51. Determinants of FDI in Transition Economies and Implications for North Korea

Abstract:
North Korean authorities have been seeking changes in North Korea’s economic policy since the Kim Jong Un regime took power. Along with decentralization, the government is trying to increase efficiency and productivity within the socialist economic system, and as part of this policy it has designated 27 economic development zones to attract foreign investment. Foreign direct investment plays a crucial role in economic growth for low-income countries such as North Korea, which lacks capital and technology. This study discusses North Korea's foreign investment policy and tasks ahead of its government to revitalize the economy, based on the premise that nuclear negotiations between North Korea and the US proceed smoothly. First of all, in order to derive policy tasks, we compared and analyzed the achievements and policies of transition countries in Asia and Eastern Europe in terms of attracting FDI, also analyzing the determinants of FDI inflows, after which we present policy tasks for North Korean authorities. As South Korea may very well become the largest investor in North Korea, our study also discusses tasks for the Korean government to pursue in order for Korean companies to successfully invest in North Korea.

Sudan's decades-long economic relationship with China has almost always been dominated by oil. Yet this relationship has changed significantly in the past decade—first with the loss of oil reserves when South Sudan became an independent nation in 2011, and more recently due to the ouster of longtime ally President Omar al-Bashir. This report, based on interviews with policy officials, diplomats, industry and security experts, and others, examines China’s evolving commercial and political interests in this vital nation in the Horn of Africa.

In 2018, the Sudanese Revolution gained prominence on social media and drew international attention to the movement taking place against Omar Al-Bashir’s 30 year dictatorship in the country. Widespread protests were sparked by drastic policies meant to prevent economic collapse such as the slashing of bread and fuel subsidies. Two years later, grievances remain as Sudan continues to face a multitude of issues including record breaking floods, poor governance, incoming Ethiopians and Eritreans fleeing conflict, and persistent militia violence. The Sudanese people have begun to lose patience with the Transitional Government’s inability to sufficiently reform the system and respond to crises. How has Sudan adapted to both environmental and political upheaval? What changes have occured since Omar Al-Bashir was ousted? How does Prime Minister Abdallah Hamdok plan to move forward with the reconstruction of Sudan’s constitutional system, and how could the violence in Ethiopia and Eritrea affect that? In what ways, do we see Sudan’s relationship with foreign allies changing amidst this reconstruction? In this panel, the Middle East Institute (MEI) brings together experts to explore what the future of Sudan looks like, and what the revolution succeeded and failed to bring the people.

he green energy transition will be exceedingly mineral intensive. Manufacturing solar panels, wind turbine and batteries to power cleaner energies is set to significantly increase the demand for co-called “critical” minerals. Such a forecast prompts high expectations in mineral-rich countries and suggests promising opportunities for developing countries. However, the projects to increase the primary extraction of critical minerals rest on bullish forecasts and uncertain terrain due to a number of factors explored in the paper that threaten to leave these investments obsolete and economically stranded.

After months of negotiation, Tunisia’s parliament voted in a government like no other since 2011. Headed by a prime minister whose party is not represented in parliament and with more than half of the ministers independent or new to government office, it is the first since 2011 that is not a “national unity” government. This paper examines this new Tunisian political landscape, the relationship between the prime minister and Tunisia’s president, and looks at the impact of this configuration on the ability of the new government to carry out long-awaited reforms.

A year has passed since the Lebanese “17 October Uprising”. Just as with other Arab uprisings, the first anniversary raises many questions about successes and failures, the nature of the regime and the reasons behind its durability, the organizational requirements and mechanisms of a political transition, and about the despair or the hope that have been created. In this conversation, Paul Achcar and Jamil Mouawad address these different topics through a political analysis of the movement, its players, and the system and its components. The discussion is not limited to analysis, but also offers some ideas on how to move ahead. Abstract:
By the time Albania, alongside the Republic of North Macedonia, received the green light to proceed with accession negotiations, the enthusiasm for the decision was dampened by the growing coronavirus crisis. Albania had spent all its celebration reserves beforehand having expected a positive decision repeatedly in 2018 and then 2019. Having put in place an ambitious, comprehensive and even disruptive justice reform the country believed to have deserved the integration milestone earlier and blamed delays on the skepticism of certain member states. However, this does not tell the full story. Albania's track record has been blemished by a tagin conflict between political parties deeply rooted in old enmities of transition.
