Abstract:
Climate change has emerged as the imminent threat to national security in many regions of the world. Nowhere is this reality more acute than in West and Central Africa where surging population growth, rising urbanisation, persistent environmental degradation, emergence of violent extremist organisations and weak state capacity have created a perfect storm of insecurity. It is against this backdrop that this article examines the nexus and dynamics of climate change and natural resource conflicts in ECOWAS and ECCAS regions, with a view to highlighting its security implications. This study notes that climate change contributes to increased conflict, but along indirect pathways. Across the two regions, climate change is experienced through rising temperatures, droughts and destructive floods, which greatly undermine people’s well-being and compound the fragility of states. This calls for the capacitation of state security forces through orientation and training that foster good understanding of the complex relationship between climate change, peace and security. The study concludes by offering strategic recommendations and policy directions to effectively tackle the climate change and natural resource conflict challenges in the contiguous regions.

602. Developing Australia’s critical minerals and rare earths: implementing the outcomes from the 2023 Darwin Dialogue

Abstract:
Critical minerals and rare earths are the building blocks for emerging and future technologies, inseparable from the supply chains of manufacturing, clean energy production, medical technology, semiconductors, and the defence and aerospace industries. Despite their criticality, their supply chains are exposed to numerous vulnerabilities – threatening the production and development of vital technologies. This report—based on closed-door, invitation-only discussions at ASPI’s new Darwin Dialogue, a track 1.5 meeting between Australia, Japan and the US—makes 24 recommendations for government and the private sector to support the development of viable, competitive alternative markets that offer products through supply chains secure from domestic policy disruptions and economic coercion. These recommendations are derived from analysis of the challenges embedded in critical minerals supply chains, including the inability for global production to meet projected demand, and dependency upon China and politically unstable nations as at times near singular sources of production. Australia’s natural endowments of critical minerals and rare earths provide a unique opportunity to achieve intersecting economic, environmental, and strategic objectives. But, as detailed in this report, effective coordination between Australia’s state, territory and federal governments, mining and industry, and international partners will be pivotal to developing this opportunity. Further still, achieving our critical minerals objectives will require a bold new policy approach from all stakeholders.

The policy analysis highlights the interconnectedness of right-wing extremist groups in the United States and Europe, the connection between populist parties and right-wing extremist organizations in Scandinavia and looks at terrorism in the Sahel region. It discusses the emergence of groups like Atomwaffen Division (AWD) and their affiliates in various countries, including Germany and Austria. Recent arrests and crackdowns reveal the presence of sympathizers and potential threats. The policy analysis emphasizes the need for vigilance, given the global nature of extremist ideologies and the potential for further incidents. Furthermore, the analysis explores the rise of right-wing populist parties in Scandinavian countries, highlighting their anti-immigration stances. It discusses instances where politicians have associated with neo-Nazi groups, raising concerns about extremist ties within these parties. The policy analysis underscores the implications of such connections for both politics and societal acceptance of right-wing extremist groups. In addition, the Sahel region is identified as a global epicenter of terrorism, marked by coups and increasing violence. The analysis highlights the challenges faced by governments in the region, including terrorism-related deaths, climate change, food insecurity, and population growth. It notes the shift of attacks from the Chad-Niger-Cameroon border to Mali-Burkina Faso-Niger, presenting a growing concern. In conclusion, the analysis emphasizes that Austria must consider both domestic and global factors in addressing the evolving terrorism landscape. On October 30, 2023, President Biden issued Executive Order (14110) on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence.[1] Directing agencies to take action within existing resources and authorities, this order seeks to empower the U.S. to realize the full benefits of AI, while still mitigating critical risks. Alongside a focus on civil rights, consumers, workers, competition and privacy, the Executive Order also aims to promote national security by addressing AI safety and security risks, bolstering U.S. technology leadership, enhancing government AI capacity, and leading international cooperation efforts. 609. Preventing jihadist expansion in Sub-Saharan Africa

Abstract:
During the first half of 2023, levels of jihadist violence increased substantially in sub-Saharan Africa, especially in Burkina Faso and Somalia, while remaining particularly high in eastern Congo (DRC), Mali, and Nigeria, which are only some of the most heavily affected countries across the continent. Jihadist groups also continue to seek access to new areas. Particularly concerning is the growing evidence of jihadist expansion from Burkina Faso into some of the Gulf of Guinea states, especially Benin and Togo. Although sub-Saharan Africa comprises a diverse set of countries and regions, some overall trends emerge. Two crucial factors that enable jihadist groups to gain a foothold, across various country-specific contexts, are poor local governance and governments’ human rights violations against civilians. Statistical evidence shows that jihadist groups are significantly more likely to expand to countries where these conditions are given. At the same time, once they have managed to establish themselves in a new context, there is often a circular dynamic: Jihadist presence tends to undermine the ability of governments to provide effective governance, and governments also tend to violate human rights in their attempts to quell jihadist violence. When engaging with local governments in sub-Saharan Africa, the EU and its Member States should therefore place particular emphasis on measures that address these dynamics.
