351. Scientific Collaboration of Turkey with the EU Member States: The Case of Nanotechnology

Abstract:
As an emerging technology field, there is an on-going mo-tivation for analysing the trend of research networks of nanotechnol-ogy. This paper attempts to present the evolution of Turkey in nano-technology research by taking into account the academic publications to indicate the overall trend and the leading actors and subject catego-ries in the systems of nanotechnology innovation. The purpose of this paper is twofold: (i) to present the trend of nanotechnology research and (ii) to highlight Turkey’s collaboration patterns in the relevant re-search sub-fields with the EU member states. In this framework, the study aims to show whether Turkey has the capability to collaborate with the advanced group of countries such as the EU in nanotechnol-ogy and to identify the sub-fields of common interests. Finally, the re-sults of collaboration among two parties will be correlated with the Web of Science subject categories. The findings are expected to be useful for developing the future areas of research in nanotechnology domain in collaboration with the EU.

352. Power and Crisis: Explaining Varieties of Commercial Banking Systems in Argentina, Brazil and Mexico

Abstract:
In the early 1980s Argentina, Brazil, and Mexico had commer- cial banking sectors that were dominated by local banks. The largest countries in Latin America were subjected to common international economic pressures during both the neoliberal 1980s and 1990s – includ- ing the expansion of capital markets in the periphery and integration into the regional trade agreements NAFTA and Mercosur – and the post- 1998 financial turmoil. By 2015, however, the three countries had con- solidated alternative commercial banking systems: domestic private group dominated (Brazil), mixed (i.e., ownership more evenly divided among public, private domestic, and foreign banks (Argentina), and foreign bank dominated (Mexico). The article traces these alternative outcomes to the power of prereform private financial groups, the viru- lence of “twin crises” in the transition from fixed to floating exchange rates, and the (contingent) role played by government ideology.

353. The Limits of Material Benefits: Remittances and Pro-Americanism in Mexico

Abstract:
We explore how the reception of remittances affects perceptions of the bilateral relationship between Mexico and the United States. Scholars have claimed that the economic benefits of the relationship with the US prevail over imperialistic concerns as a result of the asymmetry of power between the two countries. Empirical research shows that Latin American public opinion is indeed more supportive of the US than theory indicates. However, we identify two gaps in this literature. First, scholars have explored the determinants of generic expressions of sentiment toward the US, overlooking more concrete instances of cooperation between the two countries. Second, scholars have focused on trade and investment and have ignored how the material gains of emigration shape attitudes toward the US. The present paper fills these two gaps by using novel survey data on the bilateral relationship between Mexico and the US. On one hand, we find that while the reception of remittances correlates positively with good sentiments toward the US, the recipients of remittances are consistently more opposed to cooperation with the US in the fight against drug trafficking. We argue that this finding can be explained by the different nature of the migratory phenomenon, and the connection between anti-drug trafficking policies and the close scrutiny of illegal flows of money and people.

While the South American Defense Council has been analyzed as a security community, we argue that it is best described as an early stage community of practice, since it has successfully set in motion a regular interaction dynamic between numerous defense actors, as we demonstrate with concrete examples. We further discuss political support as a prerequisite for regional defense identity.

Abstract:
Existing research on security governance in South America functions on dichotomous lines. Analysis of Brazil’s security practices is a case in point. On the one hand, scholars point out the balance of power and hegemonic institutions as the main discourse in the security practices between Brazil and its South American neighbors. On the other hand, some other emphasize the importance of democracy, cooperation on defense and security, and peaceful conflict resolution between states in the region as indicators for the emergence of a security community between Brazil and its neighbors in the South American region. The way in which multiple orders coexist is not given adequate attention in empirical research. This article seeks to overcome this dichotomy. By foregrounding Brazil’s regional security practices, particularly during the Lula and Rousseff administration, I show the hybrid and sometimes ambivalent security governance system in Brazil, where mechanisms of balance of power and security community overlap in important ways.

Abstract:
Given Brazil’s regional prevalence, its low, late and soft investment in regional security governance appears puzzling. We approach the puzzle through an analysis of contextual features, institutional overlap and policy networks, especially regarding nuclear energy and the environment. Our findings show that Brazil’s behavior is explained by a combination of low regional risks, scarce domestic resources, a legalistic regional culture of dispute settlement, and transgovernmental networks that substitute for formal interstate cooperation and deep regional institutions.

Abstract:
The paper attempts to analyze China’s role in various regional organizations and potential cooperation between China and Pakistan within these forums. SAARC, SCO, OIC, Heart of Asia-Istanbul Peace Process, APEC, CICA and Boao Forum have been selected here for analysis. Pakistan is one of the founding members of SAARC and China has an observer status. Pakistan supports Chinese membership in SAARC to reduce Indian role and hegemony. China wants to have easy access to Indian Ocean, Middle East and influence in South Asia, for which India is the biggest hurdle. In SCO, China is the founding member while Pakistan joined it as observer in 2005 and as a member in 2015. Combating terrorism, extremism and separatism and to enhance the trade opportunities, stability in neighborhood and energy security are the common objectives of the two states in SCO. Pakistan, being a founding member in OIC, has always played an active and dynamic role for the cause of Muslims. Pakistan wants China to have greater role in OIC where the later showed interest for observer status in 2012. Chinese interest in Muslim states, particularly in Middle East and Central Asia, is triggered by the energy hunt and growing posture of these regions in contemporary world politics. Pakistan can play a bridge role, not only geographically, but also ideologically and culturally, to bring these states closer to China. China and Pakistan are increasing their cooperation in the Heart of AsiaIstanbul Process on Afghanistan, APEC, CICA and Boao Forum for Asia, as well. The paper concludes that both states share similar views on all bilateral and multilateral issues, support each other’s position, and enhancing their cooperation in regional organizations and multilateral forums.

360. Second Doha Meeting on Peace and Security in Afghanistan

Abstract:
On 23-24 January 2016, approximately 55 senior participants from a wide range of backgrounds gathered in Doha to discuss the shared goal of peace and reconciliation in Afghanistan. The meeting was a non-official (“academic”) exploration of current issues and not an official negotiation. It was held in the spirit of mutual respect and non-discrimination. All participants recognized the importance of dialogue, and many had traveled very far to participate in these discussions. The hope is that the points discussed in these non-official meetings be considered by all official negotiations. All expressed appreciation to the government of Qatar for allowing this meeting to take place and for the relevant support. There is a unanimous consensus that these meetings should be continued on a regular basis. The goal of the meeting was to explore the options for a ladder or steps toward a stable peace in an independent, unified Afghanistan that would reflect the values, including Islamic values, of the people of Afghanistan, while recognizing the diversity of the Afghans. Discussions showed that there were many shared concerns. These areas of commonality create opportunities for progress. Dialogue is needed to determine the steps forward to addressing these concerns. 1. Peace is an urgent need. Decades of war that have been imposed on Afghanistan, have had a devastating impact on all Afghans. People are waiting impatiently for peace. If progress is not made soon, many fear the country may face other threats that might further complicate the process. 2. Military confrontation must end. The sovereignty of Afghanistan and the desired peace and stability will ultimately be achieved via political cooperation within a framework of legitimacy established by an appropriate constitution. Foreign troops must eventually leave Afghanistan. 3. Some participants believe that the Constitution should be amended, while others believe that the constitution should be substantially rewritten. Concrete proposals should be discussed in detail in future meetings. 4. Outside forces should not control the politics of Afghanistan. Instead, international technical, economic and cultural cooperation should be promoted. 5. The freedom for all parties to discuss the path to peace needs to be ensured from now on. The highest priority in this regard is enabling all sides to sit together. Blacklists should be eliminated and freedom of movement should be guaranteed. Visas should be facilitated for those to attend such discussions. All agreed that the Taliban should have an office and an address. 6. To foster dialogue among all parties, some participants invoked Afghanistan’s long-established tradition of the Jirga. A peace Jirga of credible, impartial Afghans could be convened, perhaps drawn from participants at this conference. Other institutions, such as Pugwash, could also provide a forum, but Afghans must lead. It was pointed out that the Doha dialogue and its follow-ups do not interfere with the current quadrilateral talks. 7. A ceasefire should be part of negotiations. 8. The protection of civilians and an end to civilian casualties are shared goals and high priorities. The recent increase in civilian casualty rates, including the heavy toll on children and women, was noted. All sides should ensure accountability and the prosecution of abuses. 9. Constitutional issues are of primary concern and need to be discussed in specific detail. Afghanistan should have an Islamic government. According to some participants, the present constitution needs to be changed, provided that it be based on Islam and enforce national sovereignty. A fundamental concern is that any constitution should ensure there will be no monopoly of power and no discrimination against people with different religions and backgrounds. 10. It was noted that peace can create a better environment for economic development, which will benefit all the people of Afghanistan. The role of civil society, freedom of expression, and education according to Islamic principles in achieving these goals was agreed. 11. The activities that are performed under the name of Daesh in Afghanistan are a foreign phenomenon and are rejected by the Afghan people. 12. All emphasize the need to uphold the rights of women, and to end violence against women. Some believe these points need to be very clearly defined, and in particular to provide guarantees regarding women’s rights. There should be increased accountability for human rights abuses. 13. Health and education issues are a priority independent of the various political positions. 14. Protection of public properties such as schools, medical facilities, and the country’s infrastructure is essential. People who commit crimes against them should be prosecuted. 15. There is the need to address the devastation to society from past decades. Drugs, high unemployment and corruption have all taken a high toll on Afghan society. Gains that have been made in terms of increased life expectancy, increased access to health and education, and improvements to the economic structures should be maintained. 16. Threats to society from remnants of war, including unexploded ordnance, must be addressed. 17. All sides share the desire for future engagement with the outside world, and welcome friendship and cooperation with the international community based on mutual respect. Support from the international community in helping to build up Afghanistan, including its roads and schools, will be welcomed by all sides. 18. Participants expressed the strong desire of continuing the series of meetings like the two recent Pugwash meetings in Doha.
