Next month is the 50th anniversary of the Bandung Conference, where Chinese Premier Zhou Enlai and Indonesian President Sukarno set out to carve a space for Asian and African countries based on principles of mutual interest, respect for national sovereignty and non-alignment with either the United States or the Soviet Union. In 1955, an economically and politically isolated China aspired to economic self-sufficiency through a closed, planned economy that was not dependent on imported food or other raw materials.

As a maritime power, China's naval developments remain an issue of intense interest for Western policymakers as its meteoric economic development paves the way for China's transformation as a major global power. In light of Beijing's quest to secure energy resources, its extensive maritime seaboard, and unresolved territorial disputes, Chinese naval interests deserve continued attention. Undoubtedly, the People's Liberation Army Navy's (PLAN) ability to adequately defend China's sea lines of communication (SLOCs) will be critical to protecting its overseas interests. Abstract:
If one theme characterizes Thailand's foreign policy, it is the ability to take advantage of the rivalries of larger powers. Skillfully avoiding occupation during various colonial enterprises, Thai foreign policy has cleverly sensed the prevailing winds and adapted accordingly. Thailand's close relationship with China – arguably one of the closest in Southeast Asia – sits alongside an alliance relationship with the United States. But the re-emergence of substantial independence sentiment in Thailand's southern provinces has now put Thai diplomacy to the test. Although there is no direct link, in a sense Thailand's separatist problem parallels China's own difficulties in Xinjiang. Thailand's latest challenge, this time domestic, finds that country sharing something of a similar strategic outlook to China.

The good news about the Taiwan Legislative Yuan elections last month, from the perspective of Beijing, Washington, and at least half of the Taiwan electorate, is that nothing will happen. Chen Shui-bian and his pan-green coalition remained a legislative minority, meaning a radical push ahead for more sovereignty – and the instabilities that might bring for cross-Strait relations – does not appear in the cards for now.

Increased competition and opposition participation in elections observed by The Carter Center in Liberia and Ethiopia marked progress for democracy in Africa in recent months. Ethiopia's May 2005 elections for national parliament, which gave citizens ademocratic choice for the first time, were sharply contested by opposition groups. In the Oct. 11 Liberian presidential and legislative elections, the country's first truly competitive elections in 25 years, 22 candidates vied for the presidency.

558. Measuring Risk: Political Risk Insurance Premiums and Domestic Political Institutions

Abstract:
There is a resurgence in the literature in political science on how political risk affects multinational corporations operating in emerging markets. Most existing studies suffer from data problems where researchers can only offer indirect evidence of the relationship between political institutions and political risk. In this paper I utilize a new data resource to explore how domestic institutions affect political risks for multinationals. Utilizing price data from political risk insurance agencies I test how domestic political institutions affect the premiums multinationals pay for coverage against 1) expropriations and contract disputes and 2) government restrictions on capital transactions. I find that constraints on politicians lead to marginally lower expropriation and transfer risks. Democracy, on the other hand, greatly reduces expropriation risk but has no impact on transfer risk.

559. Two-Level Theories and Fuzzy-Set Analysis

Abstract:
Two-level theories explain outcomes with causal variables at two levels of analysis that are systematically related to one another. Although many prominent scholars in the field of comparative analysis have developed two-level theories, the empirical and methodological issues that these theories raise have yet to be investigated. In this article, we explore different structures of two-level theories and consider the issues involved in testing these theories with fuzzy-set methods. We show that grasping the overall structure of two-level theories requires both specifying the particular type of relationship (i.e., causal, ontological, or substitutable) that exists between and within levels of analysis and specifying the logical linkages between levels in terms of necessary and sufficient conditions. We argue that for the purposes of testing these theories, fuzzy-set analysis provides a powerful set of tools. However, to realize this potential, investigators using fuzzy-set methods must be clear about the two-level structure of their theories from the onset. We illustrate these points through an empirical, fuzzy-set test of Skocpol's States and Social Revolutions.

560. The Dilemma of the Prisoners' Dilemmas

Abstract:
In a variety of social, economic, and political situations, the Prisoners' Dilemma (PD) game is the most studied of the 78 distinct binary games. When characterizing Olson's (1965) analysis of collective action, Russell Hardin (1982, Chapter 2) goes so far as equating all collective action problems to Prisoners' Dilemmas. Although a variety of game forms are now associated with collective action problems (Sandler 1992), there is no question that the PD game occupies a central place in the analysis of diverse social science phenomena. PD games are used to investigate arms races, treaty adherence, the tragedy of the commons, counterterrorism, logrolling, public good provision, altruism, boycotts, and many other issues.
