831. Nafta toward a Common Currency: An Economic Feasibility Study

Abstract:
The recent emergence of the Euro, combined with the completion of a decade of North American Free Trade Agreement (NAFTA) has sparked interest in adopting a common currency for North America. This study examines the likelihood that Canada, Mexico, and the United States will adopt a common currency under fixed exchange rate regimes. The benefits and costs of a common currency are explored using the theory of optimum currency areas (OCA). Empirical research focuses on several variables including intra-regional and intra-industry trade, trade openness, gross domestic product, inflation rates, interest rates, economic growth rates, business cycle synchronization, factor mobility, fiscal policy and monetary policy coordination. The analysis also presents a comparative analysis of NAFTA with Economic and Monetary Union (EMU) nations on different economic criteria. Finally, correlation and regression analysis further explores the likelihood that members of NAFTA will economically integrate. Though this research concludes that it is economically feasible for NAFTA members to move towards a common currency, this venture depends on the political readiness of the nations.

832. Regionalization and Retrenchment: The Impact of European Integration on the Welfare State

Abstract:
This paper demonstrates the utility of a sociology of regional integration by addressing two central questions that have sparked much debate over the welfare state. Is there evidence of long-anticipated retrenchment? Does globalization cause that retrenchment? I redirect these debates by showing that there is evidence of retrenchment in Europe, and that regional integration – not globalization – accounts for it. Regional integration is conceptualized as the construction of supranational political economy in negotiated and bounded regions through political institutionalization and market expansion. I develop the argument that regional political integration should constrain the welfare state through policy feedbacks, the politics of blame avoidance, and the diffusion of classical-liberal policy scripts, while regional economic integration should constrain the welfare state by expanding labor markets and undermining labor unions. I assess these arguments with time-series cross-section models and data from 13 European Union (EU) and non-EU states. The results show that (1) there is evidence of retrenchment, (2) regionalization is significantly associated with retrenchment, and (3) the effect of regional integration is dampened in the strongest welfare states. I draw the general conclusion that regional integration is a new and consequential part of the social context that should receive more attention from sociologists.

833. Regional Politics in a Highly Fragmented Region: Israel's Middle East Policies

Abstract:
The region of the Middle East is highly conflict-loaded. The absence of one distinct regional power may be considered both cause and consequence of this structural feature. At the same time, there are significant power gaps between states in the Middle East, with Israel among the most powerful actors and accordingly defined as a potential regional power. Due to the specific empirical setting of the Middle East region, an analytical design emphasizing relational and procedural dynamics is required. In attempting to develop such a design, this paper utilizes three well-established schools of thought of international relations: (neo)realism, institutionalism, and constructivism. These three schools of thought are further used for developing hypotheses on both Israeli regional policy and its effects on the Middle East. After illustrating these hypotheses in relation to four periods in the contemporary history of Israel, theoretical lessons to be learned for the analysis of regional powers in other world areas are presented.

834. Zimbabwe: Prospects from a Flawed Election

The regional mediation offering the most realistic chance to resolve Zimbabwe's eight-year crisis has failed. South African President Thabo Mbeki's stated objective in talks between the ruling ZANU-PF party and the opposition Movement for Democratic Change (MDC) was to secure conditions for free and fair elections that would produce an undisputed outcome. But on 29 March 2008, Zimbabwe will hold elections already flawed by pre-poll misbehaviour, notwithstanding what may occur on polling day and thereafter. The results are likely to be heatedly disputed. Though the playing field is far from even, and efforts to create a united opposition have failed, ex-ZANU-PF politburo member Simba Makoni is seriously challenging Robert Mugabe's re-election. The 84-year-old president probably has the means to manipulate the process sufficiently to retain his office, though possibly only after a violent run-off, but there is little prospect of a government emerging that is capable of ending the crisis. If the situation deteriorates, the African Union (AU) needs to be ready to offer prompt mediation for a power-sharing agreement between presidential contenders and creation of a transitional government with a reform agenda.

This report is based on discussions with Chinese specialists on the Democratic People's Republic of Korea (DPRK) during a visit to Beijing, Changchun, and Yanji, June 25-30, 2007.1 Discussions followed on a similar round of interviews conducted in April 2006. Several of our interlocutors recently returned from extended stays in Pyongyang and many others regularly visit the DPRK, commonly referred to as North Korea. Topics discussed included trends in North Korea's economy and prospects for reform; current trends in Sino-DPRK economic relations; China's policy toward North Korea in the wake of the nuclear test; Chinese debates on North Korea; Chinese assessments of North Korea's political stability; and potential Chinese responses to instability.

839. European Neighbourhood Policy Two Years on: Time indeed for an 'ENP Plus'

Conceived in 2003 and 2004, the European Neighbourhood Policy (ENP) has now had two years of operational experience. This initial experience has seen a sorting out of the partner states, with Action Plans drawn up for five Eastern and seven Southern partner states. We would distinguish among these 12 states between the 'willing' and the 'passive'; and among the other partner states without Action Plans between the 'reluctant' and the 'excluded'. These groupings should be the basis for stronger differentiation in the policy packages offered by the EU. In general the political context now calls for a strong reinforcement of the ENP, since the benign situation of 2004 has given way now to a more menacing one, given threats to European values bearing down on the EU from all sides. The EU institutions recognise these needs in principle, and last December the Commission advanced many valuable proposals. 'ENP plus' is a term being used by the current German Presidency, without this yet being defined in a public document in operational detail. In our view, 'ENP plus' could mean: Plus an advanced association model for the able and willing partner states, Plus a strengthening of regional-multilateral schemes, Plus an upgrading of the standard instruments being deployed, and Plus the offer of an 'ENP light' model for difficult states or non-recognised entities.

840. Seeking Opportunities: Migration as an Income Diversification Strategy of Households in Kakamega District in Kenya

Abstract:
Migration and remittances are widely seen as major components of diversification strategies aimed at coping with risky environments in developing countries. The debate in the literature mainly concentrates on effects of and access to the strategy of migration. Against this background, the paper investigates patterns, determinants and the impact of internal migration on households based on data from a densely populated rural area in Western Kenya. The motivation behind migration is largely economic in kind. Accordingly, remittances account for a substantial share of household incomes. Results derived from a probit model estimation indicate that the likelihood of migration is independent from the wealth position of households. Instead, demographic household factors, education-related variables and migrant networks are of central importance. Migration and remittances are obviously more easily accessible than other opportunities of income diversification beyond farming for households across all levels of wealth, including the poorest households.
