421. Back to the Future? Thoughts on the Political Economy of Expanding State Ownership in Russia

Abstract:
The period since early 2004 has seen a significant expansion of the direct role of the Russian state in owning and managing industrial assets, particularly in 'strategic sectors' of the economy, such as power-generation machines, aviation, oil and finance. Increasingly, policy seems to have been focused less on market reforms than on tightening the state's grip on the 'commanding heights' of the economy. Many factors have contributed to this shift – factional, ideological, geopolitical and conjunctural – and, as will be argued below, there is not one single process at work, but several. This paper seeks to understand what has been driving the expansion of state ownership in Russia over the recent past and what that expansion might imply for the future. Its central conclusion is that a great deal of the explanation for this trend is in fact structural. While press coverage and public discussion have largely focused on factional politics and the political conjuncture – particularly conflicts between the Kremlin and big business and rivalry among Kremlin 'clans' ahead of the Putin succession in 2008 – a deeper understanding of the growth of the state requires an examination of the interaction between state capacities and Russia's industrial structure.

Abstract:
I explore here the dialectic of formal and informal economy in the context of 'development' discourse over the last four decades. It would not be hard, in post-colonial Africa for example, to conceive of this dialectic as a war waged by the bureaucracy on the people, allowing informal economic practices to be portrayed as a kind of democratic resistance. Yet, however much we might endorse the political value of self-organized economic activities, there are tasks of large-scale co-ordination for which bureaucracy is well-suited; and the institution's origins were closely linked to aspirations for political equality, even if historical experience has undermined that expectation. So the task is not only to find practical ways of harnessing the complementary potential of bureaucracy and informality, but also to advance thinking about their dialectical movement.

On September 28, 2007, more than 60 leading experts on China's People's Liberation Army (PLA) convened at Carlisle Barracks, Pennsylvania, for a 2-day discussion on “The 'People' in the PLA: Re¬cruitment, Training, and Education in China's 80-Year-Old Military.” The 2007 PLA Conference, conducted by The National Bureau of Asian Research and the Strategic Studies Institute of the U.S. Army War College, sought to investigate the 80-year-old military's human infrastructure, identifying trends in PLA recruitment, education and training, demographics, and historical perspectives.

Democratic presidential candidates are invoking the New Deal as a model for addressing infrastructure, economic, and employment problems in the United States. But a careful look at New Deal spending suggests, in the words of Amity Shlaes, “not how much the public works achieved . . . [but] how little.” Advocates for new federal government spending on highways, buildings, and roads should carefully weigh the need against the damage that comes from projects and jobs created for political reasons.

Abstract:
Augustine and Morgenthau are examples of classical political realists who base their arguments on the nature of man. Both believe that man is born evil but they differ on the question if man can improve. Augustine also believes that the statesman has a moral purpose while Morgenthau believes that the consequences of man's nature can only be counterbalanced. This difference is rooted in Morgenthau and Augustine's different views of the meaning of peace. To Morgenthau, peace is power balance and stability and a permanent peace cannot be achieved. Augustine, however, describes two kinds of peace, the earthly peace and God's peace. The article discusses these differences and how it impacts their views on moral and war. These different views have similarity with the different views that led to the Reformation in the 1500's and their difference is as great.

Abstract:
The paper explores conceptually the relationship between trust and deception. The author advances five main propositions, which concern deceptive signals of trustworthiness, the suspension of uncertainty in trust, the moral implications of trusting and deceiving, the trustor's self-deception, and the reversibility of trust. The overall conclusion is that trust and deception both enable and prevent one another and that this ambivalent relationship is due to the leaps and lapses of faith that characterize trust and distrust. Beyond implications for further research on trust and deception, the trust–deception ambivalence is practically relevant for making better sense of cases of deception in private and public life against the background of trust relationships that enable, prevent, require, and prohibit deception – all at the same time.

428. Minimum Wages, Globalization, and Poverty in Honduras

To be competitive in the global economy, some argue that Latin American countries need to reduce or eliminate labor market regulations such as minimum wage legislation because they constrain job creation and hence increase poverty. On the other hand, minimum wage increases can have a direct positive impact on family income and may therefore help to reduce poverty. We take advantage of a complex minimum wage system in a poor country that has been exposed to the forces of globalization to test whether minimum wages are an effective poverty reduction tool in this environment. We find that minimum wage increases in Honduras reduce extreme poverty, with an elasticity of -0.18, and all poverty, with an elasticity of -0.10 (using the national poverty lines). These results are driven entirely by the effect on workers in large private sector firms, where minimum wage legislation is enforced. Increases in the minimum do not affect the incidence of poverty in sectors where minimum wages are not enforced (small firms) or do not apply (self-employed and public sector).

430. Oligopolies of Violence in Post-Conflict Societies

Abstract:
In post-conflict societies, security is provided by a broad range of actors including the state as well as various non-state formations. The paper identifies three types of post-conflict societies and analyses dynamics of the security market in cases where international troops have intervened. A comparison of seven countries shows that intervention forces were able to establish themselves as market leaders when a disarmament, demobilization and reintegration (DDR) program was successfully conducted in the immediate post-conflict period. Such a program should be embedded in an inclusive peace agreement that is backed up by a credible and robust troop commitment from the international community.
