321. Intra-Gulf Competition in Africa’s Horn: Lessening the Impact

Abstract:
Gulf states are competing for influence in the Horn of Africa to control the Red Sea, transposing internal rivalries onto a fragile region. Horn governments should increase their bargaining power with their powerful neighbours, who should recognise the risks their policies pose to regional security. What’s new? Middle Eastern states are accelerating their competition for allies, influence and physical presence in the Red Sea corridor, including in the Horn of Africa. Rival Gulf powers in particular are jockeying to set the terms of a new regional power balance and benefit from future economic growth. Why did it happen? Regional instability, a relative power vacuum and competition among rising Middle East states have prompted Gulf countries to seek to project their power outward into the neighbourhood. They are looking at the Horn of Africa to consolidate alliances and influence. Why does it matter? Many new Gulf-Horn relationships are highly asymmetrical, driven more by Gulf than African interests. Gulf states are injecting resources and exporting rivalries in ways that could further destabilise fragile local politics. Yet they also carry the potential to resolve conflict and fuel economic growth. What should be done?  Horn and Western policymakers should seek to limit intra-Gulf sparring in Africa, notably by expanding the role of regional multilateral organisations to boost Horn states’ bargaining power. Gulf rivals must become convinced – by their allies or their own experience – that their actions are undermining long-term security across the Red Sea basin.

This year's Government Work Report sent an important signal to the global community that China aims to create a fair market environment based on competitive neutrality. Competitive neutrality is a set of public policies for regulating domestic market order. It means that State‐owned enterprises and private businesses compete on a level playing field and that SOEs should not obtain an unfair competitive advantage to the detriment of free trade in such areas as tax, subsidies, debt, supervision and market entrance.

323. Opinion: What Is China’s Core Economic Interest in Trade War?

Abstract:
The trade conflict between China and the U.S. has lasted for more than half a year. The two sides have held several rounds of consultations, but agreements were later broken and tensions have only intensified. The spat will likely be protracted, with frictions to continue and possibly escalate for a period of time, given the two countries’ diverging interests, public opinions and historical experiences. A broad range of issues are involved in the trade dispute. For example, the U.S. has pressured China on forced technology transfer, talent strategy and industrial policy issues, as well as issues the two sides have long been at odds over, such as intellectual property rights, labor, environmental protection, stateowned enterprise reform and foreign exchange rates. Meanwhile, the U.S. has targeted products and sectors that go well beyond those in which China has a competitive advantage. The U.S. tariffs also target industries that the country plans to focus on for future development.

324. Now I Know my ABCs: U.S.-China Policy on AI, Big Data, and Cloud Computing

Artificial Intelligence (AI), Big Data, and Cloud Computing (ABC) have generated unprecedented opportunities and challenges for economic competitiveness, national security, and law and order, as well as the future of work. ABC policies and practices have become contentious issues in U.S.-China bilateral relations. Pundits see a U.S.-China AI race and are already debating which country will win. Kaifu Lee, the CEO of Sinovation Ventures, believes that China will exceed the United States in AI in about five years. Others argue that China will never catch up. This essay focuses on two issues: the comparative ABC strengths of the United States and China in data and research and development (R&D); and the emerging ABC policies and practices in the two nations. Empirical analysis suggests that the United States and China lead in different areas. Compared to China’s top-down, whole-of-government, national- strategy approach, the U.S. ABC policy has been less articulated but is evolving.

Abstract:
Although changes in American and Chinese leadership have brought current tensions between the two nations to the fore, the underlying reasons for the tensions are not tied to either President Donald Trump or President Xi Jinping coming into office. Rather, the strategic competition between the US and China is principally the product of regime-driven differences over both what constitutes their national interests and what their respective visions were for the character of China’s rise. The administration’s Indo-Pacific strategy is a relatively coherent response to the challenge China poses. But questions remain about the administration’s ability to resource it sufficiently and carry it out steadily given President Trump’s own idiosyncratic America First policy views.

327. Myanmar’s Future STC System

Abstract:
Myanmar, with the help of the United States, European Union and World Customs Organization, is currently working to establish a strategic trade control (STC) system. It is establishing controls on dual-use items as a first step. To implement an effective STC system, Myanmar needs to have appropriate legislation, licensing procedures, enforcement practices, and industry outreach in place. Myanmar currently has a “negative list” for exports and imports (items prohibited from import/export), but in the future, will release a dual-use control list. Currently, there are no penalties or enforcement mechanisms related to STC. Myanmar needs to establish a dual-use control law and continue to cooperate with international organizations on this and other efforts.

Abstract:
This paper argues that with more objectives added since its inception in 2013, China’s Belt and Road Initiative (BRI) has evolved into a much more expansive grand strategy that includes a package of themes and goals. It examines the policy-making process of the BRI by exploring the motivations behind the plan President Xi Jinping proposed and how the initial Silk Road projects have developed into China’s package of strategies over the past few years. The priorities and performance of China’s investments in the BRI are discussed from the angle of geographical distribution, routes and projects, priority sectors and the connection between the BRI and the previous “going out” strategy China started at the beginning of the twenty-first century. The model and the specific ways China finances and invests in BRI projects, to a great extent, decided the nature of the China-led global infrastructure investment plan. BRI financing is reviewed in detail. Based on the geopolitical and geo-economic analysis of the BRI in the previous parts, the implications of the BRI for global governance as it goes beyond the ambitious infrastructure investment plan are revealed. The risks and problems facing the BRI and the controversy and criticism it has encountered are also addressed. Finally, the paper summarizes the BRI’s ever-expanding themes and the problems and risks it faces, and their implications for the future of the BRI.

Abstract:
The Asia-Pacific has become the Indo-Pacific region as the US, Japan, Australia and India have decided to join forces and scale-up their political, economic and security cooperation. The message coming from Washington, Tokyo, Canberra and New Delhi is clear: China’s Belt and Road Initiative is no longer the only game in town and Beijing’s policymakers better get ready for fierce competition. Japan’s ongoing and future "quality infrastructure" policies and investments in the Indo-Pacific, in particular, make it very clear that Tokyo wants a (much) bigger slice of the pie of infrastructure investments in the region. China’s territorial expansionism in the South China Sea and its increasing interests and presence in countries in South Asia have done their share to help the four aforesaid countries expand their security and defence ties. Beijing, of course, smells containment in all of this and it probably has a point. Who will have the upper hand in shaping and defining Asian security and providing developing South and Southeast Asia with badly-needed infrastructure: the US and Japan together with its allies or the increasingly assertive and uncompromising China and its Belt and Road Initiative?

Abstract:
The MENA Region: A Great Power Competition volume deals with competition among regional and external players for the redistribution of power and international status in the Middle East and North Africa, with a focus on Russia’s renewed role and the implications for US interests. Over the last few years, a crisis of legitimacy has beset the liberal international order. In this context, the configuration of regional orders has come into question, as in the extreme case of the current collapse in the Middle East. The idea of a ‘Russian resurgence' in the Middle East set against a perceived American withdrawal has captured the attention of policymakers and scholars alike, warranting further examination. This volume, a joint publication by ISPI and the Atlantic Council, gathers analysis on Washington's and Moscow's policy choices in the MENA region and develops case studies of the two powers’ engagement in the countries beset by major crises.
