The most disruptive potential cyber security concern is the capacity of information technology to generate or escalate geopolitical conflicts into open or uncontained hostilities through attacks on operational networks. Undermining critical capabilities such as the military or the electric power grid would be highly destabilizing and potentially escalatory, generating a perceived need to move a confrontation toward conflict or to escalate a contained conflict into a broader arena.

New media, including web marketing, e-business and social media, is a rapidly growing method for organizations to engage with audiences around the world. With reports that e-business will double globally by 2016, the appeal of online products, services and information is increasing. Will these methods be useful for promoting public engagement with organizations like NATO or security policy think tanks? Moreover, are these methods appropriate for high calibre policy and research, or will they denigrate the information produced? And can the message be delivered in Twitter's allowable 140 characters?

Abstract:
Until the recent passing of Kim Jong-il, the world thought of North Korea as a Stalinist, Hermit Kingdom run by a crazy, nuclear weapon-building, grey jumpsuit-wearing dictator known as the Dear Leader. Yet, against a narrative of repression, torture, and brinksmanship, North Korea has dramatically expanded its mobile telecommunication infrastructure over the last three years. Most scholars agree that cell phones increase individuality while providing an opportunity for dissent. From the 2001 “text-message revolution” in the Philippines to the more recent role of cell-phones during the Jasmine Revolutions in the Middle East, mobile telecommunication has supported political upheaval and the overthrow of governments.

1635. Does Licensing Induce Technological Spillovers to Domestic Firms?

Abstract:
Productivity differences can explain differences in economic growth across countries. It has been demonstrated that the presence of a foreign-owned multinational enterprise (MNE) in a developing country is one of the most important methods through which technology transfer occurs. This presence could be in the form of foreign direct investment (FDI), licensing, or imports from the developing country. However, it is still unclear by what means and how effectively each type of foreign presence affects domestic productivity. In this paper, I study licensing as one of the channels through which foreign technology is transferred to domestic plants. This technology transfer can occur in one industry and also in related industries, which results in technology spillovers that can affect both intra- and inter-industry productivity. Moreover, the institutional framework of the country can affect the type of foreign presence adopted by MNEs in the host country. Therefore, it is important to analyze the effect of a change in the institutional framework on technology spillovers. This can be achieved by analyzing a set of new and stronger intellectual property rights (IPR). Using Chilean firm level data for the 2001–2007 period I find that there are positive inter-industry spillover effects when licensing occurs in downstream sectors which result in higher productivity for domestic plants in upstream sectors (backward spillovers). When evaluating the effect of the IPR measure, I find that stronger IPR measures decrease the backward spillover effect. I also find that the change in policy has a stronger effect on firms that are, on average, smaller and have low productivity. Moreover, there is a crowding-out effect between licensing and FDI since, with better IPR, MNEs prefer doing licensing than incurring higher costs of FDI. This is consistent with the literature arguing that licensing becomes the preferred mode of technology transfer, replacing FDI, once a certain threshold of IPR is reached.

1636. When modern science meets traditional knowledge: A multi-level process of adaption and resistance

Abstract:
During the course of bio-prospecting and biodiversity conservation projects, scientists, researchers from the life-science industry, and environmental protection groups attempt to access indigenous and traditional communities’ knowledge of the local biodiversity. They confront these groups with the idea that their knowledge can be commercialized. Although the affected communities partly adapt to this view, they insist on their right to decide autonomously and by their own laws whether they are willing to share their knowledge. External actors, however, often reject the right of indigenous self-determination. The evolving conflicts do not only take place on a local level – varying domestic regulatory approaches also shape them. At the same time, a multitude of international organizations also address the issue of access to traditional knowledge, and their activities in turn shape interactions on a domestic and local level. In this paper, the complex interactions that are associated with the access to traditional knowledge shall be regarded as a multi-level process of adaptation and resistance. Empirically, this paper focuses on traditional knowledge policies in India and Brazil. The analysis of the interplay between local, national, and international traditional knowledge regulations in both countries shall serve to explore some possible avenues for further research on processes of adaption and resistance.

Abstract:
This paper analyzes the effects of information and communication technology (ICT) on governance where the state‘s ability to authoritatively implement and enforce political decisions is weak or functionally absent – areas of limited statehood (AoLS). How do ICTs influence the provision of collective goods in AoLS, especially in policy fields such as security, welfare and the environment? In addressing this question we focus on the emergence of ICT-enabled forms of steering. Virtual organizations such as Ushahidi and FrontlineSMS enable the coordination of collective goods without the same level of hierarchical structure historically associated with traditional forms of governance. The focus lies on quasi-organizational forms that rely on mass collaborative action across electronic networks. The consideration of these questions is supported by fieldwork in Africa in 2011, and on previous research in Afghanistan and various African countries in 2010. The paper concludes with some tentative hypotheses on the interconnection between ICT, statehood and governance.

1639. Mapping Digital Media: German Public Service Broadcasting and Online Activity

Abstract:
Few countries support public service broadcasting more enthusiastically than Germany, where the public service broadcasters (PSBs) are seen as more informal, modern, and entertaining than before, without having lost their reputation for quality. The combined budgets of all the PSBs far exceed the combined advertising revenue of private broadcasters. Yet the PSBs face a demographic threat. Around half of their viewers are over 65 years old, while only 5 percent are under 30. If the PSBs are to safeguard their future, they must attract younger audiences. This means developing services online. At the same time, following private-sector complaints, the European Commission decided the license fee was distorting competition. The PSBs responded with a public value test to assess new services. Debate in this context has centered on two crucial questions: whether or not internet portals and online products fall within the remit of public service broadcasting, and whether PSBs should be allowed to compete for advertising with private media. In this paper, Johannes Weberling explains the German search for an equitable balance between public and private media interests online, in the light of European Union concerns over state aid.

The African maritime security challenge is defined by the need to monitor wide geographic expanses with limited resources. Science and technology are invaluable maritime security force multipliers. Investment in “technology” without support for “science” is unsustainable. Complementary investments in African research institutions are needed to create collaborative “anchors” to sustain the effectiveness of maritime security efforts.
