Abstract:
The Center for Migration Studies of New York (CMS), a nonpartisan think tank/educational institute focusing on the study of international migration, and the Scalabrini International Migration Network (SIMN), a not-for-profit organization focusing on protection and development programs for migrants, traveled to El Salvador, Guatemala, and Mexico from August 15 to 22 to visit migrant shelters operated by the religious Congregation of the Missionaries of St. Charles Borromeo, Scalabrinians. The delegation toured migrant detention and return facilities, met with public officials and nongovernmental organizations (NGOs), and assessed how the US-Mexico policies of deterrence and interdiction have impacted the region and particularly those seeking to flee the record levels of violence in the Northern Triangle states of Central America.

This special report is prepared for the North American Forum (NAF). In 2015, CIGI’s Global Security & Politics Program became the Secretariat for the Canadian leadership within the NAF. CIGI will be undertaking a program of research to support the Canadian contribution to the NAF in cooperation with our American and Mexican partners. In the coming months, CIGI will publish additional reports to support the work of the NAF. Since the 1994 North American Free Trade Agreement, trade, investment and migration flows among Canada, Mexico and the United States have helped turn North America into one of the most dynamic and prosperous trade blocs on the planet. With a new government in Ottawa, it is an ideal time for Canada to make a stronger, deeper relationship with Mexico a crucial plank of a plan to secure a prosperous future for North America. Better relations between Mexico and Canada not only means more opportunities to take advantage of the two countries’ economic and social complementarities, it also gives the two countries the opportunity to closely work together to get the United States on board with an ambitious North American agenda to secure the continent’s economic future.

373. China and Global Energy Governance under the G20 Framework

Abstract:
This paper explores China’s perspectives and practices in its quest for overseas energy supply security and its participation in international energy cooperation since becoming a net oil import country in 1993. It compares the traditional approach, in which China mainly focuses on bilateral means to pursue its overseas energy supply security, and the new concept of energy security, in which greater involvement in global energy governance, in particular in the Group of Twenty (G20), is highlighted to promote China’s energy security. The paper argues that China still retains a bilateral and regional cooperation approach, while making progress in developing closer cooperation with existing major global energy governing institutions. The One Belt, One Road strategy proposed in 2013 is regarded as a strengthened version of the bilateral and regional cooperation approach. Chinese academic circles constitute the main forces advocating China’s more positive participation in global energy governance. The G20 provides significant institutional arrangements to coordinate big powers to govern the international energy markets and to address climate change. This paper suggests that, given China’s growing prominence at the G20, it could be the proper platform for the country to play a more active role in global energy governance.

Abstract:
At the beginning of 2016, almost 13 years after the Thessaloniki declaration to integrate the Western Balkans into the European Union, Brussels is left with Croatia as a Member State, Montenegro half way, at best, to becoming one, Serbia with first negotiation chapters just opened, and half of the region with no clear prospect of membership. But the wait-and-see approach that the EU had been employing for a number of years towards the enlargement policy in the Balkans has become even riskier in times of new international challenges. Among them, the ever-growing tensions between the West and Russia should, in particular, serve as motivation for the Union to look at enlargement in the Balkans from a geopolitical angle. Even if the Member States have in recent years shown less enthusiasm towards further rounds of enlargement, this should not discourage the EU institutions from undertaking an active role to revive the European integration process in the Balkans.

Abstract:
On July 26, 2015, President of the Russian Federation Vladimir Putin on board the frigate Admiral of the Soviet Navy Gorshkov endorsed a new version of the Maritime Doctrine of the Russian Federation, the basic document that specifies Russia’s naval and maritime policy. This version added the Mediterranean to the areas of the national maritime policy (the Atlantic, Arctic and Pacific zones) and specified that Russia’s naval presence there is aimed at “turning it into the zone of military-political stability and good-neighborly relations.” This is not fortuitous: The region is one of the main zones of Russia’s politics and international cooperation. Time has come to sort out regional developments, varied interests of the states involved and the problems they have to cope with. In other words, we should arrive at a clear idea about the region’s importance for the Russian Federation.

376. Cooperation or Punishment. The Effects of Trust on Government Regulation and Taxation.

Abstract:
For many economists government intervention is linked to low levels of interpersonal trust and corruption, while, on the contrary, for many political scientists, government intervention is associ- ated to high trust and low corruption. The goal of this paper is to reconcile these contrasting find ings by distinguishing the differing effects of trust over two alternative types of government intervention: regulation and taxation. Low-trust individuals demand more governmental regulation but less government taxation. We test the hypotheses by focusing on a particular policy – i.e. environmental policy – where governments use different mixes of regulatory and tax mechanisms, and for which we have data on both trust in others (interpersonal trust) and trust in public institutions (in- stitutional trust). The main finding is that those individuals with low trust (both interpersonal and institutional trust) tend to demand, ceteris paribus, more governmental regulation of the environ- ment and, but are less inclined to pay higher taxes to protect the environment. We also find that the effect of institutional trust is stronger than the effect of interpersonal trust, which puts previous studies in a perspective.

377. Bengal’s Beleaguered Borders: Is there a fix for the Indian Subcontinent’s Transboundary Problems?

Abstract:
This paper assesses five major transboundary-related problems currently troubling the Bengal region and bedeviling, in particular, the relationship between Bangladesh and India. These problems relate to settlement of the land boundary (enclaves and adverse possessions), facilitation of transboundary transit (road, rail, and waterway), curbing of transboundary illicit activity (smuggling, human trafficking, and covert support for radical Islamist groups and separatist militants), sharing of transboundary river resources, and control of transboundary migration. The paper’s focus is on the potential and capacity of the political entities sharing the Bengal region to identify, agree upon, and implement effective and sustainable solutions to these problems. It argues that such solutions, to be sustainable, would have to prioritize cross-border cooperation and mutual benefit—objectives that have thus far neither been aggressively nor consistently pursued in this region. The authors observe that the transboundary problems troubling the Bengal region vary substantially in the extent of their intractability and that some of them will persist far into the future. Nevertheless, they conclude that the present scale as well as the severity of the consequences of these problems are not permanent fixtures and will vary enormously with the political will, perseverance, and skill of those charged with determining the political destiny of this hugely important region.

Abstract:
he introduction of a new, enhanced autonomy status for Greenland within the Danish Realm since 21 June 2009, after the referendum of 25 November 2008, brought about a new chapter in the history of the emancipation of Greenland from Copenhagen. In comparison with the previous status, in force since 1979, competences of the home-rule government in Nuuk were broadened, especially in the domains of jurisprudence, public order and management of the natural reserves. It was recognized that the Greenlandic nation was a subject of the international law with an inherent right to declare independence, which in turn should be respected by Denmark. The financial subsidies from Denmark were to be reduced, and economic dependence of Greenland on the Danish budget – diminished. All these introduced new possibilities for the Greenlanders to shape political and economic development of their island. The purpose of this text is to set out the reasons, ways and methods of the process of deepening relations between the European Union and Greenland, seen against the background of interests and activities of other international actors.

It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.
