Abstract:
African leaders’ adherence to constitutional term limits is a key component of institutionalizing predictable norms of democratic succession. Progress toward establishing this norm has been mixed, however. While a number of African countries have succeeded in upholding term limits over the past two decades, leaders in more than 20 countries effectively do not face restrictions on their time in power.

Abstract:
Since its first incumbency after the 2002 general elections Turkish politics has witnessed considerable changes in the policies of the AKP in economic and political realms. Academics have tried to understand the nature and possible causes of these policy changes mostly focusing on the electoral concerns. This study provides a different dimension to the debate by focusing on the party organization as a possible dynamic preventing / enabling this kind of a policy change. As such, it relates the policy changes of the AKP to the changes in the inner structure of the party organization. This kind of change is tracked through the analysis of the social and political backgrounds of the members of the party's main decision organ-the Central Decision and Administrative Committee.

Abstract:
With all eyes on western Syria, developments in eastern Syria, which is populated mainly by tribal communities, will be just as important for the country’s future. Numerous parties involved in Syria’s conflict—including the Assad regime, radical Islamists, Turkey, and the Kurds—have sought to integrate tribal leaders into their political agendas, believing their tribes would follow. However, these leaders no longer have the authority they once did. Syria’s conflict has forced tribal communities to turn inwards, and such localization has further undermined tribal solidarities.

14. Beyond Liberal Peace: Transcending Elite Pacts and Militarized Politics in South Sudan

The ongoing civil war in South Sudan was triggered by factionalism within the Sudan People’s Liberation Movement (SPLM), reflecting deep divisions and structural challenges within the South Sudanese elite and the state. Despite regional and international efforts at peacemaking and the signing of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCISS) in August 2015, there remain episodes of conflict. This brief calls for a renewed political process that seeks to address the multiple levels of conflict, true reconciliation, and cooperation through recognition of mutual interests among emerging South Sudanese elites, and between them and the people through greater inclusivity in national dialogues and governance structures.

Abstract:
For many economists government intervention is linked to low levels of interpersonal trust and corruption, while, on the contrary, for many political scientists, government intervention is associ- ated to high trust and low corruption. The goal of this paper is to reconcile these contrasting find ings by distinguishing the differing effects of trust over two alternative types of government intervention: regulation and taxation. Low-trust individuals demand more governmental regulation but less government taxation. We test the hypotheses by focusing on a particular policy – i.e. environmental policy – where governments use different mixes of regulatory and tax mechanisms, and for which we have data on both trust in others (interpersonal trust) and trust in public institutions (in- stitutional trust). The main finding is that those individuals with low trust (both interpersonal and institutional trust) tend to demand, ceteris paribus, more governmental regulation of the environ- ment and, but are less inclined to pay higher taxes to protect the environment. We also find that the effect of institutional trust is stronger than the effect of interpersonal trust, which puts previous studies in a perspective.

16. Geopolitics: An Overview of Concepts and Empirical Examples from International Relations

Abstract:
Geopolitical research is frequently portrayed as a dead end. To some scholars it appears that in the 21st century geography is largely scenery, all but irrelevant to the most important issues of grand strategy. This working paper aims to revitalise geopolitics, reflecting both on the critique of the subject and the strengths that have characterised it for more than a century. It is argued that geographical conditions constitute a set of opportunities and constraints, a structure that is independent of agency. General patterns and long-term processes can be aptly explained by this structure but geopolitics is not a theory of state behaviour or foreign policy. Understanding specific phenomena that occur in international relations therefore requires taking into consideration non-geographical factors. Such a combination of geographical and non-geographical factors provides sound explanations, as several examples demonstrate: China’s projection of power into the Indian Ocean, South Africa’s approach to the political crisis in Zimbabwe in 2008, Iran’s maritime strategy and the poor integration of Colombia and South America. Given that geopolitics is about analysing international relations (or politics) for its geographical content, all those committed to geopolitics should concentrate on the three guiding questions: Do geographical conditions influence the observed outcome? If yes, do geographical conditions influence the observed outcome significantly? If yes, how, meaning in combination with which other factors do geographical conditions influence the observed outcome?

17. External Authority - Compensation for Limited Statehood in the Provision of Collective Goods?

Abstract:
The vast majority of areas of limited statehood are subject to the authority of external actors, be it the IMF or regional organizations. These actors typically provide authority structures – institutions and rules – that are complementary or alternative to the state’s domestic authority structures. It is reasonable to assume that these external actors may either deliver collective goods directly, or the authority structures provided by them might work indirectly to that effect. In this paper, we systematically investigate whether external authority compensates for limited statehood with regard to collective goods provision. Our analysis shows that this is not the case. On the contrary, in fragile states with extremely limited or even absent statehood, the presence of external authority in domestic authority structures seems to have the opposite effect and is associated with poor collective goods provision.

Abstract:
Environmental issues have been on the international agenda for so long. However, International Relations (IR) theory acknowledged the environmental problem belatedly. When dealing with it, IR theory generally saw this problem as an annex to its central concerns. So, the environment as a research subject is considered either an issue of conflict or of cooperation from the perspectives of realism and liberal institutionalism respectively. By questioning this sort of consideration as a starting point, this article discusses the international environmental problem within the context of complexity and multiplicity of structural contradictions and overlapping and opposing interests of actors. The first section reveals the impasses of mainstream IR theory. The second section explores different aspects of the internationalization of the environment through a critical reassessment of state-centric understandings and problem-solving strategies. The interactions between national and international domains are also argued by employing normative environmental regulations. The last section examines the effects of corporations, states, international institutions and NGOs as main actors on the internationalization of the environment. This examination needs to take into consideration actor-structure relations. In other words, instead of separating politics from economics, and actors from capitalist structures at the domestic and international levels as does mainstream IR theory,

Abstract:
The origin and foundations of religious extremism in Pakistan are a byzantine mix of national, regional and international influences resulting in a complex scenario. The extremists have been multiplied as a result of improved organization, and comparative inaction of government to counter them. Muslim extremism at the global level has a variety of root causes. The Afghan war of the 1980s supported and assisted by the West as a proxy war against the Soviet Union, saw the appearance and promotion of pan-Islamic militancy. Islam as a religion was used to tie together masses, worldwide Muslim support. Since Pakistan‟s establishment as a distinct state in 1947, Pakistan has struggled with the connotation of its identity. General Zia, who tumbled the government of Z. A. Bhutto in 1977, used Islam to validate his rule. Extended military interferences in politics led to an insecure political system. Ethnic differences and nationalist movements further deteriorated it. In such surroundings, parties were estimated as the shields of national identity based on Islamic standards and temperate political forces were considered as an intimidation to Islamic identity of Pakistan.

20. From Renzi with Love: Italy’s Constitutional Referendum

Abstract:
Regardless of its outcome, the Italian constitutional referendum will affect Italy’s position within the EU. Prime Minister Matteo Renzi proposes to simplify the legislative process by stripping the Senate of most its role in the law-making process whilst boosting the power of the executive branch. Voters will have the opportunity to decide whether to approve or decline these substantial constitutional changes on December 4, 2016, in the third constitutional referendum of the country’s history. The aim of this paper is to analyse the proposed bill and offer a prognosis of both the outcomes of the referendum in terms of Italy’s position within the EU before the 60th anniversary of the Rome Treaty in March 2017.
