32. Frames We Can Believe In: Official Framing and Ideology in the CCP's Quest for Legitimacy

- In the debate on authoritarian resilience, the importance of persuasion to regime legitimacy has been widely acknowledged, yet a conceptual framework explaining the role of persuasion is still lacking. Against this backdrop, we argue that the framing perspective (Benford and Snow 2000) provides a useful basis for such a framework. Drawing on Beetham's (1991) model of legitimacy, we contend that the ruling elites in authoritarian regimes propagate official frames in a continuous effort to reproduce the belief of the populace in the elites' leadership qualities and their determination to serve the common interest. In the empirical part of our paper we look at the case of China, where the Chinese Communist Party (CCP) has in recent years reemphasized persuasion as a means of reproducing legitimacy. We then apply our theory in an analysis of the conceptual shifts in the CCP's frames and ideology, as propagated under its secretary general, Hu Jintao.

- This paper explains the differences in ruling elite support for the fisheries and dairy sectors in Uganda. Although production in Uganda has not generally been promoted in any sustained way, ruling elites have to varying degrees supported the dairy and fisheries sectors. The paper shows that the ruling elite initially supported the fishing industry because of industry pressure. They have failed to enforce fisheries management because there are big political costs associated with such enforcement. The dairy sector in the southwestern milk region was initially supported because the ruling elite wanted to build a coalition of support in this region. Coming from the region himself, the president had a keen interest in dairy cattle. The sector was subsequently regulated because the biggest processor put pressure on the ruling elite to do so. Even when the ruling coalition is fragmented, promoting production is possible if there is strong industry pressure and when the initiatives to promote the sector are also seen to help build or maintain the ruling coalition.

- This paper sets out to explain policies, implementation arrangements and results (PIRs) in Uganda's fisheries sector. Industry actors wanted to be able to keep up with European standards in order to survive in the chilled and frozen fillet export industry. They put pressure on ruling elites to support the establishment of effective hygiene and testing procedures. This helped the fishing industry succeed to an extent that helped create interests in the status quo. Fishermen, their dependents, and the fish processors all wanted to maintain a high level of fish catches. It was politically costly for ruling elites to enforce fisheries management because strict enforcement was unpopular with fishermen, as well as with many fishermen and security agents who benefitted from illegal fishing. Therefore, the success was not maintained: a pocket of efficiency was established with regard to hygiene and testing, but not with regard to enforcing fisheries management. Overfishing and the near collapse of the fishing sector were the results.

- Social media played an important role in the Moscow opposition demonstrations in December 2011, functioning both as an alternative arena for public debate and as a tool for mobilising the protests. In a matter of months, the political atmosphere in the country changed and the legitimacy of the Russian power vertical was called into question. Even before the Duma elections in 2011, social media had turned into an alternative forum for political debate in Russia. These media frayed the image of United Russia and Vladimir Putin, politicised new audiences, and helped to form both a collective 'anti' identity and networks among the protesters. The reports of the falsification of the Duma elections circulated through social media channels and exploded into anger on the part of the betrayed voters. Social media were put to good effect when making the practical arrangements for the protests, such as financing the street demonstrations and recruiting participants. Albeit crucial in mobilising discontent, social media is less well-suited to building lasting political structures. In the longer run, the conflict-torn opposition has to transform the protests into offline organisations and decide, among other things, who can represent the street protesters in negotiations with the power-holders. Imposing strict internet control in Russia does not seem likely since the Russian urban middle class is accustomed to seeking information and expressing itself freely on the net. Removing this freedom would lead to an increase in anti-government sentiments and the intensification of protests in big Russian cities.

36. Is There Such a Thing As Middle Class Values?

- Middle class values have long been perceived as drivers of social cohesion and growth. In this paper we investigate the relation between class (measured by the position in the income distribution), values, and political orientations using comparable values surveys for six Latin American countries. We find that both a continuous measure of income and categorical measures of income-based class are robustly associated with values. Both income and class tend to display a similar association to values and political orientations as education, although differences persist in some important dimensions. Overall, we do not find strong evidence of any “middle class particularism”: values appear to gradually shift with income, and middle class values lay between the ones of poorer and richer classes. If any, the only peculiarity of middle class values is moderation. We also find changes in values across countries to be of much larger magnitude than the ones dictated by income, education and individual characteristics, suggesting that individual values vary primarily within bounds dictated by each society.

- How are universal social programs built in countries on the periphery, where resources are more limited and initial inequalities higher than any ever seen in OECD countries? Historically it has been very difficult, and even those countries that committed themselves to serious welfare efforts did so with stratified, rather than universal, transfers and services. Yet there have been some exceptions, and Costa Rica ranks among the most successful. The bottom-up expansion of social security, along income/class rather than occupational lines, was very important in the creation of a basic floor of benefits among the low and low-middle salaried population. Gradually, the middle and upper-middle groups were later on brought on board as well, in sharp contrast with the rest of the region where social insurance was shaped for and according to the preferences of various middle-class groups.

- What effect do a country's electoral institutions have on its economic policy? While past research has emphasized the policy consequences of majoritarian as opposed to proportional electoral formulae, this paper emphasizes a country's ballot structure and, in particular, whether or not its electoral rules allow citizens to cast intraparty candidate votes. I first develop a theoretical framework that yields a set of original predictions linking intraparty voting rules to the incidence of political corruption, the emphasis on redistributive social policy, and the overall size of the state. Empirical tests then confirm that intraparty voting rules exert a significant and reductive effect on the incidence of political corruption but that they do not undermine the production of egalitarian fiscal policy. Taken together, the paper's theoretical and empirical results should contribute to broader normative debates about the viability of decentralized and personalistic forms of democratic accountability.

- While China has achieved extraordinary economic success in the past decades, its economic structural risks have increased significantly as well. As Chinese top leaders have repeatedly emphasized, economic restructuring is a critical task facing China's economy. To restructure China's economy, the country needs to find a new engine for growth to replace the export and investment led growth model, address social inequality and protect the environment. The key approaches identified by the Chinese government include urbanization, upgrading the manufacturing sector and developing strategic industries. However, through in-depth analysis, this paper finds that the effectiveness of these measures remains in question as they fail to target at all the root causes of China's economic problems.

40. The Puzzling Decline in Rural Women's Labor Force Participation in India: A Reexamination

- Between 2004/2005 and 2009/2010 there was a sharp fall in female labor force participation (LFP) in rural India. Why did this occur? We look at the four standard explanations: that more women in rural areas are now pursuing higher education and are therefore not available for work (education effect), that household incomes are rising quickly enough that there is a tendency for women to withdraw from the labor force to attend to domestic duties (income effect), that employment opportunities for women are decreasing, and that social and cultural factors may be interacting with these three factors and amplifying their effects. Our findings suggest that the decline in rural women's LFP could potentially be due to an income effect and partly due to an education effect. We find no evidence of changes in employment opportunities or of social and cultural interaction effects that could explain the decline in rural female LFP.
