How is one to engage Damascus? As the incoming U.S. administration examines the future of its relationship with Syria, seemingly persuaded that an improvement in bilateral ties and an Israeli-Syrian agreement could fundamentally modify the regional landscape, France's recent experience offers useful lessons. Determined to engage in dialogue - but also ready to break off if the other side was uncooperative - and creative in approach, while fixing it within a clearly defined framework of objectives, President Sarkozy also knew how to seize on unexpected opportunities when they presented themselves.

Abstract:
This article analyzes the “other” goals that drive Chile and Mexico to achieve intra- and extra-regional FTAs. These countries have a predominantly economic motivation to negotiate FTAs. However, there are other elements that are less apparent, but equally important, in Chile's and Mexico's FTA policies. These accords can also be seen as means to power and as mechanisms for establishing a closer system of global economic governance than that available through multilateral forums. Therefore, these two countries' FTAs are an ad hoc system that represents their respective economic contexts and realities. In other words, FTAs as an essential part of Chile's and Mexico's foreign policies have a strategic political-economic logic that synthesizes the notions of power and institutions. However, these two forces do not exclude of the economic logic for FTAs, which focuses on the maximization of consumers' welfare and producer s' gains. On the contrary, they have to be taken as complementary factors.

763. Come Home, NATO? The Atlantic Alliance's New Strategic Concept

This DIIS Report provides an overview of the political and military issues that are likely to shape the coming discussions about NATO's new Strategic Concept. NATO's current Strategic Concept dates back to 1999 and over the last couple years an increasing number of policy-makers have suggested that it is time to take stock of the transatlantic Alliance. The exercise is significant because the Strategic Concept represents the operational view of the Washington Treaty - the basic text of NATO - and because it will bequeath a new strategic direction to the Alliance. The Report presents three arguments. One is that the Strategic Concept serves several functions: it codifies past decision and existing practices; it provides strategic direction; and it serves as an instrument of public diplomacy. The second argument is that the new Strategic Concept must balance the push and pull of two competing visions of NATO, one being 'Come home, NATO;' the other being 'Globalize, stupid.' The contest between these diverging visions has consequences for a number of issues that the Strategic Concept must address. Lastly, it is argued that although the agenda of globalization is being questioned, NATO will continue down the path of global engagement.

Abstract:
Currently, the prospects for Turkey's EU membership do not look very bright. With key chapters for negotiation already suspended, the government is likely to resume a loose Europeanization agenda. The counterpart of this in the foreign-policy realm is an approach based on 'soft Euro-asianism'. An attempt is also being made to develop friendly relationships with all neighboring countries, coupled with a mediating role in regional conflicts, but without the EU providing the main axis for foreign policy. The present report investigates the continuities and ruptures in Turkish foreign policy during the post-2002 AKP era. It attempts to identify the underlying reasons for the decline in enthusiasm for EU membership following the golden age of Europeanization and reforms during the early years of the AKP government. The report also points to internal and external political developments which may help to reverse the current drift away from Europeanization.

765. The Future of the Chiang Mai Initiative: An Asian Monetary Fund?

In September 1997, at the outset of the last global financial crisis, the Japanese Ministry of Finance proposed the creation of an Asian Monetary Fund. Although this particular proposal was scuttled, the idea of a common regional fund on which East Asian governments might draw in times of financial turmoil survives. The region's disaffection from the International Monetary Fund (IMF), stemming from the 1997–98 crisis, sustains this idea and a desire on the part of individual countries to self-insure with large holdings of foreign exchange reserves. East Asian governments and central banks have created a set of bilateral swap arrangements (BSAs) dubbed the Chiang Mai Initiative (CMI) and are negotiating among themselves to build these BSAs into a more comprehensive facility. Some Asian officials hope that such a facility could underpin exchange rate cooperation and monetary integration in the region, although such proposals remain for the moment long-term visions.

Bosnia-Herzegovina's democratization is in slow motion. On the outside it appears that the framework for democracy is in place. A closer look reveals that it lacks the civil society to under gird its political institutions. As Piotr Sztompka points out, "building a house is not the same as establishing a home. The former is only the shell, the empty framework ... it is a concern for architects. The latter is the living arena of social actions and interactions ... it is the concern for sociology. The more or less explicit recognition of that distinction between the institutional and the cultural-civilizational spheres is also indicated by other terms, i.e. public sphere versus civil society" (Sztompka, 1996 in Chandler, 2000). Bosnia-Herzegovina-from here forward Bosnia-lacks the inner workings that distinguish a home from a house.

768. Turkey and Armenia: Opening Minds, Opening Borders

Turkey and Armenia are close to settling a dispute that has long roiled Caucasus politics, isolated Armenia and cast a shadow over Turkey's European Union (EU) ambition. For a decade and a half, relations have been poisoned by disagreement about issues including how to address a common past and compensate for crimes, territorial disputes, distrust bred in Soviet times and Armenian occupation of Azerbaijani land. But recently, progressively intense official engagement, civil society interaction and public opinion change have transformed the relationship, bringing both sides to the brink of an historic agreement to open borders, establish diplomatic ties and begin joint work on reconciliation. They should seize this opportunity to normalise. The politicised debate whether to recognise as genocide the destruction of much of the Ottoman Armenian population and the stalemated Armenia-Azerbaijan conflict over Nagorno-Karabakh should not halt momentum. The U.S., EU, Russia and others should maintain support for reconciliation and avoid harming it with statements about history at a critical and promising time.

769. The European Parliament – more powerful, less legitimate? An outlook for the 7th legislature

Abstract:
At the end of the 6th legislature, fears that enlargement would hamper the workings of the European Parliament have largely proved unfounded. Despite the influx of a large number of new members to Parliament, parties have remained cohesive, and legislative output has remained steady. Moreover, after an initial phase of adaptation, MEPs from new member states have been increasingly socialised into the EP structure. Challenges have arisen in a rather different field, however. In order to remain efficient in the face of increasing complexity, the EP has had to streamline its working procedures, moving more decisions to parliamentary committees and cutting down time for debate. This paper argues that measures to increase the efficiency of the EP, most notably the trend towards speeding up agreements with the Council (1st reading agreements) run the risk of undermining the EP's role as a forum of debate. Should bureaucratisation increasingly trump politicisation, the legitimacy of the EP will be undermined, and voters will become ever more alienated from its work. For the 7th legislature of the European Parliament therefore, it is crucial to balance efficiency of output with a more politicised policy style that is able to capture public interest.

Within the United Nations, the concept of the responsibility to protect (RtoP) has regained considerable momentum after nearly two years of stasis following the 2005 World Summit. Outside the corridors of the world body, discussions about RtoP and its application to specific regional situations, as well as the mandate of the Special Adviser on the Prevention of Genocide, one of the crimes specified in the Summit's Outcome Document, are still at a nascent stage. In order to contribute to rectifying this imbalance, the International Peace Institute, the UN Office of the Special Adviser on the Prevention of Genocide, and the InterAfrica Group convened an expert roundtable on “The Responsibility to Protect and Genocide Prevention in Africa” in Addis Ababa, Ethiopia, on October 23 and 24, 2008.
