531. Does the International News Media Overlook Israel's Legal Rights in the Palestinian-Israeli Conflict?

Abstract:
International news organizations covering the Arab-Israeli conflict frequently refer to international agreements and resolutions in ways that are prejudiced against Israel's legal rights and claims. Frequent references to Israel's legal obligation to withdraw to the pre-1967 borders are inconsistent with UN Security Council Resolution 242 and the Oslo Accords. Neither the Oslo Declaration of Principles of September 1993 nor the Oslo II Interim Agreement of 1995 require either Palestinians or Israelis to refrain from the construction of settlements, neighborhoods, houses, roads, or any other similar building projects. References in the news media to “occupied Arab East Jerusalem” reflect an underlying assumption that eastern Jerusalem has always been an Arab city like Damascus or Baghdad, ignoring the fact that Jerusalem has had an overwhelmingly Jewish majority as far back as the mid-nineteenth century. Despite UN Secretary General Kofi Annan's announcement on 25 July 2000 that Israel had fully implemented UN Resolution 425 when it unilaterally withdrew from southern Lebanon, news organizations have continued to refer to the Shaaba Farms, located on Israel's side of the border with Lebanon, as “disputed.”

Martin Buber wrote: "Each Jew represents the mirror image of the collective soul of the Jewish people." In recent times, we have described ourselves as a proud people, assured of our place in the modern world. But the events of September 11 left us numbed and confused as to its meaning and message. The tragic events of that day fused with the events that occurred a year earlier in Israel with the onset of the second intifada, and may have fundamentally transformed the Jewish experience in our times.

The collapse of the Oslo process and ever worsening Israeli-Palestinian violence demonstrate that certain long-held "truths" about the conflict need to be turned on their heads - none more so than the accepted wisdom that the Palestinian refugee problem, long a source of regional instability and a breeding ground for suicide terrorists, can only be addressed as part of a final settlement. Rather than follow a comprehensive agreement, ameliorating the Palestinian refugee problem increasingly looks like a necessary precondition for a permanent Israeli-Palestinian settlement. It might even be required for a meaningful resumption of negotiations.

Abstract:
The Christian community in the areas administered by the Palestinian Authority (PA) is a small but symbolically important one. About 35,000 Christians live in the West Bank and 3,000 in Gaza, representing about 1.3 percent of Palestinians. In addition, 12,500 Christians reside in eastern Jerusalem. This population is rapidly dwindling, however, and not solely as a result of the difficult military and economic situation of the past two years. Rather, there are numerous indications that the Christian population is beleaguered due to its Christianity. Taken in context of the condition of Christians in other Middle Eastern countries, this picture is especially credible and troubling.

In the teeth of its modern despisers, religion has made a comeback in our time — for good or ill. Too often, the negative side is in the limelight. What Gilles Kepel has called the “revenge of God” on inspection usually turns out to be the ill will and vengefulness of religious communities and their leaders. The litany of contemporary religious clashes — or conflicts in good part spawned by religious motives — is long and depressing: Christians pitted against Muslims in Africa and the Balkans; Jews against Palestinians in the Near East; Hindus against Muslims in India and Kashmir; Hindus against Buddhists in Sri Lank, not to forget the old feud between Catholics and Protestants in Northern Ireland.

This paper describes and analyses the case of Iraqis who, in the 1990s, have arrived in Jordan as forced migrants, and have continued to Western Europe or Australia as asylum migrants. The argument put forth is that trends of asylum migration cannot be fully understood without looking at a set of interrelated issues in the countries of first reception of the forced migrants: reception standards, the migrants' poor socioeconomic conditions, further violations of their human rights, but also the functioning of the migrants' social networks and of human smuggling rings.

Differences in economic and theological approaches to debt cancellation result from differences in disciplinary assumptions in respect of purpose, method, and argument. We argue that they provide alternative commentaries upon the need for debt cancellation, but that it is not possible to demonstrate the superiority of one over the other, so practitioners in one are likely to continue to find it difficult to respond meaningfully to arguments from the other.

Two heartrending bylines from South Asia,reported in the New York Times on February 23, 2003, made me think how much India and Pakistan are mirror-imaging one another when it comes to the rising spirals of religious intolerance, indeed, fanaticism. The chief focus of this fanaticism in India has been on Muslims, and to a lesser extent, on Christians. In the case of Pakistan, religious intolerance involves Christians as well the followers of another sect of Islam, Shias. The byline from New Delhi read, "Hindu Group in India demands a temple," and the one from Islamabad read, "Gunmen kill seven worshippers at a mosque in Pakistan."

540. The Politics of Restitution for Nazi Victims in Germany West and East (1945 - 2000)

On first sight, a comparison between restitution for Nazi victims in Germany West and East does not seem to leave ample space for interpretation: While the Federal Republic at least in principle accepted their obligation to compensate former Nazi victims and paid huge amounts for that purpose over the last 50 years, the GDR only offered elaborated social security for the tiny faction of Nazi victims who decided to live in the GDR after 1949. As a consequence, while restitution in the West has been a predominantly Jewish affair, restitution in the East was chiefly a communist matter. However, in my talk I will not focus on a comparison of material payments. Rather, I am interested in the different structure of the answers of two German societies to the same problem: the persecution and killing of millions of people by the Nazi regime. This implies three sets of questions. First: On which perception of the events between 1933 and 1945 were the respective attempts at rehabilitation and compensation for Nazi victims in the two German societies based? Second: What relation between former Nazi victims and German post war societies underpinned the respective attempts at restitution? And third: What consequences did German reunification have for this process?
