Abstract:
The Events Of Sept. 11 may prove, as so many have claimed in their immediate aftermath, to be a true watershed in international relations and for the lives of American citizens. However, there can be no doubt that the events changed the priorities of U.S. President George W. Bush, and challenged the approach to international relations that characterized the first nine months of the new administration. To that end, the current security environment will have significant impacts on the persisting problem of failed and failing states.

Abstract:
Just over a decade ago, the phenomenal economic growth of Japan was admired and even feared. It had pursued a successful strategy of industry upgrading to catch up with the West, maximizing bank-based, state-directed financing. Ironically, the very institutional setup that was required for success eventually resulted in a devastating economic downturn. Japan remains languishing in a state of economic stagnation, but that may change: market forces are now driving Japan to carry out major reforms. A market-oriented business environment is crucial, and thus Japan is being propelled toward deregulation and institutional reform. In particular, its traditionally protected, inner-dependent sector must be opened to competition in order to improve efficiency, and obstacles to direct foreign investment must be eliminated. Although the process is a gradual one that has been further hampered by the slump in the U.S. economy, dramatic changes are in motion, creating promising roles and opportunities for foreign investors as well as potential for Japan to realize a new economic vitality.

Three weeks after the terrorist attacks in New York and Washington, D.C., five journalists—from India, Fiji, Japan, Indonesia, and Sri Lanka—visiting the East-West Center on an exchange program accepted an invitation to write about the attacks and "America's War on Terrorism" from the perspective of their own country. Their responses are frank and sometimes anguished. "As global terrorism evolved into a beast out of control, America enjoyed the good life," writes a Sri Lankan. The United States has declared a war on terrorism but, an Indian asks, is it only because now "the grief pours out of American eyes"? In Japan, resentment over America's increasing "unilateralism" coexists with an unprecedented willingness to send troops overseas, says a writer for The Mainichi Newspapers. A Fijian broadcaster notes that calls for international action are accompanied by "unease over violent retaliation." The mixed emotions described by many are dramatically evident in predominantly Muslim Indonesia where, says a newspaper editor, anti-American demonstrations defied President Megawati's assurances of support for the United States.

Like that of its predecessor, the Bush administration's policy toward Iraq appears to focus on the threat posed by weapons of mass destruction (WMD) in the hands of Saddam Husayn's regime. Some suggest that U.S. policy should emphasize the resumption of inspections, suspended since 1998. However, there are strong reasons to doubt that inspections would reduce the threat of Iraqi WMD.

Psyops and propaganda activities that aim to diminish Saddam in the eyes of his supporters, exacerbate existing strains between his inner circle and the military, stir up popular discontent, and embolden opponents of the regime are a crucial component of any policy that seeks regime change in Baghdad. Such efforts could keep Saddam on the defensive and create an atmosphere of crisis and tension, forcing the regime to divert assets to deal with internal security, and leaving fewer resources available for clandestine technology procurement or trouble-making elsewhere. Such efforts could transform the psychological environment in the country, creating an atmosphere in which a coup or uprising might occur.

Before September 11, U.S. policymakers would have been hard-pressed to justify significant military action against Iraq without a major provocation. The events of September 11 and the subsequent anthrax incidents, however, have highlighted the dangers of "business as usual" in an age of sophisticated terrorism and weapons proliferation, and the potentially high costs of ignoring the likes of Saddam Hussein; that is true whether or not Iraq was associated with these events. The risks of perpetuating a faltering containment policy, and the imperative of regime change in Iraq have never been clearer.

Abstract:
To win the war against terrorism, the U.S. government must pursue with equal vigor both the short-term imperative to root out terrorist groups, including their international support networks, and the longer-term objective of advancing a positive vision for the Arab world, one that offers an alternative to the destructive ideology of the terrorists. Both efforts are essential; focusing on the former at the expense of the latter will almost surely prove self-defeating.
