151. Health Literacy in South Asia: Clarifying the Connections between Health Literacy and Wellbeing in Pakistan

Abstract:
The objective of the present study is to explore the levels of health literacy among the rural and urban population of Pakistan and its connection with their subjective wellbeing because promoting health and wellbeing for all have been declared as a sustainable development goal by United Nations. The present study used qualitative methods conducting in-depth interviews with male and female population from two districts of the Punjab to achieve study goals. Findings indicated that a low levels of health literacy prevails in rural areas while the case is little different in Urban areas. Health literacy increases the wellbeing of the people while there are some factors like religious and cultural beliefs of the local community about health which affect the wellbeing of the people even in presence of the good health information. Comprehensive and tailored programs for community mobilization and advancing health literacy are recommended to promote health and wellbeing.

Abstract:
In 2014, the United Nations published the first International Standard for environmental economic statistics, known as the System of Environmental-Economic Accounting (SEEA).. As more countries adopt and implement the SEEA, the availability of consistent environmental and economic information increases the need for analytical tools that can use this data to respond to policy relevant questions. In this paper, we present a workflow to develop an environmentally extended social accounting matrix, which can serve as the basic database for the development of environmentally-extended computable general equilibrium models. To illustrate, and given its comprehensive implementation of the SEEA, we apply this workflow to the Guatemalan case and the Integrated Economic-Environmental Modeling (IEEM) Platform.

Abstract:
The mobility of people can be defined as one of the pillars of globalisation because of the posi- tive effects it can engender for global economic development. Yet, the governance of migration contrasts with other dimensions of glo- balisation. The liberalisation of international trade, money and finance has been backed by an internationally-endorsed governance architec- ture. There has not been a comparable counter- part regulating migration. Increased migration and movement of refugees have exposed this lacuna, resulting in what we characterise as the securitisation-liberalisation paradox: the chal- lenge in advancing the development promise of international migration and reconciling it with maintaining the integrity of national sovereignty without compromising human and labour rights. The United Nations’ (UN) Global Compacts on Refugees and Migration articulate a raft of gov- ernance principles and instruments to encour- age international cooperation. However, the preoccupation with ensuring national sovereign- ty has prevailed to the detriment of furthering a post-migration paradigm with respect to human and labour rights. What is needed is a broader focus on migration, a better understanding of its various forms and a rights-based approach in migration governance.

Abstract:
Climate-related events left no region unaffected in 2018. These events demonstrate how climate change impacts are worsening. Despite increased geopolitical tensions that seem to undermine the Agenda 2030 or the Paris Agreement, global and regional organisations have been able to achieve some progress in addressing and mitigating climate-related security risks. This report, prepared for the Planetary Security Conference taking place in The Hague on 19-20 February 2019, feeds into the conversation by sketching the past year’s trends in relation to climate and security. Assisted by Rickard Söder and Mikaela Wang, authors Dan Smith, Malin Mobjörk, Florian Krampe and Karolina Eklöw review the progress made in global and regional organisations on addressing and mitigating climate-related security risks despite the turmoil in global politics at large. It builds on the two previous progress reports for the Planetary Security Initiative (PSI). The report focuses on progress in the UN and in regional intergovernmental organisations, both showcasing achievements and highlighting new challenges.

156. The Prevention Agenda: Mapping Out Member States’ Concerns

Abstract:
Despite recent positive developments making forward progress on the Secretary-General’s call for a more preventive approach to crisis, in New York, discussions on prevention remain focused on difficult moments of crisis and must navigate deepening divisions in the Security Council. Member states agree that more effort should be made to prevent violent conflicts farther upstream, rather than to address them mainly when they are imminent or in progress (or on the Security Council agenda). However, as described in our previous briefing, “prevention” at the UN has not had enough conceptual clarity, which has raised sensitivities over a wide range of issues. This, in turn, has hindered implementation of a more strategic approach to prevention—especially upstream prevention—at the practical level. Indeed, the prevention agenda arrived at the UN just at the moment when the forces shaping multilateralism were shifting underneath it. The period of liberal internationalism ushered in by the end of the Cold War—with the United States in the lead—has receded in the wake of more statist and sovereigntist approaches to multilateralism. While member states support prevention as a general idea, they have a wide range of concerns regarding its implementation—making it difficult for member states to rally around it.

In this policy briefing, our fifth in our series on prevention at the UN, we draw on examples from Côte d’Ivoire and Timor-Leste to illustrate how countries have developed integrated actions on prevention that cut across sectors, including security, development, and human rights. We then highlight options for the UN to better support these strategies through cross-pillar approaches and identify practical ways forward for governments implementing prevention approaches.

Abstract:
Development is an essential tool for conflict prevention, as often root causes are related to lack of equitable access to economic opportunities, or a combination of political and economic inequalities that fuel grievances—as highlighted in the 2011 World Development Report and the 2018 UN–World Bank Pathways for Peace report. Some risk factors may therefore need to be addressed with development tools. Drawing on field research and on member state reporting at the recent High-level Political Forum in July 2019, this briefing highlights development measures countries have taken to support prevention, and highlights ways the UN system can better assist these efforts. This paper highlights practical examples of how countries are using development tools for preventive purposes. We draw on field research from Colombia, where there has been a high degree of creative and innovative initiatives to address violence, as well as presentations for the voluntary national reviews on SDG16 at the High-level Political Forum on Sustainable Development (HLPF). We conclude by drawing lessons for the UN system.

Crises In 2016, global policymakers came together to confront a critical policy dilemma: what is, or should be, the role of humanitarian action in a world beset by “permanent emergencies” that do not end, in which the root causes are overwhelmingly structural and political? One major outcome of the summit was the commitment to a “new way of working” based on linking the “triple nexus” of humanitarian, development, and peacebuilding (HDP) efforts. Our new report shares the results of a major independent review of the implementation of this process.
