2. Global IR Research Programme: From Perplexities to Progressions

- Our basic expectations vis-à-vis ‘the international’ have turned our phenomenal existence into two seemingly irreconcilable cognitive prisons: ‘one world’ with homogenizing propensities (dominated by the West) and ‘many worlds’ with heterogenizing predispositions (embodied by the non-West). Every so often, these cognitive prisons—oscillating between the extreme homogenizing propensities of the West and heterogenizing predispositions of the non-West— become obstacles in implementing effective global partnerships that are required to tackle the challenges thrown by global crisis-situations, e.g., the likelihoods of world war, financial crisis, climate change, pandemic, and the like. The agenda of the ‘Global IR research programme’ has emerged to demolish these cognitive prisons. To this end, this agenda finds rational support from multiple auxiliary theories that derive stimulus from hitherto denigrated knowledge-forms thriving in different corners of the world: e.g., Tianxia (all-under-heaven) from China, Advaita (non-duality) from India, and Mu No Basho (place of nothingness) from Japan. Nevertheless, the conditioned reflexes of many IR researchers compel them to receive the emergent knowledge-forms by correlating their ‘source’ and ‘scope’: generally, the knowledge-forms having their source in the West are granted a global scope, whereas the knowledge-forms having their source in the non-West are given a local scope; it is often suspected that the local non-Western knowledge-forms cannot grasp the larger global scenario. Philosophically, these conditioned reflexes emanate from Kantian dualism, which forms disconnected opposites of phenomena-noumena, science-metaphysics, West–non-West etc. This article reveals how the Global IR research programme—inspired by the Chinese, Indian and Japanese cosmovisions—strives to demolish the cognitive prisons of ‘one world versus many worlds’, thereby ensuring the prospective progressions of this research programme.

- This paper provides an in-depth analysis of the evolving landscape of international politics, the challenges this scenario presents for the field of International Relations (IR) and the pivotal role played by Revista Brasileira de Política Internacional (RBPI) in shaping both academic knowledge and policy frameworks. The study aims to achieve two primary objectives. First, to contextualize the significant shifts in international politics in the last few years, such as the rise of China and the impact of the COVID-19 pandemic, while advocating for interdisciplinary approaches and highlighting the contributions of Latin American, particularly Brazilian, scholars to global academic debates. Second, to trace the history, evolution, and international impact of RBPI since its inception in 1958, emphasizing its role in leveraging the standards of academic publishing in Brazil and Latin America, fostering international collaborations, and influencing policy decisions. The paper proposes that RBPI serves as an indispensable platform for advancing rigorous academic inquiry and offers a more inclusive perspective on international relations, thereby having a lasting impact on both the academic and policy landscapes globally

- Abstract:
- Children, or people under 18 years-old, represent 30% of the world population. While Childhood Studies gained attention in the last decades, in Brazil this topic remains incipient. In 2022 the Group of Studies on Childhoods and International Relations (GEIRI) mapped the open depositories for dissertations of Brazilian universities with IR programmes to understand how children appear as an IR issue. Using the framework of Global IR, this article presents two main contributions by analysing this novel data: a) ontological contribution by understanding Childhood Studies as a Global IR topic and Brazilian practices and interactions to see IR outside of a Western perspective and b) methodological contribution by analysing how students contribute to the IR knowledge production on Children and IR in Brazil mostly as international security and human rights issues.

- A recent surge in studies on high-level leader diplomacy has the potential to evolve into a fruitful research field. While the current literature predominantly focuses on the leader visits of two great powers, the U.S. and China, this emerging field requires both broadening and deepening in its scope. We lack data on leader visits from the vast majority of countries, and many existing hypotheses do not adequately explain the determinants in various cases. The more countries that are covered and the more refined our hypotheses become, the more insightful this field will be in understanding interactions among states and international organizations. This article aims to present the current state of the literature on leader visits and suggests potential areas of interest for future research.

- On June 7, 2024, the Simon-Skjodt Center for the Prevention of Genocide convened leading social scientists, policy makers, and funders of policy-relevant research for a one-day workshop to explore how the Center should contribute its staff resources and research budget to improving policy-relevant research about atrocity prevention strategies and tools. Participants discussed the following topics: • Positive examples of research informing policy on atrocity prevention and general lessons to be drawn from these cases; • Key obstacles to policy-relevant atrocity prevention research, including gaps in the topics covered by the literature, obstacles to inference about the effects of atrocity prevention policy actions, and obstacles to synthesizing findings from a large body of studies; and • Strategies to increase the volume, relevance, quality, and impact on policy of atrocity prevention research. This rapporteur's report summarizes the workshop’s key themes in accordance with the Chatham House rule of non-attribution.

- This study examines the usage of non-Western theories in research and education by International Relations (IR) scholars in Turkey. Our primary purpose is to understand the level of engagement with the non-Western IR debate, with its prospects and variations, in Turkish academia, and to evaluate the familiarity of Turkish IR scholars from different schools with non-Western IR theories. Relevant data were obtained from a questionnaire with 47 items designed to let participants, consisting of 116 academicians at IR departments from 57 Turkish Universities, provide their teaching experiences, views, and perceptions concerning non-Western IR Theory. While our findings based on this data confirm the literature on the scarcity of non-Western theories in Turkish IR scholarship, we have also furthered it with many details. Firstly, according to the findings, respondents who study and teach IR Theory at Turkish universities think that the IR theories of Western origin dominating the literature are not universal or objective in terms of their function as interpreters of IR issues. But interestingly, those considerations direct scholars to Western critical IR Theory schools rather than non-Western theories. The other key conclusion of this study confirms our expectations. The thoughts, concepts and theories emanating from the Turkish-Islamic world have much more recognition than other non-Western IR theories among Turkish IR scholars.

9. The path of economics research production: Insights into the seesaw between theory and empirics

- This paper provides insights into the apparent seesaw between the generation of theoretical versus empirical economics research over time. A dynamic model considers the incentives of researchers to focus on empirical versus theoretical papers. It yields the main characteristics of the path-changing of economics research, from theoretical-intensive to empirical-focused. The model has two equilibria, one with a higher proportion of theoretical papers and another with a higher proportion of empirical papers. Curiously, the equilibrium with greater theoretical papers is stable, while the one with more empirical papers is a saddle point. This suggests that the current trend of increasing empirical research is unlikely to last.

- The Chinese government exploits foreign academic infrastructure and talent to build a world-class military. Although cooperation with China offers alluring investments, it risks research objectives being mandated by or from China and may result in unintended knowledge transfer in critical areas. Considering the extent of Chinese military-civil fusion, any collaboration—with military and non-military institutions alike—is likely to boost Chinese military capabilities. Utilising academic exchanges to further military ambitions is a coordinated and broad long-term strategy that has benefited from the West’s limited knowledge of Chinese institutions and their links to the military. To repurpose a quote by Nelson Mandela, “Education is the most powerful weapon which you can use to change the world.” And for now, that weapon is handed out without deep consideration or proper regulation.
