Abstract:
Although the euro has survived the most severe phase of the current crisis, its future is still uncertain. The fate of the common currency will depend not only on the condition of the European economy, but also the priorities of its biggest player—Germany. So far that country has been strong enough to enforce its own vision of integration based on neoliberal reforms and austerity measures. Since the side effects of this prescription have been rising costs and risks, Berlin's new government will consider a range of different solutions, including in extremis a controlled and partial break-up of the Eurozone. For Poland, this volatility creates a challenging environment with risks, but also creates chances for Warsaw to increase its influence over the evolution of EU integration in this field.

Abstract:
Turkey's 1982 Constitution does not reflect the values of modern constitutionalism. Originally, the Constitution maintained a state-centered, authoritarian character and failed to meet society's expectations. Pro-reform parties sought to replace the Constitution to address various societal demands. The AK Party also identified the drafting of a new Constitution as a primary objective and attempted thirteen amendments. There were two main motivations behind the amendments: Turkey's EU membership bid and frequent constitutional crises. In this sense, the amendments promoted individual rights and liberties in Turkey. The Constitution today is a legal text that underwent major changes over the years to establish more effective safeguarding mechanisms for individual rights and liberties. Turkey's need for a new constitution, however, remains alive.

Abstract:
Reactions to the Chinese Communist Party's announcement of major economic reforms in November have ranged from unbridled optimism to skepticism about the party's ability to implement sweeping change. In fact, the reforms themselves are flawed in multiple ways-most are inauthentic, uncredible, or nonviable. However, the areas of land and finance offer more limited prospects for true reform. The primary means of judging reform progress should be progress in reducing excess capacity. The most likely outcome is that the party will claim success but the economy will slowly stagnate, harming China's partners.

Abstract:
Proponents of liberalized trade and finance were relieved when the global economic crisis in 2008 produced a broad range of pledges from countries around the world to avoid new barriers to trade and investment (see Evenett 2013). These promises, designed to avert a replay of the Great Depression of the 1930s, were largely honored when it came to classic forms of protection (tariffs and quotas). But the spirit of that pledge was violated as countries shifted from traditional forms of protection to behind-the-border nontariff barriers (NTBs), including local content requirements (LCRs)—policies mandating that local suppliers of goods, services, and even entire projects be favored by governments and private firms, even when foreign firms offer lower costs, better quality, and faster delivery.

Reforms of the financial system in the wake of the global financial crisis are incomplete. Beyond reforms, good judgment is essential in a crisis. Short-termism in finance cannot be completely controlled by regulation and supervision. Financial crises are inevitable but need not be as virulent at the global financial crisis. Central banks will have to rethink their policies and how they interact with other agencies partially responsible for maintaining financial system stability.

Abstract:
Securing CBI has become best practice in global governance. Both the political and economic literatures suggest that CBI facilitates price stability, promotes transparency to citizens and provides accountability toward the public good. CBI is also credited with protecting the economic and financial system from the trappings of regulatory capture. In addition, a number of scholars have argued that CBI is correlated with positive policy outcomes, including balanced long- term economic growth, stable financial markets and a reduced likelihood of publicly funded financial institution bailouts. Moreover, some have suggested that CBI is important for fostering a healthy liberal democracy. As global markets have become increasingly integrated and interdependent, securing CBI is also considered a domestic, regional and global public good.

Arts Innovator: Andrea Baranenko, Venezuela Latin America is moving forward, but Venezuela is moving in the opposite direction,” says Andrea Baranenko, a 28-year-old Venezuelan filmmaker whose recent documentary, Yo Indocumentada (I, Undocumented), exposes the struggles of transgender people in her native country. The film, Baranenko's first feature-length production, tells the story of three Venezuelan women fighting for their right to have an identity. Tamara Adrián, 58, is a lawyer; Desirée Pérez, 46, is a hairdresser; and Victoria González, 27, has been a visual arts student since 2009. These women share more than their nationality: they all carry IDs with masculine names that don't correspond to their actual identities. They're transgender women, who long ago assumed their gender and now defend it in a homophobic and transphobic society.

E-Commerce: Easing Cross-Border E-Commerce BY KENT ALLEN The age of digital commerce is dawning in Latin America, with cross-border marketers looking to the 2014 World Cup and 2016 Olympics in Brazil as opportunities to connect with online shoppers. Will the region capitalize on its e-commerce potential? The cross-border e-commerce math is simple. More online traffic means more sales opportunities, especially for digitally savvy brands from the U.S. and United Kingdom. The number of Latin Americans accessing the Internet jumped 12 percent last year, and mobile traffic is on the rise too. From July 2011 to July 2012, Flurry Analytics reports that four of the 10 fastest growing iOS and Android markets, as measured by the number of active devices, were in the Americas: Chile (279 percent); Brazil (220 percent); Argentina (217 percent); and Mexico (193 percent). Federico Torres, CEO of Traetelo, a cross-border marketplace solely focused on Latin America, explained why the region's future is digital at the June 2013 Chicago Internet Retailer Conference and Exhibition, the world's largest e-commerce conference. According to Traetelo, Chile (27 percent growth), Mexico (19 percent) and Brazil (19 percent) were among the five fastest-growing e-commerce markets in the world last year. “Three-quarters of Latin America shoppers find the products they search for on U.S. e-commerce sites,” said Torres.

Blogging the Revolution: Caracas Chronicles and the Hugo Chávez Era by Francisco Toro and Juan Cristobal Nagel BY JOSÉ DE CÓRDOBA Venezuela has been on a wild ride since Hugo Chávez was elected president in 1998. Now that the Comandante—as he liked to be called—has left us, things could get loonier a lot faster. That's one reason why Caracas Chronicles, an English-language blog that has provided a running narration since 2002 of the Chávez era, will continue to be an indispensable tool of analysis and information for addicts of the Chávez story—a story that so far has managed to outlive the flamboyant president. With the death of Chávez and his spectacular funeral still fresh in the collective memory, the publication of Blogging the Revolution: Caracas Chronicles and the Hugo Chávez Era, a compilation of some of the blog's best postings, is well timed. The Arab Spring, which took root in Tunisia and Egypt in the beginning of 2011 and gradually spread to other countries in the southern Mediterranean, highlighted the importance of private-sector development, job creation, improved governance and a more equitable distribution of economic opportunities. The developments led to domestic and international demands on the governments in the region to implement the reforms needed to enhance business and investment conditions, modernise their economies and support the development of enterprises.
