. Action is urgently needed to reform current listing and delisting procedures through a strengthening of due process procedures.

Abstract:
Global demand for peacekeepers continued to rise in 2007. By the end of the year, there were over 160,000 peacekeepers in the field. The UN remained the centerpiece of the international peacekeeping system, providing nearly 50 percent of all peacekeepers in the field. In 2007, the UN's deployments of uniformed personnel grew by 10 percent to 83,000 personnel. In addition, there were nearly 20,000 civilian staff serving in UN peace operations.

Abstract:
The international community took an important step in deploying the UN and EUFOR mission to volatile and insecure eastern Chad. However, one year on, this mission is not capable of adequately protecting civilians and requires urgent reform. EUFOR has made many civilians feel safer, but as a military force is ill suited to an environment of lawlessness and banditry. A year on the policing elements of the mission are yet to be deployed. Finally, without a comprehensive political solution to the internal crisis in Chad, there will be no hope of long-term security for the civilians who are currently at risk.

770. Kosovo's Fragile Transition - Europe Report N°196

Abstract:
Kosovo has taken first state-building steps, but the international community has not met its commitments to provide adequate support. A rule-of-law mission (EULEX), the EU's biggest ever European security and defence policy (ESDP) operation, was agreed in February 2008 but has only started to deploy. The International Civilian Office (ICO), projected to supervise independence, is a shell. The UN still functions in part as an interim administration, negotiating arrangements for Kosovo Serbs with Belgrade. The Ahtisaari plan, on the basis of which 47 states have recognised Kosovo, has been undermined by the international organisations meant to help implement it. The EU and U.S. are struggling to come to terms with Russia's attempts to portray its support for breakaway regions in Georgia as a mirror image of what they did in Kosovo. Most urgent now is for the EU to make EULEX fully operational before year's end and use its leverage with a Belgrade government that wants membership to begin to make pragmatic accommodations to Kosovo's new status.
