Abstract:
The Marshall Plan is a source of inspiration and a fountain of hope for Ukraine’s recovery; evoking it is a marker of ambition. Yet, it cannot be a template for the international aspiration to help rebuild the country. A plan for Ukraine needs to take a 21st century shape. In the late 1940s, there was one hegemon and a set of newly built institutions to aid more than a dozen ailing current and future allies. Today, many countries are needed to help one. This necessitates utilizing and adapting existing aid mechanisms.

The unequivocal answer to this question is “yes,” but it is essential to draw upon historical and inspirational lessons from the Marshall Plan to ensure the reconstruction and long-term economic recovery of Ukraine succeeds.

Abstract:
Twenty years since the adoption of the United Nations Security Council Resolution 1325 (UNSC 1325) on Women, Peace and Security (WPS), women remain underrepresented in peace processes. This underrepresentation has far-reaching consequences for the lives of many women and girls in post-conflict countries. The low participation of women in peacemaking and formal peace negotiations calls into question the legitimacy of the process itself, and the evidence shows that the lack of women’s meaningful inclusion at the peace table leads to less representation during peacebuilding actions. To address this persistent exclusion and to ensure opportunities for societies to become more gender-equal are not lost, there has been a rapid emergence of regional and international Women Mediator Networks (WMNs). Comprised of a diverse group of women from various backgrounds and with different expertise and experience, these networks have the potential to be a transformative mechanism for achieving the goals outlined in the WPS Agenda. Analysing the emergence of WMNs and their potential to rejuvenate the implementation of the WPS project, this Policy and Practice Brief (PPB) seeks to answer the following questions: Why are more WMNs emerging? What impact will these networks have? Where do they fit into the existing global framework and how do they engage with this framework?

24. Landmines: The Local Effects of Demining

Abstract:
Anti-personnel landmines are one of the main causes of civilian victimization in conflict-affected areas and a significant obstacle for post-war reconstruction. Demining campaigns are therefore a promising policy instrument to promote long-term development. We argue that the economic and social effects of demining are not unambiguously positive. Demining may have unintended negative consequences if it takes place while conflicts are ongoing, or if they do not lead to full clearance. Using highly disaggregated data on demining operations in Colombia from 2004 to 2019, and exploiting the staggered fashion of demining activity, we find that post-conflict humanitarian demining generates economic growth (measured with nighttime light density) and increases students’ performance in test scores. In contrast, economic activity does not react to post-conflict demining events carried out during military operations, and it decreases if demining takes place while the conflict is ongoing. Rather, demining events that result from military operations are more likely to exacerbate extractive activities.

25. Wartime Violence, Collective Grievances and Post-Conflict Protests

Abstract:
The immediate aftermath of civil wars is a period prone to heightened contention: Political decisions about the distribution of aid or power, for example, can deepen social fault lines and in some instances even result in violent unrest. Yet despite its relevance, our knowledge on the drivers for individual participation in post-conflict contentious activism remains limited. Previous research has found particularly wartime experiences to affect political and social behaviour of individuals in the post-conflict period. Based on these findings, I argue that exposure to civil war violence increases the likelihood for individuals to participate in post-war protests. Moreover, I conjecture that this effect can be explained with the reinforcement of group-based grievances. Using survey data from the Afrobarometer collected shortly after the end of the Ugandan civil war in 2008, I find support for the argument: Results from linear probability models show a consistent and robust relationship between county-level war violence and the likelihood to participate in protests. An additional analysis with a novel measure of group-level exposure and a causal mediation analysis furthermore corroborate the assumed mechanism.

Experts suggest that a police force should closely reflect its state’s constitution and its societal fabric.1 It follows, therefore, that the design of a new policing system or the reform of an old one will be affected by the ideas and the realities of power within the state and by the nature of its society. Nowhere are these principles more visible than in the reconstruction of a post–conflict country. The underlying assumption in such situations is that police reform is a fundamental element of conflict management because a police force, supported by society, can mitigate insecurity and play a significant part in the economic and political development of a country.2 This assumption has one fundamental flaw. For a police force to help deliver security and development in a post–conflict situation, there should exist at least a modicum of security and economic and political development. This “chicken and egg” situation is most starkly evident in the attempts to reform the police service following the U.S.-led invasion of Iraq in 2003. The security sector reform programs in Iraq, of which police reform is a component, not only challenge some assumptions upon which international development is based, but also provide potential insights into the relationship between the police, power, economic security, and society in general. These relationships could also apply to developed countries as their political and eco- nomic systems are challenged or changed by global events.

27. An Institutional Framework for Post-Conflict Reconstruction in Yemen

Abstract:
Previous reconstruction efforts in Yemen following conflict or natural disaster have suffered from lack of coordination with and unrealistic expectations from international donors, as well as the Yemeni government’s limited capacity for aid absorption and project implementation; as a result, there was little tangible long-term impact. In light of lessons learned from similar post-conflict contexts and Yemen’s own history of reconstruction efforts, this policy brief proposes an institutional structure for a future reconstruction process in Yemen: a permanent, independent, public reconstruction authority that empowers and coordinates the work of local reconstruction offices, established at the local level in areas affected by conflict or natural disasters. This proposal does not arise only from these lessons learned, but also from the immediate need for such an institution to begin planning and implementing reconstruction work to the greatest extent possible. This reconstruction authority should have a clear mandate to manage all tasks required in reconstruction following the current conflict, but also future crises. Its board of directors should include a range of stakeholders and should be chaired by a deputy prime minister for reconstruction to ensure it has the highest level of support. It should take an inclusive, multi-level, mixed institutional approach, have a clear long-term plan for building state capacity, and establish its own monitoring and evaluation unit to demonstrate a commitment to transparency. Most importantly, it should establish a clear framework for working closely with all stakeholders.

Abstract:
We investigate the impact of competition between legal regimes on the number of authoritative acts and amount of fines occurring in rural Sierra Leone. We model state and traditional legal systems as competing authorities with a potential for overlap in their jurisdictions. We are interested in the sign and magnitude of the legal pluralism externality in this region of overlapping authority. We then test the model and estimate the size of the externality coefficient in the context of post-conflict Sierra Leone. Our results show a negative externality between regimes for civil disputes—that is, an increase in the cost of apprehending a person. We also show that there is a reduction in the amount of fines per dispute collected in this shared space. Overall, this indicates that a potential benefit to the local people from multiple competing regimes is a reduction in expected authoritative expropriation.

Abstract:
The focus of research on the Niger Delta has shifted considerably from the large-scale violence affecting the region, to the effects of the post-amnesty era which followed the introduction of the Presidential Amnesty Programme (PAP) by the government in 2009. Unfortunately, the emergent literature on the amnesty topic has been pessimistic in its reductionist assessment of the whole programme as a mere ‘cash-for-peace’ or ‘settlement’ exercise which can only lead to a fragile peace in the Niger Delta. This paper, being a product of an in-depth investigation of the programme through direct observations and field interviews, presents a different perspective. The paper demonstrates the capacity of the amnesty programme to facilitate and sustain peace in the troubled Niger Delta, with specific focus on the reintegration aspect of the PAP. The paper shows that the reintegration programme has recorded some positive progress which has not been well captured in the literature. Indeed, these achievements are a clear sign of the potential of the PAP to bring about a lasting peace in the Niger Delta. Furthermore, the paper analyses the current challenges bedevilling the programme. Following the highlighted challenges, the paper offers recommendations on how the reintegration programme can be properly utilised to sustain peace in the Niger Delta.

Abstract:
Post-conflict societies are in a fragile state in which social cohesion needs to be gradually rebuilt. One of the tools employed to restore social cohesion in a fragile society is the organisation of a national dialogue which would allow most, if not all, of society’s political and civil society actors to air their grievances and make concrete recommendations for the long-lasting resolution of conflict. In the MENA region, both Tunisia and Yemen have organised national dialogues after the Arab Spring with different results. This article uses Jane Jenson’s model on social cohesion to determine why Tunisia’s national dialogue has been more successful than Yemen’s in bringing about social cohesion.
