Abstract:
Peacekeeping is as old as the United Nations (UN). For many decades, it consisted essentially of the interposition of lightly armed troops to act as neutral observers of a truce or a peace agreement. The end of the Cold War opened a new chapter in the history of peacekeeping. Peacekeeping operations have expanded dramatically in the last two decades and are now multidimensional, with complex mandates in increasingly difficult, and often dangerous, environments.

502. What Is Boko Haram?

Abstract:
Boko Haram is an Islamic sect that believes politics in northern Nigeria has been seized by a group of corrupt, false Muslims. It wants to wage a war against them, and the Federal Republic of Nigeria generally, to create a “pure” Islamic state ruled by sharia law. Since August 2011 Boko Haram has planted bombs almost weekly in public or in churches in Nigeria's northeast. The group has also broadened its targets to include setting fire to schools. In March 2012, some twelve public schools in Maiduguri were burned down during the night, and as many as 10,000 pupils were forced out of education. Boko Haram is not in the same global jihadist bracket as Algeria's al-Qaeda in the Islamic Maghreb, or Somalia's al Shabab. Despite its successful attack on the UN compound in Abuja in August 2011, Boko Haram is not bent on attacking Western interests. There have been no further attacks on international interests since that time. Following the failed rescue of hostages Chris McManus and Franco Lamolinara in north¬eastern Nigeria in March 2012, President Goodluck Jonathan played up the connections between the group and international terrorism. However, links between Boko Haram and the kidnappers are questionable. It is difficult to see how there can be meaningful dialogue between the government and the group. The group's cell-like structure is open for factions and splits, and there would be no guarantee that someone speaking for the group is speaking for all of the members. Tactics employed by government security agencies against Boko Haram have been consis-tently brutal and counterproductive. Their reliance on extrajudicial execution as a tactic in “dealing” with any problem in Nigeria not only created Boko Haram as it is known today, but also sustains it and gives it fuel to expand. The group will continue to attack softer targets in the northeast rather than international targets inside or outside Nigeria. It is also likely to become increasingly involved in the Jos crisis, where it will attack Christian indigenes of the north and try to push them out. Such a move would further threaten to destabilize the country's stability and unity.Now that the group has expanded beyond a small number of mosques, radical reforms in policing strategy are necessary if there is to be any progress in countering the group. Wide¬spread radical reform of the police is also long overdue throughout Nigeria. As a first step, jailing a number of police officers responsible for ordering human rights abuses might go some way to removing a key objection of the group.

Abstract:
Every year, the UN climate negotiations seem to fail the test of saving the global climate in the public eye. The expectations placed on the UN climate regime are simply too high. The great expectations of the UN climate regime—and the subsequent inability to meet them–are damaging, as they resonate with sceptics of international climate policy and UN multilateralism in general. The world has changed since the early 1990s, when post-Cold War optimism provided fertile ground for establishing several environmental regimes. The new geopolitical and domestic realities provide the backdrop for the progress that can be achieved through multilateral climate negotiations. However, the UN climate regime plays a crucial role by catalysing climate action, building a common vision between different states, enhancing transparency, and promoting the diffusion of novel policy ideas and instruments. The role of the UNFCCC could be further strengthened by allowing it to act as an orchestrator which coordinates the array of initiatives.

505. The ABC of the Arms Trade Treaty: Why it's important–“ How will it work?

The Arms Trade Treaty is a potential ground-breaking humanitarian treaty that would regulate the international trade in conventional weapons. The Treaty will be negotiated at a United Nations conference in New York Between July 2-27. There is currently no effective international legislation on the global arms trade. While there are treaties on nuclear, chemical and biological weapons there is nothing on the weapons that kill people every day. Patchy, diverse and often completely absent, national regulations are inadequate with the increasingly globalized nature of the arms trade. Arms companies, operating from an increasing number of locations, now source components from across the world. Their products are often assembled in countries with lax controls on where they end up, hence the need for truly global rules which reflect the nature of the trade.

The poorly regulated global trade in arms and ammunition weakens the ability and willingness of governments to sustain progress in development. It fuels and exacerbates conflicts and armed violence, diverting resources away from poverty reduction activities. Development gains are lost as communities are paralysed: schools are closed, health systems are strained to breaking point, investment is discouraged, and security is undermined. Through a strong focus on development, the Arms Trade Treaty can help prevent serious impediments to development, consolidate regional initiatives to safeguard development, and strengthen national capacity to become 'treaty-compliant'. With just weeks to go before diplomats meet at the United Nations, 'Armed Robbery' makes the case that a specific criteria on development as part of the Arms Trade Treaty, alongside other criteria on human rights and international humanitarian law, is one of the best ways to ensure that arms sales do not have a negative impact on socio-economic development.

The 2011–2012 crisis in Syria offers a painful reminder of the international community's limited ability to prevent and halt large-scale human rights violations. As the number of casualties in the country continued to rise, the United Nations Security Council (UNSC), the main international body responsible for maintaining peace and security, struggled to appropriately react. For over a year and despite more than nine thousand documented deaths, the UNSC remained deadlocked, and it eventually managed to issue only weak presidential statements and, in April 2012, dispatch a small team of monitors to bolster a faltering ceasefire. During the same period, however, the UN Human Rights Council (UNHRC) showed significant signs of revival and effectiveness. Intended to be the centerpiece of the UN's human rights machinery, the UNHRC had—since its founding in 2006—been dubbed by diplomats a “leper of the UN system.” It was known for passivity in the face of human rights crises and for the polarized dynamic between countries of the global North and South.

Abstract:
After the November runoff of the 2010 presidential elections in Côte d'Ivoire, the country's Independent Electoral Commission (IEC) announced that in the preliminary results, Alassane Ouattara, candidate of the Rassemblement des Républicains, had won. The Constitutional Council cancelled the results from several northern electoral areas favourable to Ouattara, however, and declared Laurent Gbagbo, the incumbent president who ran for La Majorité Présidentielle, the winner.

509. From Private Security to Public Good: Regulating the Private Security Industry in Haiti

Haiti, like many countries, relies heavily on private security companies to protect people and property. However, while the private security industry has a vital role to play in stabilizing the country, it has long functioned without effective government oversight. Haiti's security sector reform (SSR) process has begun to address this shortcoming. The paper analyzes the current state of the private security industry in Haiti and the legal framework under which it operates, and makes recommendations for how a reformed legal and regulatory regime can guide the next phase of its development, based on interviews with owners and agents of private security companies, industry associations, senior Haitian police personnel, United Nations (UN) planners and parliamentary leaders. The paper concludes that genuine consultation and partnership between the government, industry and civil society is required, if SSR programs in Haiti and elsewhere are to successfully marshal private resources towards the public good.

510. Meeting the Challenge: A Guide to United Nations Counterterrorism Activities

Over the past decade, the United Nation's work to combat global terrorism has expanded dramatically. Through the initiatives of the General Assembly and Security Council, a complex institutional architecture has formed that draws on the expertise of a range of UN entities and brings a new range of actors into the focus of counterterrorism work. There are over thirty UN-associated entities that are members of the Counter-Terrorism Implementation Task Force (CTITF) working together to address terrorism and related threats. The entities participating in the Task Force –including the UN Development Programme; The Office of the High Commissioner for Human Rights; the UN Office on Drugs and Crime; Interpol; the World Bank; the Counter-Terrorism Committee Executive Directorate (CTED); and the United Nations Educational, Scientific and Cultural Organization (UNESCO), among others—reflect the 2006 UN Global Counter-Terrorism Strategy. The strategy, adopted unanimously by UN member states, offers a comprehensive plan to combat terrorism. It calls on actors engaged in development, education, human rights, security, and capacity building at the UN to join together in addressing this common threat. This reference guide is intended to make those bodies, and their work, easier to navigate.
