Abstract:
Our thirteenth IFPA National Security Update examines the growing need of the Department of Defense to access and leverage the advanced dual-use technologies increasingly being developed in the commercial high-tech sector to maintain U.S. technological and military superiority. It focuses on the impediments facing the U.S. government and Defense Department in accessing commercial high-tech technologies, strategies and policies to remove these impediments, specific programs and initiatives to address the problem, and the concerns about the growing technological and military capabilities of China. Topics addressed in our National Security Update series include the FY2020 National Defense Authorization Act, hypersonic missiles, military applications of artificial intelligence, missile defense priorities, the Trump Administration’s Executive Order on Electromagnetic Pulse, the status of the Space Force, and China’s actions in the South China Sea and U.S. options.

Abstract:
Our fourteenth IFPA National Security Update examines the potential impact of the coronavirus on future U.S. defense budgets and the need for the Department of Defense to prioritize its programs and technology development efforts in the new budget environment caused by the global pandemic. The pandemic coincides with and intensifies threats and challenges facing the United States. These include not only heightening tensions with China but also likely efforts on the part of other adversaries to take advantage of perceived U.S. vulnerabilities. Topics addressed in our National Security Update series have included the Defense Department’s approaches to access advanced technologies developed in the commercial hightech sector; the FY2020 National Defense Authorization Act; hypersonic missiles; missile defense priorities; nuclear modernization issues; President Trump's Executive Order on Electromagnetic Pulse; the status of the Space Force; China’s actions in the South China Sea and U.S. options; and the military applications of artificial intelligence.

833. The New Weapon of Choice: Technology and Information Operations Today

Abstract:
In recent years, a growing number of governments, non-state actors, and citizens have rapidly expanded their use of pernicious information operations against other countries and even their fellow citizens. Social media and the internet have become the main tool. The current technological revolution has lowered the cost of entry for those wishing to spread misinformation and disinformation. Some use the internet to propagate an alternative version of the global order they seek to dominate, to damage a regional rival, or to influence their own or others’ elections. The players, tactics, tools, and topics will continue to expand in the months and years ahead, and the coronavirus pandemic has only enhanced the salience of these activities. Information operation campaigns sow confusion, further divide deeply partisan societies, and are an existential threat to democracies around the world. Thus far, governmental, tech sector, and civil society responses have fallen short, although some have fared better than others. In fall 2019 and the spring 2020, the Institute for the Study of Diplomacy convened a series of working group meetings that included academics and practitioners, private sector specialists, and representatives from civil society. The attendees mapped out this space and identified the challenges inherent in this new form of incipient and widespread information operations. This group also identified potential areas of further engagement, collaboration, and research within the private sector, academia, and civil society. Ultimately, the group came up with a set of principles and policy recommendations for governments, private sector companies, and civil society to enact in both the near-and-long-term in order to mitigate information operations.

834. The IRGC Lifts Off: Implications of Iran's Satellite Launch

Abstract:
In April 2020, the IRGC launched its first domestically made satellite, the Nour-1, into orbit. The launch showed the risks of lifting arms restrictions on Iran, a move supported by potential weapons trade partners Russia and China but vehemently opposed by the United States. Ending the embargo could facilitate Tehran’s unhindered access to dual-use materials employed to produce satellites with military or even terrorist applications. The launch also showcased an expanding IRGC solid-fuel capability that, together with other technologies, could transform Iran’s future ballistic missile designs. In this Policy Note, military expert Farzin Nadimi explores the consequences of the regime’s latest space achievement. The study’s rich technical detail—on missile types, motors, and “tumbling webcams” known as CubeSats—is complemented by images and framed in a strategic context. The United States and its partners, the author concludes, must respond to these advances by curtailing Tehran’s access to relevant technologies and preventing it from using space initiatives as a cover for illicit military activity.

Abstract:
In the fall of 2019, the procurement theme of the Canadian Defence and Security Network (CDSN) convened a workshop on the challenges facing high technology defence acquisitions. The workshop brought together practitioners from the Department of National Defence and Canadian Armed Forces and researchers from universities and think tanks, including graduate students. The aim of this workshop was to give these researchers a chance to understand how those working in defence procurement are tackling the problem of acquiring high technological capabilities that are not obsolete before they are even delivered. The researchers, in turn, have prepared this report, in collaboration with the Canadian Global Affairs Institute (CGAI), on bringing greater agility to defence procurement in Canada. As the authors note, this should be a key part of the defence procurement debate in Canada once Canada and the world emerge from COVID-19 emergency.

836. Doing Business in Bolivia: a case study in the Andean regulatory framework

Abstract:
This article researches on the evolution of the business regulatory framework of Bolivia from 2006 to 2017 and its relationship with the country’s Labor productivity, Total Factor Productivity, and its Informal Economy size. To do this, it analyzes the Doing Business annual reports and standardizes each year overall score to the most recent methodology developed by the World Bank Group. Furthermore, it complements its finding with qualitative data through semi-structured interviews to key actors in the Bolivian economy. Overall, this paper finds that few steps have been taken to improve Bolivia’s Business regulatory framework from the period of 2006-2017, result in a lower rank in the Doing Business report and keeping its score constant. The lack of initiative in working towards more efficient policies, complex nature and poor adaptability of new technological practices have stagnated the improvements of business regulations along their lifecycles. As a consequence, Bolivia Total Factor Productivity, Informal Economy size and Labor productivity have shown no improvement over the last 10 years.

837. South Korea's 5G Ambitions

Abstract:
Under President Moon Jae-in, South Korea has set an ambitious target to move from being “first in the world” in the race to 5G to “first in global quality.” Yet, while a range of industry and government stakeholders are investing heavily in making this vision a reality, a number of factors are likely to weigh on whether or not these efforts yield significant results. These include uncertainties about how to further accelerate development in ways that lead to better returns on investments, and about how to navigate complex geopolitical considerations, including ongoing debates about Huawei’s involvement in 5G network infrastructure. Each of these areas will, in turn, require domestic stakeholders to make complex assessments about potential tradeoffs and risks. Thus, this paper assesses South Korea’s emerging 5G era at the one-year mark, and highlights key successes, setbacks, and ongoing challenges. Building on these findings, the paper concludes by offering several potential scenarios for future development, and suggestions for ways forward.

838. A New Horizon for the Korea-India Strategic and Sustainable Partnership under Korea's New Southern Policy

India and South Korea, Asia’s third- and fourth-largest economies, respectively, established a Comprehensive Economic Partnership Agreement (CEPA) in 2010 and upgraded their relationship to a special strategic partnership in 2015. South Korean President Moon Jae-in’s “New Southern” policy and Indian Prime Minister Narendra Modi’s “Act East” policy share important objectives and values through which Korea and India can maximize their potential to pursue high tech-oriented, win-win growth. Both countries face the great challenge of diversifying their economic partners in their respective geo-economic domains amid newly emerging international geo-economic dynamics as well as rapidly changing Fourth Industrial Revolution technologies. Given the two countries’ excessive dependence on the Chinese market and potential risks and uncertainties involved in the U.S.-China trade war and related security conflicts, South Korea and India need to deepen bilateral linkages in trade, investment, and cultural contacts. South Korea-India cooperation is crucial in promoting plurilateralism, prosperity, and harmony in East Asia. This paper suggests a specific action agenda to fulfill mutual commitments as entailed in the “Special Strategic Partnership” between these two like-minded countries of South Korea and India.

839. Robotisation, Employment and Industrial Growth Intertwined Across Global Value Chains

Abstract:
The global economy is currently experiencing a new wave of technological change involving new technologies, especially in the realm of artificial intelligence and robotics, but not limited to it. One key concern in this context is the consequences of these new technologies on the labour market. This paper provides a comprehensive analysis of the direct and indirect effects of the rise of industrial robots and productivity via international value chains on various industrial indicators, including employment and real value added. The paper thereby adds to the existing empirical work on the relationship between technological change, employment and industrial growth by adding data on industrial robots while controlling for other technological advancements measured by total factor productivity (TFP). The results indicate that the overall impact of the installation of new robots did not statistically affect the growth of industrial employment during the period 2000–2014 significantly, while the overall impact on the real value added growth of industries in the world was positive and significant. The methodology also allows for a differentiation between the impact of robots across various industries and countries based on two different perspectives of source and destination industries across global value chains.
