71. An ethical framework for think tanks: Easier drafted than done?

Abstract:
Developing and implementing an ethical framework for think tanks is crucial to make the sector more accountable, transparent and (financially) sustainable. This framework must start from the recognition that independence lies at the heart of think tank credibility. Think tanks must have access to different funding sources, create adequate governance structures and be open and honest about their operations; they need to adopt a multi-stakeholder approach, acting as a bridge between a wide range of actors in the policy process. At the same time, think tanks should be mindful of equality and diversity concerns, ensuring that their operations are not biased towards, or by the lack of participation of, specific groups.

Abstract:
Following the failed Marxist experiment of Chilean President Salvador Allende, a free‐​market revolution led by the so‐​called Chicago Boys in the 1970s and 1980s created the conditions necessary for the country to experience an “economic miracle” that captured worldwide attention.1 As Nobel laureate economist Gary Becker (1997) put it, Chile became “an economic role model for the whole underdeveloped world.” This performance, said Becker, “became still more impressive when the government was transformed into a democracy.” Along the same lines, Nobel laureate economist Paul Krugman argued that the reforms introduced by the Chicago Boys “proved highly successful and were preserved intact when Chile finally returned to democracy in 1989” (Krugman 2008: 31). Indeed, from 1990 to 2010 a left‐​wing coalition called “Concertación” came to power. Despite having been comprised of opponents to the military dictatorship and by many former members of Salvador Allende’s government, Concertación kept in place the foundations of the free‐​market system. A pragmatic view prevailed, leading to the recognition and adoption of the economic legacy of the Pinochet years.

Abstract:
Rather than recommending “new” means to be established for the first time in terms of Turkish legislation, “The Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters” (“The Aarhus Convention”, in short) will ensure that already existing procedural means that implement rights such as the right to information, the right of participation and the right to environment are compatible with international networks. In this sense, the Aarhus Convention is the body of “procedural means” that is clearing the path to establishing a participatory public administration that can transform the aforementioned rights into effective tools for their beneficiaries, to assist in the creation of an egalitarian, transparent and effective administration and a new public order facilitating the social integration of disadvantaged groups like the elderly, the youth, women, children and immigrants.

78. Revenue Collection and Social Policies: Their Underestimated Contribution to Social Cohesion

Abstract:
Social cohesion is an important precondition for peaceful and economically successful societies. The question of how societies hold together and which policies enhance social cohesion has become a relevant topic on both national and international agendas. This Briefing Paper stresses the contribution of revenue collection and social policies, and in particular the interlinkages between the two. It is evident that revenue mobilisation and social policies are intrinsically intertwined. It is impossible to think carefully about either independently of the other. In particular, revenue is needed to finance more ambitious social policies and allow countries to reach goals, such as those included in the 2030 Agenda for Sustainable Development. Similarly, better social policies can increase the acceptance of higher taxes and fees. Furthermore, and often underestimated, a better understanding of the interlinkages between revenue generation and social policies can provide a significant contribution to strengthening social cohesion – in particular, concerning state–citizen relationships. In order to shed light on these interlinkages, it is useful to have a closer look at the concept of the “fiscal contract”, which is based on the core idea that governments exchange public services for revenue. Fiscal contracts can be characterised along two dimensions: (i) level of endorsement, that is, the number of actors and groups that at least accept, and ideally proactively support, the fiscal contract, and (ii) level of involvement, that is, the share of the population that is involved as taxpayer, as beneficiary of social policies or both. In many developing countries, either because of incapacity or biased state action towards elite groups, the level of involvement is rather low. Given the common perception that policies are unjust and inefficient, in many developing countries the level of endorsement is also low. It is precisely in these contexts that interventions on either side of the public budget are crucial and can have a significant societal effect beyond the fiscal realm. We argue that development programmes need to be especially aware of the potential impacts (negative and positive) that work on revenue collection and social policies can have on the fiscal contract and beyond, and we call on donors and policy-makers alike to recognise these areas as relevant for social cohesion. We specifically identify three key mechanisms connecting social policies and revenue collection through which policy-makers could strengthen the fiscal contract and, thereby, enhance social cohesion: 1. Increasing the effectiveness and/or coverage of public social policies. These interventions could improve the perceptions that people – and not only the direct beneficiaries – have of the state, raising their willingness to pay taxes and, with that, improving revenues. 2. Broadening the tax base. This is likely to generate new revenue that can finance new policies, but more importantly it will increase the level of involvement, which will have other effects, such as increasing government responsiveness and accountability in the use of public resources. 3. Enhancing transparency. This can stimulate public debate and affect people’s perceptions of the fiscal system. In order to obtain this result, government campaigns aimed at diffusing information about the main features of policies realised are particularly useful, as are interventions to improve the monitoring and evaluation system.

Even though states may not intentionally supply materiel to armed groups, a lack of stringent risk assessments on weapons and ammunition exports destined for areas prone to diversion can hamper efforts to curtail the broader illicit arms trade. The 2020 edition of the Small Arms Survey’s annual Trade Update, Trade Update 2020: An Eye on Ammunition Transfers to Africa, delves into cases of authorized small arms ammunition transfers to Africa through exploring the potential of beyond-the-norm data sources. Relying on peacekeeping operations, national customs, and civil society research, the case studies highlight ammunition imports from opaque exporters to countries affected by armed conflict, states subject to arms embargoes, and other areas on the continent equally prone to seeing arms and ammunition diverted from the licit to illicit markets. Ammunition accounted for 42 per cent of all authorized African small arms imports in 2017. Since countries with low transparency records do export ammunition to government forces in conflict-affected regions and such regions are prone to diversion, there is a gap in risk identification. Therefore, findings from the case studies emphasize the importance of exporters improving their reporting practices and carrying out stringent risk assessments. In addition, the leveraging of multiple data sources can enhance the monitoring of the authorized ammunition trade and help curb unauthorized activities.

80. The Berlin Pulse 2020 Special Edition: German Foreign Policy in Times of COVID-19

“Uncertainty is the only certainty” – these words are credited to the Roman philosopher Pliny the Elder, who died in the wake of an eruption of Mount Vesuvius in the year AD 79 which buried the city of Pompeii under volcanic ash. Whether or not the corona pandemic will be remembered 2,000 years from now, the virus reminds us of Pliny’s words: We may not yet know how SARS-CoV-2 will affect our societies, but affect them it will. Given this momentous event, like other organizations, we at Körber-Stiftung have had to respond with flexibility and a willingness to do things a little differently – one of the results is this special issue, juxtaposing German public opinion with international perspectives on the policy choices facing Berlin. This pandemic is occurring at a time of profound political change. Experts and policy-makers have pointed out for the better part of two decades now that whatever happens in China is likely to affect us. The absence of US leadership, a divided Europe, the increasing prevalence of international mistrust – like a focal lens, the coronavirus has shown us in all too much detail how these dynamics might play out over the next few decades. Germany has long struggled to adapt to these new realities. Germans have been told that their country will need to take on “more responsibility”, and that we will need to “take our fate into our own hands”. One example of how Berlin has tried to do so is through a renewed emphasis on multilateralism as a pillar of its foreign policy, not least by crafting the Alliance for Multilateralism. But how do these dynamics, and the spotlight they have cast on Berlin’s role in international affairs, square with public opinion? To answer this question remains the mission and idea of The Berlin Pulse.
