Abstract:
A successful offensive by Syrian rebels in December this year led to the fall of one of the most brutal modern regimes. Most Syrians have welcomed the end of Bashar al-Assad’s rule, although divisions within the opposition forces pose a risk to Syria’s potential stability after 13 years of civil war. To reduce them, international assistance is needed to rebuild Syrian institutions and to help hold accountable those regime members responsible for war crimes and crimes against humanity.

Abstract:
Germany is known for its family-owned businesses that transfer ownership across generations. However, business owners in Germany increasingly envision selling their business beyond the family, which fundamentally changes the institutionalized way private ownership of businesses is transferred. In this paper, we analyze and explain this fundamental change in German family capitalism since the 1990s. Drawing on a sociology of ownership, we view family succession as a transfer regime and show how this regime has been problematized and gradually reframed. Based on analysis of a rich corpus of documents, archival materials, and twenty-seven expert interviews, we show how a new transfer regime – the exit regime – emerges, which coordinates ownership transfer among founders through matchmaking. Our study contributes to research on family capitalism and succession by demonstrating how family capital moves toward the financial sector without becoming financial capital as it loses the family and gains the founder as personalized points of reference.

Abstract:
Reflecting on the ‘farcical retreat from Afghanistan’ back in August 2021, Henrik Larsen discusses the need for a reckoning within US foreign policy and that of its NATO Allies. To focus on the other challenges to transatlantic security with a sense of integrity, these states must come to grips with their failed regime change agenda over the past 20 years. Afghanistan was the first of their interventions in the Greater Middle East since 2001, alongside Iraq, Libya, and Syria, that obscured the pursuit of realistic objectives and prioritised (liberal) ideals that proved to be detached from the local realities. In the wake of NATO’s new Strategic Concept for 2030 and beyond, this Strategic Update seeks to analyse the options for policy in the Middle East going forward.

Abstract:
The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of “protection” and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.

6. The Economic Impact of Political Instability and Mass Civil Protest

Abstract:
An extensive literature has examined the economic effects of non-violent political instability events. Nonetheless, the issue of whether economies react differently over time to such events remains largely unexplored. Using synthetic control methodology, which constructs a counterfactual in the absence of political instability, we estimate the output effect of 38 regime crises in the period 1970-2011. A crucial factor is whether crises are accompanied by mass civil protest. In the crises accompanied by mass civil protest, there is typically an immediate fall in output which is never recovered in the subsequent five years. In crises unaccompanied by protest, there are usually no significant effects. Furthermore, this paper provides new evidence that regime crises (with and without mass civil protest) have heterogeneous (country-specific) effects on output per capita.

Abstract:
After Venezuelan President Hugo Chávez’s death in 2013, then-Vice President Nicolás Maduro succeeded the late socialist leader, consolidating power amid rampant economic mismanagement and increasing violence and deprivation. Venezuela’s authoritarian slide accelerated under Maduro’s rule. Electoral fraud, crackdowns on opposition figures, and human rights abuses hardened U.S. resolve to apply pressure to change Caracas’ policies. President Trump reportedly discussed using U.S. military force to oust Maduro in 2019 but pursued non-military regime change instead, increasing economic and diplomatic pressure in the false hope the Venezuelan leader would vacate his office. President Biden has continued this policy. The U.S. objective remains: (1) to delegitimize and push out Maduro as the country’s leader and (2) put pressure on Venezuela’s economy to force Caracas into reinstituting democracy.

Fletcher Security Review (FSR): Dr. Gordon, it’s a pleasure to introduce you to our audience. Your new book, Losing the Long Game: The False Promise of Regime Change in the Middle East, is fascinating and we are excited to hear about it. To get us started, could you briefly describe your argument? Philip Gordon (PG): In briefest form, as the title of the book indicates, the argument is that regime change in the Middle East doesn’t turn out very well. I’ll just unpack that a little bit. First, by “regime change” what I’m talking about is when the United States sets out as a matter of policy to bring about a different government and political system in a country for whatever reason. It’s not when it happens naturally or internally. We have to have it as a policy and we have to do something about it. It turns out that we’ve done this fairly regularly in the post-World War II period. In fact, we’ve done it on average about once per decade. In the book, I look back all the way to the first time in 1953, to the CIA-backed coup in Iran, and look at all the episodes for the track record. I started thinking about this in particular as the Trump administration was pivoting towards what looked like a regime-change policy in Iran. It wasn’t their official, announced policy, but it looks like that’s what they were trying to achieve in Iran. That led me to think more about the track record: when have we done this before, why have we done it, and how it has turned out?...

The Trump administration’s unprecedented “maximum pressure” campaign has so far failed to result in a breakthrough in the long-running US-Iran standoff. This simple reality leaves the US with very few fresh policy options as Washington looks to navigate the various challenges it considers the Islamic Republic to pose to American interests. Among remaining untested policy options is the idea that the United States should commit to pursue a policy of regime change in Tehran. This should be led by a combination of efforts spearheaded by American intelligence services. Advocates of such a policy course favor this path as they see no realistic chance for any kind of deal with the Islamist ruling class in Tehran. The rapid-fire overthrow of the theocratic Taliban regime in Afghanistan (2001) and Saddam Hussein’s Baathist dictatorship in Iraq (2003) by the United States—and the disastrous aftermaths of those and other recent interventions (such as the ouster of Libya’s Muammar el-Qaddafi in 2011)— has sparked popular and scholarly interest in the causes and consequences of foreign-imposed regime change (FIRC). One of the enduring puzzles about FIRCs is that, as highlighted in Melissa Willard-Foster’s terrific book Toppling Foreign Governments, three-quarters of them are carried out by great powers against minor powers in situations of extreme power asymmetry. “Though this asymmetry of power makes an imposed change feasible,” writes Willard-Foster, a political scientist at the University of Vermont, “it should also make that change unnecessary” because “militarily weak leaders who are bereft of allies should back down when confronted by stronger states” (pp. 2–3). The 133 regime changes in Willard-Foster’s study, however, testify that the weak regularly defy the strong—and pay the price for it.
