Abstract:
In November 2019, two people were stabbed to death and three wounded in an attack near London Bridge. One year later, four people were killed and more than 20 injured in a shooting in the historic city center of Vienna. Both attacks were carried out by terrorist offenders recently released from prison. Several other incidents in recent years also involved former terrorist convicts. This brings the issues of risk assessment and management to the fore of the debate on Islamist extremism and terrorism.

Although President Biden has made US foreign policy more predictable, its medium- and long-term direction and concomitant implications for transatlantic relations are less certain. This report presents three scenarios of how US strategy might evolve. They provide insight into how the United States behaves in the spheres of security and international economy under different conditions and why, suggesting ways for the EU and Germany to preemptively mitigate risks and positively influence future policy.

The European Union should actively address the problematic use of counterterrorism by non-European states – especially Russia – and make it a permanent aspect in developing counterterrorism strategies and agendas. Failing to address the misuse of counterterrorism sends the wrong signal not only to those with reason to fear geopolitical interference by their countries of origin, but also to states that pursue “anti-terrorist-operations” in the form of abductions and executions abroad.

Abstract:
It is now increasingly accepted that central banks and financial supervisors can no longer ignore climate change. However, there is no consensus on how they should address climate issues. On the one hand, there is a view that central banks and financial supervisors should mainly contribute to the assessment of the exposure of the financial system to climate-related financial risks, considering at the same time the possibility of incorporating climate risks into monetary policy and financial supervision and regulation. On the other hand, it is argued that central banks and financial supervisors need to take action such that they contribute directly to the decarbonisation of our economies and the prevention of climate systemic risks. In this paper, I analyse the main premises and implications of these two approaches and I explain why a systemic risk approach is necessary in the age of climate emergency. I also discuss the challenges involved in a policy agenda aiming at the reduction of climate systemic risks and I outline how these challenges can be tackled.

Abstract:
Over the past twenty years, domestic military operations in Canada have seen a dramatic increase in the employment of the Primary Reserve (PRes) alongside the Regular Force. This raises an important question regarding how, in an evolving environment, the PRes can be successfully employed in future aid to the civil power roles? This paper argues that the current organization and terms of service for the PRes are not properly structured and mandated to support any large-scale and sustained aid to the civil power operation - and that this forces Canadians to accept risk when it comes to domestic national security. Theoretically, Canadians have relied for decades on what Sokolsky and Leuprecht have defined as an easy rider approach; where the government contributes just enough resources to ensure that the Canadian public respects and values the military effort. As demands increase, future domestic operations may now have to adapt to a new approach where the criteria for success becomes crisis resolution rather than crisis contribution. By examining the current roles and framework under which the PRes operates, the legal obligations that are currently in force, and the proposal that the PRes assume primary responsibility for domestic response operations, this paper concludes that assigning new roles and responsibilities to the PRes without additional legal obligations will not set the conditions for success should a large scale or lengthy call out be required.

78. Mitigating the Risk of a China–India Conflict

The Ladakh crisis between China and India seems to have settled into a stalemate, marked by somewhat reduced tactical tensions and continuing fruitless talks on disengagement—but its trajectory could again turn suddenly, even flaring into a limited conventional war. Despite a limited disengagement, both sides continue to make military preparations near the Line of Actual Control (LAC) to increase their readiness for potential conflict. While China proved its revisionist intent with its 2020 incursions, its specific goals and plans remain opaque. The broader political context is marked by distrust and hostility, and bilateral relations are at their lowest ebb in decades. War remains unlikely—both sides can ill-afford the distraction from higher national priorities and have demonstrated a recent keenness to step back from the brink. But, with growing capabilities and unclear intent, and with military operations no longer impaired by winter, the Ladakh crisis may still escalate to conflict. The crisis has been full of surprises. Despite observing major military maneuvers in China, India didn’t anticipate the multiple incursions across the LAC in May 2020. For weeks thereafter, the Indian Army leadership insisted the incursions were nothing out of the ordinary. After both sides agreed to an early disengagement plan, the crisis took a shocking turn with a deadly skirmish in June — the first loss of life on the LAC in 45 years. India also mustered its own surprises, deploying troops to occupy tactically valuable heights in late August, to gain some bargaining leverage. And the crisis also abated with a surprise, with the sudden announcement of disengagement from heavily militarised stand-off sites around Pangong Tso Lake in February 2021. Future surprises may yet occur. This paper argues that the risk of China–India conflict is significant because, even if its likelihood is low, its consequences may be considerable. A limited conventional war would be likely to impose significant costs on India, but, depending on the reactions of its partners, it may also reinforce latent Indian suspicions over the utility and reliability of its strategic partnerships. In that way, even a localized limited war on the LAC may have far-reaching implications, if it incidentally drives a wedge between India and its partners in the Quad. Mitigating that risk will require sound policy settings and astute diplomatic and public messaging from Canberra, Washington, Tokyo, and other like-minded capitals. The remainder of this paper is in three parts: first, why a border war is plausible; second, what costs it would impose on India and how it might stir distrust of India’s Quad partners; and, finally, a framework to mitigate those risks.

Fletcher Security Review (FSR): What do you perceive as the greatest threat to global nuclear security? Where do you see the greatest potential for the outbreak of nuclear war? ​ Vipin Narang (VN): Rather than focusing on regions, I see three trends which I think we should be concerned about. One is the return of a great power arms race, and a lot of this was exacerbated in the Trump administration. Even as we head into the Biden administration—which extended the New START Treaty with Russia for five years—Russia and China are modernizing their nuclear forces at breakneck speed. They are worried primarily about U.S. missile defenses, which at this point are unconstrained. The United States has a variety of missile defense systems at the regional level which work pretty well, as well as the national missile defense system, which doesn’t…yet. You will often hear that the national missile defense system does not work very well and that is true—the success rate is around 60 percent in simulated tests. It may be difficult to ever get it to work perfectly or even well, but it is the prospect that the United States might get it to work that really drives modernization efforts in Russia and China..... ​

Abstract:
Over the course of the last three decades, countless scholars, diplomats and experts have sought to develop reliable ways to predict and prevent violent conflict and instability. These efforts have yielded a vast array of analytical instruments, ranging from indices that measure various proximate and structural causes of instability to forecasting models that estimate the probability of an outbreak of violent conflict. Predicting and preventing violent conflict and instability Presently, there is a great deal of data available ranging from better measures of political violence and better predictors of violence. Moreover, as data sciences advance, social scientists have been able to develop new models and refine their predictions. However, as such tools proliferate, so do the challenges for policymakers. First, more data does not always mean ‘better’ data. Key indicators such as on political inclusivity, local grievances and competition are often still not readily available. Second, more data and better methodologies have not always meant a better insight into conflict risks. While we have generally become better in predicting the continuation and intensity of ongoing conflict, it remains a major challenge to predict which countries will become unstable and when. Third, perhaps the biggest problem is that even when having a clear insight into conflict risks, converting these insights into actionable policies remains difficult. In these instances, it is often not a lack of information or insufficient early warning signals per se that pose the key obstacles, but rather the ability to convert these data points into policy-relevant analysis and to identify relevant entry points for preventive efforts.
