261. The UK’s potential role in enabling EU–NATO cooperation after Brexit

Abstract:
The United Kingdom, having expressed interest in a strong EU–UK security partnership and having indicated that, if anything, its commitment to NATO will be even stronger after Brexit, has an opportunity to be a leader and facilitator in the context of EU–NATO cooperation in meeting emerging threats. Several of the priority areas and action items defined by these two organisations, following a declaration to enhance their cooperation at NATO’s 2016 Warsaw Summit, play to the UK’s strengths: To increase the level of cooperation between the EU and NATO, and in order to implement the cooperation agenda, the UK should invest both financially and in terms of personnel, via voluntary national contributions to NATO. The UK taking on a leadership role in the area of inter-organisational cooperation would signal to EU partners that stronger support for NATO is not intended to weaken EU initiatives; it is an opportunity to stress the complementary nature of EU and NATO capabilities. Given its limited resources, the UK could, in effect, use engagement in EU–NATO cooperation to hedge its bets on both organisations. Stronger support for NATO can directly benefit the EU’s security and defence initiatives, while making sure that cooperation results in added value in both multinational frameworks, rather than fostering institutional competition.

Abstract:
he ability of the European Union to act in defence, today and in the future, is an important reference point in the debate about EU strategic autonomy in the context of Brexit. The EU has set itself a military level of ambition. Under the heading of the Common Security and Defence Policy (CSDP), EU member states want to be able to conduct a range of military operations. Together with the German Council on Foreign Relations (DGAP), this study assesses to what extent the EU is able to fulfil this level of ambition, today and with an outlook towards 2030. The IISS and DGAP have developed policy-compliant scenarios to assess where possible capability shortfalls lie. Our findings benchmark existing and future EU member state capabilities against the force requirements the EU level of ambition generates.

263. China’s pursuit of advanced dual-use technologies

Abstract:
In its quest to become a global ‘science and tech superpower’ and to build a strong military that can fight and win wars, China has embarked on a major process to achieve civil–military integration (CMI) and develop advanced dual-use technologies. Using various methods both to promote indigenous innovation and to access foreign technology and know-how, China’s goal is to leapfrog the United States and Europe and achieve dominance in these technologies, which will have major civilian and military implications in the future. The EU does not have strong, coordinated strategies to promote the development of indigenous dual-use technologies or to protect Europe’s indigenous innovation. As a result of this patchwork regime, China is either catching up to, or surpassing, European capabilities regarding most of these technologies through a ‘whole-of-government’ regulatory framework and financial investment, as well as by accessing European innovation and technology through a variety of means. For Europe, the incentive to keep up with China’s progress in these technologies, and to protect its own innovation in this field, is one with military, but also commercial and economic, imperatives. At a time when China is increasing its commitment to this process of developing advanced, dual-use technologies, it is high time for Europe to think strategically and take action to leverage its own competitive advantages.

264. The Gulf Monarchies' Armed Forces at the Crossroads

Abstract:
Something is happening with the military forces of the Arab monarchies in the Gulf. Traditionally, the armed forces of the Gulf monarchies played an incidental role when it comes to securing the states. The ultimate fighting power of the monarchies was relatively unimportant; rather, the monarchies’ security was derived from international relations that were sometimes founded on, and often sustained and fed by, ongoing military sales. But, for some monarchies at least, this is changing. Saudi Arabia and the UAE are now deploying their own forces in hitherto unseen kinetic ways, as in Yemen, indicating that they genuinely seek their own fighting power. In the midst of the Gulf crisis, Qatar has doubled down on defense procurement both to boost its military and to increase its international entanglements. Meanwhile, Oman and Kuwait continue their methodical military procurement, as is Bahrain, in addition to assiduously following Saudi Arabia’s regional policies to boost relations with Riyadh.

265. From Meseberg to Nowhere? A Franco-German Impetus for the Eurozone

Abstract:
This study analyses the joint efforts by France and Germany to bring about a comprehensive reform of the European currency union. These efforts culminated in the joint Meseberg Declaration adopted in June 2018. The article contextualises these efforts with respect to the reforms realised so far and the different reform options at hand. Besides questions of economic viability and institutional deficits, the article tackles issues of political feasibility. “From Meseberg to nowhere” was the prognosis given by Werner Mussler, economic correspondent for the Frankfurter Allgemeine Zeitung in Brussels. Commenting on the outlook for the joint declaration by the French President and German Chancellor on 19 June, following protracted negotiations at the German Government's official guest house at Schloss Meseberg, near Berlin, the journalist was critical of both the compromises it contained on strengthening the euro area and the chances of these ever being implemented. There is no question that the negotiations on the development of the euro area come at a difficult time. However, there are still good grounds for reaching a different conclusion. Both valid economic and political reasons can be found for the reforms proposed in the declaration, the details of which have yet to be developed. Anyone broaching the subject realistically knows that negotiations on economic and monetary union have always been challenging, due to differing concepts of economic policy and divergent economic needs and interests. At the same time, the two figures responsible for the Meseberg Declaration are both exceptional political personalities whom have shown in the past that they can cope with difficult negotiations, and can achieve remarkable results – on condition that Angela Merkel remains in office.

266. The NATO/US-Turkey-Russia Strategic Triangle: Challenges Ahead

Abstract:
Turkey and NATO are experiencing a mutual crisis of confidence. Turkish policy makers lack confidence in NATO guarantees and fear abandonment—both prominent historical concerns. At the same time, policy makers within the alliance have begun to question Turkey’s intentions and future strategic orientation, and how well they align with NATO’s. One important factor contributing to this mistrust is Turkey’s recent dealings with Russia. Turkey is trying to contain Russian military expansion in the Black Sea and Syria by calling for a stronger NATO presence at the same time that is seeking to diversify its security strategy by improving ties with Russia and reducing its dependence on the United States and NATO. Turkey’s contradictory stance is no more apparent than in its evolving policy regarding the Syrian civil war. The threat topography of NATO’s southern flank reflects a complex web of state and non-state actors involved in asymmetric warfare. The Turkish shoot down of a Russian jet in 2015 highlighted the complexity and helped to precipitate military dialogue between NATO and Russia in Syria. Since then, Russian President Vladimir Putin and Turkish President Tayyip Erdogan seem to have overcome their strategic differences in their preferred outcome for Syria and have de-escalated the tensions following several rounds of peace talks headed by Russia, Turkey, and Iran and involving some, but not all, factions involved in the Syrian conflict. Yet several important questions about Turkish security policy and its impact on Turkish-U.S./NATO relations remain. What are the security implications of Turkey’s military actions on the southern flank? How is the continued fight against extremism in the region, including ISIS, likely to affect relations? And how should the West respond to Turkey’s security ties with Russia, including the Russian sale of advance military equipment to Ankara? The answers to all of these questions depend in part on whether Turkey’s behavior with Russia in Syria is a tactical move or a strategic shift away from NATO. Understanding these dynamics is key to devising policies and actions to minimize security risks between the U.S., NATO, and Russia. This paper argues that Turkey has economic and political interests in developing closer relations with Russia, but that these interests are not as strong as Turkey’s strategic alliance with the West, and NATO in particular. Turkish policymakers, who lack confidence in NATO, are pursuing short-term security interests in Syria as a way to leverage Western acquiescence to their interests regarding the Kurdish populations in Syria and Iraq. These objectives, however, are not aligned with Russia’s security objectives and do not add up to a sustainable long-term regional security strategy. In the short term, Turkey’s contradictory approaches to relations with NATO and Russia are likely to lead to ambiguity and confusion in the regional security architecture, with Syria being the most visible example of this disarray. To combat this approach, U.S. leadership and NATO should work to convince Turkey that the alliance takes Turkish security concerns in Syria seriously and to minimize the risks of Turkey’s acts as a spoiler in the region. For instance, addressing Turkish concerns over Washington’s arming of the Kurdish rebel group, the YPG, in northern Syria, will go a long way to resolving the key issue motivating Turkey’s decision to partner with Russia.

Abstract:
India’s rise and consequent role in global politics has oscillated amid terms like emerging power, regional power, global power, and a would-be great power. Primarily pursuing soft power strategies in its immediate and extended region since the Cold War years and earlier, India was and continues to be known for maintaining a policy of strategic autonomy balancing relations with major powers/power blocs. Contrary to the years of the Cold War and immediate post-Cold War period, when it was labeled being rather disinclined to project itself as a power to reckon with, India appears inching, albeit very gradually, toward staking that claim. In doing so, New Delhi is inclined and determined towards forging ‘strategic partnerships’ that are pragmatic and remain best-suited to Indian national interests, based on converging partnerships with shared interests and goals. With dividends such as growing demographic, economic, political, and military status, New Delhi can be described as taking baby steps towards cementing its place as a rising power in the evolving world order. This world order also witnesses the momentous emergence of Chinese military and political power and nearly concurrent decline of America’s policy-oriented and strategic weight to confront China’s rise, especially across the Indo-Pacific. It is this remodeled multipolar architecture which has been instrumental in goading India to employ its distinct blend of hard and soft power, with the objective that its stature and role will not end up being merely tangential.

Abstract:
This article examines the goals, methods, and implications of regional organizations founded and dominated by autocracies—including the Commonwealth of Independent States (spearheaded by Russia), Shanghai Cooperation Organization (China), Bolivarian Alliance for the Peoples of Our America (Venezuela), and Gulf Cooperation Council (Saudi Arabia). It shows the role that these organizations play in preserving and promoting autocracy and the different tools they use for this purpose: rhetorical endorsement; the redistribution of resources to support weaker authoritarian states; and even military interventions to suppress revolution. The existence of authoritarian regionalism poses an important challenge for Western states and institutions in democracy promotion around the world.

Today, Egypt’s relationship with NATO remains marginal with many challenges affecting the pros- pects of closer ties. In 2014, NATO and Egypt signed an Individual Partnership and Cooperation Programme (IPCP), and NATO has since pro- vided some support in the field of demining and training. In this context, and at a time when the Alliance’s goal is to project stability in its southern neighbourhood, with efforts being undertaken to increase engagement with countries in the Middle East and North Africa (MENA) region, there are areas where NATO and Egypt’s interests overlap offering the potential for closer cooperation.

270. The Great War legacy for NATO

On 11 November commemorations occurred throughout North West Europe and the British Commonwealth, marking the hundredth anniversary of the Armistice that ended the First World War. A significant commemoration was held in the city of Mons, Belgium, location of Supreme Headquarters Allied Powers Europe (SHAPE), and another in Brussels, location of NATO Headquarters. Many attending these commemorations will have had little knowledge of the direct link between the events of 11 November 1918 and the structure and workings of the Alliance today. This Policy Brief seeks to reveal this legacy by explaining the First World War origins of the North Atlantic Council, Military Committee, Alliance committee structure and the importance of the principles behind supreme command, summit consultations and consensus. These entities and practices, essential to the institutional design and culture of NATO, were established at the inception of the Alliance by civilian and military leaders who had participated in the Second World War and who knew their value to the maintenance of Alliance cohesion, and their importance to effective strategy formulation. These same leaders had derived their knowledge directly from the lessons learned during the final stages of what was supposed to be “the war to end all wars”.
