Abstract:
This research paper is a comprehensive study of the Azerbaijani government’s strategies for the tourism sector. It will gauge the government’s policy in affecting tourist patterns and explore whether the existing capacity of tourist infrastructure is aligned with the government’s goals. It will be suggested that several issues, such as targeted visa regimes, high prices in air transportation, and lack of adequate accommodations, detract from the sustainable development of the tourism sector in Azerbaijan and, as such, must be addressed by the government in order to make full use of the potential of this sector.

Abstract:
This research was conducted as part of IPCRI's project "Tourism Brings Us Closer", funded by the Swiss Embassy, and examines the ways in which tourism can be used as a tool for social and political change. The research is based on focused group discussions with actors in the tourism industry that were conducted within the scope of the project. Thereby, the research analyses the challenges and opportunities identified by people working in the field. The research also offers a set of recommendations that can inform future engagements.

Abstract:
Given Ghana’s endowments such as attractive sites; more than 500km of beaches, and World Heritage forts and castles, tourism is seen as an important tool for promoting the socio-economic development in that it generates many economic benefits such as incomes, employment and tax revenue, both within the sector and through linkages with other sectors. This study first, analyses the factors influencing the upward trends in international tourists’ arrivals and receipts and second, quantifies the impact of the tourism sector on the Ghanaian economy. The objective of this policy brief is to inform the Ministers of Interior, Tourism and Finance that the most important factor influencing international tourists’ arrivals in Ghana is the prevailing civil liberties and political rights and that Nigeria is a significant substitute destination. Also, that the tourism sector has had the greatest impact on the whole Ghanaian economy when compared to sectors such as agriculture, industry and other services sectors. It is hoped that appropriate legislations will be passed to deepen these liberties and rights and that policy measures will be put in place to ensure macroeconomic stability in order not to lose competitiveness to Nigeria. Also, it is hoped that the Tourism Ministry would lobby for more investment and more resources from the Finance Ministry in order to expand the sector since it has a huge potential to stimulate economic growth.

34. Examining the Divergence in State and Civic Engagements: How Bilateral Tourism Can Help Facilitate Reconciliation between South Korea and Japan

Abstract:
South Korea-Japan relations demonstrate some of the most conflicting dynamics in East Asia, encompassing historical, political and diplomatic disagreements. Analyses tend to follow a topdown analytical framework and focus on state-to-state relations. However, more work should examine how civic engagement via tourism is vital to creating an environment that facilitates diplomatic reconciliation. Bilateral tourism statistics between South Korea and Japan show a steady increase since 2015. For example, the number of Japanese visitors to South Korea increased from 4,002,095 in 2015 to 7,539,000 in 2018. Likewise, the number of South Korean visitors increased from 1,837,782 in 2015 to 2,948,527 in 2018. This trend has continued throughout 2018 as well as in the initial months of 2019, until relations soured due to a series of events including the October 2018 South Korean Supreme Court ruling. The media was quick to note the sudden decline in tourism in July 2019, when South KoreaJapan trade disputes intensified. Despite the publicity surrounding this incident, it is important to note that other events, such as the March 2011 Fukushima nuclear incident and the Global Financial Crisis in 2008-2009, detrimentally impacted tourism between South Korea and Japan. Yet, gradually, bilateral tourism recovered, however. This positive trend in bilateral tourism is due to characteristics inherent to South Korea-Japan tourism, including geographic proximity and cultural affinity. Geographic proximity provides both South Korean and Japanese tourists high accessibility, convenience and affordability. South Korean and Japanese citizens also tend to travel to the other nation due to innate cultural curiosity, which helps to heighten a positive perception of the host nation. There are also challenges associated with bilateral tourism, including unforeseen disasters and currency exchange rates. Government management is an important countermeasure to such challenges. Unfortunately, governments require an incentive to pursue such measures, which can be difficult to muster at times of diplomatic tension. Three policy recommendations will use bilateral tourism to promote diplomatic reconciliation and domestic developments for both South Korean and Japanese governments.

Abstract:
Pingyao (平遥) is a remote place for a tourist attraction. Located in the centre of Shanxi province, it is some 380 miles from Beijing and further from Shanghai or Hong Kong where the tourists tend to congregate. Yet, despite the isolation, come they do to Pingyao. The nearest airport to Pingyao is in Tiayuan, over one hundred kilometres away, so most visitors arrive by coach or by train; along the poorly paved streets and past the decaying houses until they arrive in the middle of the city. Here the tourists disembark from their coaches and their trains and find themselves transported to the days of the Qing dynasty emperors, surrounded by imperial architecture. The tourists wander slowly towards West Street. This is the home of the most popular attraction: the headquarters of Ri Sheng Chang (日昇), a late Qing company which revolutionised Chinese banking, now a museum and an increasingly busy tourist attraction. This is the story of how it came to be and how the little city in a small province in China rose to prominence, became the financial centre of the world’s largest economy, fell to obscurity and, now, rises again.

Objectives: Tourism has become one of the main economic sectors of the 21st century. Today, tourism is facing various security threats such as terrorism, crime and potential armed conflicts, and the most common security threat to tourism is crime. The aim of this paper is to analyse how crime affects security in tourism and to describe the consequences of crime for tourism. Methods: A descriptive method was used in this paper to explain the concept of security in tourism and to analyse the relationship between tourism and crime. The data was drawn from the scientific and professional literature and policy documents on this subject. Results: The impact of crime on tourism can be seen on two levels: the macro and micro levels. The impact of crime on the macro level refers to its effects on society in general, on the social community or tourist destination, and the impact of crime at the micro level refers to the effects of crime on individuals. The most significant impact of crime on a tourist destination is the negative image of the destination, resulting in reduced tourist demand. The impact of crime on the micro level is evident in the influence on the behaviour and attitudes of tourists, and their decision to visit or revisit a destination where criminal incidents happen. Conclusions: Crime can have a very negative impact on tourism and security in tourism can not be taken for granted, so it is necessary to make significant efforts to ensure a safe environment for tourists. In order to prevent crime and to create a safe environment for tourists, it is necessary to ensure the cooperation all stakeholders involved in tourism: the tourism industry, local community, national authorities, police and state agencies.

37. Tourism as a Mechanism in Reducing Income Inequality in Developing Economies

Although numerous studies have investigated the contribution of tourism to economic growth and development, much less attention has been paid to assessing whether tourism-induced growth and development contribute to the poverty alleviation and income inequality (Kinyondo & Pelizzo, 2015). This study emamines the statistical relationship between tourism activities and a suite of income inequality measures. Using a dynamic fixed country-level effects panel model and bootstrapped standard errors, we find strong evidence showing both tourism dollars and inbound tourism numbers have an adverse effect ion income equality. These findings are supported by the results of the fixed-effects panel and dynamic pooled OLS regressions. The results of this study suggest that more effort should be exerted to develop pro-poor tourism initiatives in order to mitigate the inequitable distribution of the benefits of tourism as well as to reduce possible environmental degradation caused by rural poverty.

38. An Insight into Community-Based Ecotourism in Eswatini: Theory versus Practice

Abstract:
The study provides a baseline of the performance of Community-based Ecotourism (CBET) ventures in Eswatini using primary data collected from 186 participants. The data was collected through face-to-face interviews amongst across five CBET sites. Descriptive and thematic analysis were used to identify; the benefits of CBET accrued to host communities, challenges communities experience in providing goods and services to CBET ventures, and the factors preventing broad based participation. Frequencies of responses were used to determine the perceptions and attitudes of host communities towards CBET. The study finds that many of the promises of CBET have not been fully met in Eswatini. Economic benefits have not been widespread and remain minimal, with approximately 42 jobs in total. Participants receive an average monthly income of E1457.40 ± 933.80, an indication of high disparities in monetary incentives amongst participants. The study finds that CBET has been a catalyst for infrastructural development within rural landscapes and provides participants with additional intangible benefits such as a sense of empowerment and belonging. Poor infrastructural maintenance, inadequate marketing and declining tourist visitations are major threats to the sustainability of CBET ventures. Efforts to augment the performance of CBET in Eswatini should focus on investment in research and monitoring of present and potential new CBET ventures. The study recommends integrated and inclusive policies that will promote and allow for expanded local production in the tourism supply chain, partnerships between host communities and industry experts, and local capacity enhancement to reignite CBET within the tourism sector as a serious contender for economic growth.

39. The Impact of a 'No-Deal' Brexit on travel and Tourism

A “no-deal” Brexit would cause a 5% drop in UK outbound travel and tourism trips in 2020, because of the stifled economic backdrop and impact of a weaker pound. Ireland and Spain would be the hardest hit from fewer UK visitors. In contrast, the weaker pound could mean that UK tourism inflows are 4% higher in a “no-deal” scenario, provided there is no travel disruption. But lower levels of domestic tourism mean that we would expect UK travel and tourism GDP to be 2% lower than our baseline forecast in 2020.

40. Caribbean Economies and the Year Ahead 2018

Abstract:
Caribbean economies face 2018 with mixed prospects. While overall trends are positive for most countries, a number of economies are still struggling from the damage sustained during last year’s hurricane season. The positive forces at work are a stronger global economic expansion, improving prospects for tourism, development of the oil industry in the Guiana Shield, and a strengthening in commodity prices. On the negative side are the costs of reconstruction, ongoing fiscal pressures in a handful of states, and the increasing negative consequences of an imploding Venezuela. Significant questions continue to exist as to U.S. policy in the region, spillover of Brexit, Chinese Caribbean policy, and a rising level of Russian engagement in some countries. In all of this, the Caribbean remains vulnerable to events external to the region and increasingly needs to focus on digital technology and how it can be applied to make local economies more competitive. During much of 2017, growth prospects were generally positive, helped along by a stronger expansion in the advanced economies, stabilization in commodity prices, and a higher level of remittances from the Caribbean diaspora. The Dominican Republic led the way, though at a slower pace than the year prior due to efforts to reduce the fiscal deficit. Better tourist numbers also lifted growth prospects in much of the Eastern Caribbean and Jamaica. The laggards were Puerto Rico (with a $72 billion debt crisis), the U.S. Virgin Islands (dealing with acute fiscal pressures), Barbados (struggling with deteriorating public finances and reduced capital market access), and commodity exporters Suriname and Trinidad and Tobago. While most Caribbean countries and dependencies were fortunate to avoid massive destruction during the 2017 hurricane season, storms Irma and Maria brought considerable disruption to Barbuda, Dominica, St. Martin (both the French and Dutch sides), the British Virgin Islands, and U.S. Virgins Islands. Category 5 Hurricane Maria in September was the worst natural disaster on record in Dominica and certainly ranks in the top 10 for Puerto Rico. Indeed, both Dominica and Puerto Rico were left effectively without economies.
