Abstract:
According to the Law on elections of the President of the Republic of Uzbekistan the most important guarantees for adhering to and ensuring universally recognized international principles of electoral law are: • First, conducting transparent and open, free and genuine, fair elections (art. 5, Law); • Second, organization and conduct of elections of the President of the Republic of Uzbekistan by independent electoral commissions (art. 4, Law); • Third, state financing the elections of the President of the Republic of Uzbekistan and electoral campaign of candidates (art. 6, Law); • Fourth, state informational support to elections of the President of the Republic of Uzbekistan and pre-election agitation (chapter IV, Law); • Fifth, participation in elections of the President of the Republic of Uzbekistan by national, international and foreign observes (art. 5, Law); • Sixth, appealing and responsibility for violation of legislation on elections of the President of the Republic of Uzbekistan (art. 7, Law); • Seventh, taking non-discrimination measures (art. 2, Law).

132. Opening the Vaults: The Use of Tax Havens by Europe’s Biggest Banks

Abstract:
The world of tax havens is a murky place. In Europe, only one sector is required to publicly report its profits and tax on a country-by-country basis – the banking sector, as a result of regulation following the financial crisis. Since 2015 all banks based in the European Union have been obliged to report on their operations in this way. This report showcases research by Oxfam that uses this new transparency data in depth for the first time to illustrate the extent to which the top 20 EU banks are using tax havens, and in which ways. The urgent need now is to extend public country-by-country reporting to all sectors of the economy. If tax transparency is extended to all sectors, it will be easier for governments to clamp down on tax dodging and to repatriate lost tax revenues that could be used to fight inequality through investment in healthcare, education, social protection and job creation.

133. Transparency is More than Dollars and Cents: An Examination of Informational Needs for Aid Spending in Sierra Leone and Liberia

Abstract:
Transparency in international aid is not just about fulfilling a requirement based on people’s right to access information, but also about making aid more effective. Transparency can help improve coordination and planning, enable accountability, and build trust. Accomplishing these goals can be a challenge when there are many partners involved in channeling funds through a complicated web of service delivery without clear public information explaining who did what where. This research looks at the information needed by in-country development stakeholders with an emphasis on accountability actors including civil society organizations, charities, government workers, and the media. To collect this information, semi-structured interviews were conducted in Sierra Leone and Liberia. The majority of interviewees wanted information about financial resources and the channels they flowed through, and all respondents wanted information on the services provided and where the work was happening subnationally, suggesting that these two sets of information may be the most important. Unfortunately, information on subnational locations and services provided is infrequently available through open aid data portals, implying a need to update what aid information is shared.

Abstract:
It is tempting to think that in a globalized, interconnected world, values such as democracy, human rights, and freedom would naturally converge. Instead, there is divergence, with some countries becoming more open and inclusive and others more closed. The past few years, especially, have seen the growing repression of civil society by authoritarian leaders. Repressive regimes block Internet activities; control online content; and use the Internet and mobile communications to track, target, harass, and prosecute activists. Shifts in geopolitical power toward governments such as China—those that embrace illiberal models and narrow space for civil society—have challenged the spread of norms such as openness and participation. Crackdowns in Russia, Hungary, Venezuela, and many other places show an alarming suppression of freedom of expression and a resurgence of authoritarianism. Yet in the midst of this seeming retrenchment, a promising initiative has shown that the global appetite for transparent, participatory, and accountable governments remains unsatiated.

Abstract:
Public administration services in Vietnam are often slow and inefficient. In Quang Tri province, Oxfam developed an innovative mobile phone scorecard tool: the M-Score. This tool enables citizens to score the performance of public administration services via mobile phone and ensures their feedback is recorded and responded to. There have been encouraging results. One inspiring result is the decreased number of reported bribery cases and a plan to improve the quality of public services in the 2016 Resolution of the People’s Council of Quang Tri.

Abstract:
The Small Arms Survey’s Trade Update 2016: Transfers and Transparency reports that the world’s ‘top’ and ‘major’ small arms exporters delivered at least USD 5.8 billion worth of small arms in 2013, an increase of 17 per cent compared to the USD 5 billion worth exported in 2012. The United States exported a record USD 1.1 billion worth of small arms in 2013, followed by Italy (USD 644 million) and Germany (USD 557 million). These three states accounted for almost 40 per cent of exports in 2013. In addition, significant increases in exports were recorded by Croatia, Israel, Spain, and Switzerland, whose small arms exports in 2013 pushed them over the USD 100 million mark. Meanwhile, transfers of small arms to the United States (USD 2.5 billion) alone accounted for 42 per cent of all imports.

Abstract:
In Somaliland, Puntland and South Central Somalia, the International Community is mixing its political interests with its humanitarian agenda. Insecurity severely hampers access in many parts, making it difficult to implement and monitor humanitarian responses. International humanitarian actors need to revisit their strategies and invest more in working with local agencies to deliver aid. Local humanitarian actors need to take courageous humanitarian leadership with full accountability and transparency. Many international donors often appear to give priority to broader security agendas and the need for transparency over humanitarian action to save lives. This report assesses the capacity of local humanitarian actors to deliver humanitarian aid in response to the repeated crises that the country faces. It is the starting point of an Oxfam project to build the strength of local humanitarian actors to deliver effective humanitarian responses.

Abstract:
he Corruption Assessment Report for Turkey is the product of the research conducted by TESEV’s Good Governance program under the Southeast European Leadership for Development and Integrity (SELDI) initiative. This report documents the agenda of the first phase of the SELDI partnership that spans 2012 through 2014. Along with presenting evidence on the degree of corruption in Turkey, the report analyzes the current legal setting and the effects of corruption on the economy. It emphasizes the importance of a free judicial system, the role of civil society, and the benefits of international collaboration in fighting corruption. The report also offers possible solutions to fighting corruption, focusing on the elements that make corruption commonplace.
