Abstract:
This is the third edition of the Ecological Threat Report (ETR), which analyses ecological threats in 228 independent states and territories. Produced by the Institute for Economics & Peace (IEP), the report covers over 3,638 sub-national administrative districts, or 99.99 per cent of the world's population, assessing threats relating to food risk, water risk, rapid population growth and natural disasters. Many ecological threats exist independently of climate change. However, climate change will have an amplifying effect, causing further ecological degradation. The research takes a multi-faceted, multidimensional approach by analysing risk at the national, administrative district and city level, while also assessing these entities by ecological threats, societal resilience and levels of peace. Additionally, the research provides projections to 2050. To assist the international community in prioritising its focus, IEP has identified the countries, administrative districts and cities most at risk

Abstract:
Despite growing interest among development actors to integrate links between the environment, climate, peace and security into their policies and activities, practical approaches to addressing environment-related security risks are lagging behind awareness at policy level. This policy brief provides insights into how donors can incentivize implementing organizations to further develop and apply these practical approaches. It recommends support that: (a) facilitates engagement between implementing organizations and local communities, and prioritizes local knowledge and solutions; (b) builds new partnerships between implementing organizations from both the environment or climate side and the security or peacebuilding side; (c) enables the sharing of good practices and lessons learned on how to address environment-related security risks at various levels; (d) promotes the inclusion and prioritization of environment–security links in country-level policies; and (e) is more flexible in implementation, as well as engages in long-term commitments and funding.

Abstract:
In Norway, hundreds of thousands of tonnes of explosive remnants of war remain in nature. It has always been recognized that the ordnance could represent a certain explosive risk if disturbed, and that some of the constituents in the ammunition could be harmful to the environment, but, even so, a tacit assumption by decision makers is that, if left alone, the ammunition will slowly become harmless over time. Some argue, however, that the risks are in fact increasing, not diminishing, with time, and that our current risk management strategy could prove to accelerate the risk rather than mitigate it. This article outlines some of the critical issues facing our current risk reduction strategy, as well as raising some concern as to whether the current strategy could be outdated and in need of revision. This study builds up a picture of how the strategy has evolved over time, and how new knowledge and broader risk perspectives can provide further insights into how this strategy could be revised. The conclusion of this investigation is that, on the basis of improved risk assessments highlighting the complex risk picture and the strength of knowledge concept, there is an urgent need to revise the current risk mitigating strategy.

54. Behavior Change in the Face of Disaster Risk Finance

Abstract:
Large-scale Disaster Risk Finance (DRF) mechanisms are relatively new tools in the field of humanitarian assistance and anticipatory action that can have significant positive effects on disaster recovery. However, there is a lack of analysis on how DRF can affect behavior or risk perception, which is important for countries to understand. We sought to answer two questions in this Conversation Starter: Does the presence of DRF or similar mechanisms cause behavior change in people covered and if so, how? What role does risk communication play in DRF and behavior change? Drawing on findings from similar programs, such as community health and microfinance, provided insights on areas where DRF may have impact on behavior. The available research indicates that disasters make people risk averse and that insurance and other DRF mechanisms can enable beneficial outcomes. Trust in public institutions, ideally the ones that manage DRF, alongside accurate and timely information from government or other relevant actors, is needed for acceptable levels of risk to be communicated and for appropriate corresponding actions to be taken,

55. Espionage, Espionage‐​Related Crimes, and Immigration: A Risk Analysis, 1990–2019

Abstract:
A cost‐​benefit analysis finds that the hazards posed by foreign‐​born spies are not large enough to warrant broad and costly actions such as a ban on travel and immigration from China, but they do warrant the continued exclusion of potential spies under current laws. Espionage poses a threat to national security and the private property rights of Americans. The government should address the threat of espionage in a manner whereby the benefits of government actions taken to reduce it outweigh the costs of those actions. To aid in that goal, this policy analysis presents the first combined database of all identified spies who targeted both the U.S. government and private organizations on U.S. soil. This analysis identifies 1,485 spies on American soil who, from 1990 through the end of 2019, conducted state or commercial espionage. Of those, 890 were foreign‐​born, 583 were native‐​born Americans, and 12 had unknown origins. The scale and scope of espionage have major implications for immigration policy, as a disproportionate number of the identified spies were foreign‐​born. Native‐​born Americans accounted for 39.3 percent of all spies, foreign‐​born spies accounted for 59.9 percent, and spies of unknown origins accounted for 0.8 percent. Spies who were born in China, Mexico, Iran, Taiwan, and Russia account for 34.7 percent of all spies. The chance that a native‐​born American committed espionage or an espionage‐​related crime and was identified was about 1 in 13.1 million per year from 1990 to 2019. The annual chance that a foreign‐​born person in the United States committed an espionage‐​related crime and was discovered doing so was about 1 in 2.2 million during that time. The government was the victim in 83.3 percent of espionage cases, firms were the victims of commercial espionage in 16.3 percent of the cases, and hospitals and universities were the victims of espionage in 0.1 percent and 0.3 percent of the cases, respectively. The federal government should continue to exclude foreign‐​born individuals from entering the United States if they pose a threat to the national security and private property rights of Americans through espionage. Abstract:
The upcoming EU Action Plan against migrant smuggling 2021-2025, like its predecessor, suggests that the prevention of and the fight against migrant smuggling will continue to be at the centre of a strong and comprehensive European approach to migration management. However, to be effective, the Action Plan must rely on the growing evidence-base concerning the structure and organization of migrant smuggling, as well as rethink the way smuggling research and analysis is produced. Doing otherwise may seriously impact the Action Plan’s implementation and outcomes. Recommendations: Demand that gender, race and class perspectives are present in smuggling and counter-smuggling research and analyses in ways that identify the wider impact of EU actions on communities in countries of origin, transit and destination and within the EU. Include the perspectives of third-country, junior and female researchers, scholars and policy analysts, and involve stakeholders and informants beyond those typically reached out to during research, policy making or knowledge generating processes. Create an open access database that includes examples of smuggling caselaw and legislation that showcase the impact of EU law enforcement agencies’ counter-smuggling efforts in transit, destination and origin countries and within the EU to demonstrate clear efforts towards transparency and accountability.

57. A Behavioural Perspective on the Drivers of Migration: Studying Economic and Social Preferences Using the Gallup World Poll

Abstract:
This paper addresses the self-selection of potential migrants. In particular, the study examines whether risk and time preferences explain a significant proportion in the movement heterogeneity of individuals. It is further intended to shed light on the role of social preferences (trust, altruism, reciprocity) as potential migratory determinants. By making use of a unique cross-sectional data set on migration intentions (Gallup World Poll) and experimentally-validated preferences (the Global Preference Survey) covering 70 countries worldwide, a probit model is estimated. The empirical results provide evidence that potential migrants exhibit higher levels of risk-taking and patience than their counterparts who stay at home (the stayers). This holds true across differing countries with various cultural backgrounds and income levels. Trust and negative reciprocity are found to be significantly related to migration aspirations as well. Yet conclusive clarifications still remain necessary, providing impetuses for future research.

58. Creating a Micro, Small, and Medium Enterprise Focused Credit Risk Database in India: An Exploratory Study

Abstract:
Despite being the focus of numerous policy initiatives, the credit gap of the MSME sector in India has been persistent. An investment in tapping the data being generated by lenders to build a database to inform future lending is likely to improve the quality of lending decisions over time. This, in turn, has the potential to further expand MSME loan access and reduce MSME borrowing costs. To realize this objective, a credit risk database (CRD) has been found to play a useful role in catalyzing collateral and guarantee free loans for SMEs in Japan. The availability of the OCEN network and the account aggregator framework offers an opportunity to create a CRD involving banks and NBFCs at relatively low incremental cost. The CRD’s role will be distinct from that of credit bureaus and rating agencies as it is based on financial and default data for the sector as a whole, rather than for individual entities. The main benefits of CRD include the development of credit scoring models based on nationwide data and the availability of benchmarks for different segments of the MSME sector. Additional benefits are that the credit scores from the models could be used to develop a more sophisticated pricing mechanism for guarantees and for potentially aiding MSME loan securitizations

59. Risk Shocks and Divergence between the Euro Area and the US in the aftermath of the Great Recession

Abstract:
Highly synchronized during the Great Recession of 2008-2009, the Euro area and the US have diverged in the period that followed. To explain this divergence, we provide a structural interpretation of these episodes through the estimation for both economies of a business cycle model with financial frictions and risk shocks, measured as the volatility of idiosyncratic uncertainty in the financial sector. Our results show that risk shocks have stimulated US growth in the aftermath of the Great Recession and have been the main driver of the double-dip recession in the Euro area. They play a positive role in the Euro area only after 2015. Risk shocks therefore seem well suited to account for the consequences of the sovereign debt crisis in Europe and the subsequent positive effects of unconventional monetary policies, notably the ECB’s Asset Purchase Programme (APP).

Abstract:
We construct new measures of country risk and sentiment as perceived by global investors and executives using textual analysis of the quarterly earnings calls of publicly listed firms around the world. Our quarterly measures cover 45 countries from 2002-2020. We use our measures to provide a novel characterization of country risk and to provide a harmonized definition of crises. We demonstrate that elevated perceptions of a country's riskiness are associated with significant falls in local asset prices and capital outflows, even after global financial conditions are controlled for. Increases in country risk are associated with reductions in firm-level investment and employment. We also show direct evidence of a novel type of contagion, where foreign risk is transmitted across borders through firm-level exposures. Exposed firms suffer falling market valuations and significantly retrench their hiring and investment in response to crises abroad. Finally, we provide direct evidence that heterogeneous currency loadings on global risk help explain the cross-country pattern of interest rates and currency risk premia.
