221. Accumulating the critical spirit: Rosa Luxemburg and critical IPE

Abstract:
This article introduces Rosa Luxemburg's work on dialectics and the international and argues that its ontological foundations have been neglected within critical International Political Economy (IPE). Whereas other critical Marxists such as Gramsci have played key roles in instigating critical enquiry, Luxemburg's work has largely gone neglected. Although this article acknowledges some serious shortcomings in some of the 'left infantilism' inherent within her work, it nevertheless argues that Luxemburg's dialectical ontology significantly contrasted with the orthodoxy that was emerging from Marxist circles at the time. This article explores some of these and argues that the dialectical method that Luxemburg employed to understanding the international provides us with a new avenue for critical IPE to pursue. In particular, it suggests that Luxemburg's articulation of critique provides us with fresh openings that both compliment and add to neo-Gramscian and neo-Polanyian accounts, and allows us to understand trends and practices within the global political economy in new critical ways.

Abstract:
Advanced capitalism is at a historical conjuncture in which aestheticization and financialization combine to intensify and deepen the 'cult of capitalism' at the expense of economic imagination. International Political Economy (IPE) is, however, not only poorly equipped to understand the implications of these closely linked transformations, it also avoids considering them by shunning aesthetics. To contribute to the rejuvenation of economic imagination, IPE must explicitly aim at both understanding these processes and their confluences, and engaging with them. Rescue cannot come from orthodox IPE because of its embededdness in the reified 'Kantian Desire', which promotes the neglect of recognition in aesthetics and the complexities of human agency under financialization. Critical IPE is more apt at grasping related struggles, which it has shown in for instance research on the financialization of everyday life. Nevertheless, its engagement with aesthetics remains modest and inadequate. Critical IPE concerned with financialization should see it as one of its core tasks to turn to and engage with aesthetics as a means to contribute to critical economic imagination. To this end, the article outlines a critical IPE approach to aesthetics, inspired by Frankfurt School Critical Theory.

When we consider Saudi Arabian large population, territories and natural resources, it is obvious that it will continue to preserve its geopolitical, geo-economic and geo-cultural importance in future. The assumption of King Abdullah as the ruler of the country provided an opportunity to restructure the country's foreign policy. The new king began to follow a more pragmatic, rational, interdependent, multilateral and multidimensional foreign policy. He pursues an active foreign policy required to be less dependent on a single state (the United States) and on a single product (oil).

Abstract:
The Arctic ice is melting. If current trends continue, there will be dramatic changes in the region, with far-reaching implications. At the same time, the receding ice opens the region to economic development, including through the exploitation of previously inaccessible hydrocarbons and minerals. In September 2011, both the Northern Sea Route (along Russia's north coast, formerly known as the Northeast Passage) and the Northwest Passage (along the northern coasts of Alaska and Canada) were open for some time, potentially creating shorter shipping routes between Asia, Europe and North America. Increased human activity in the sparsely populated and in hospitable Arctic requires new initiatives to achieve safety and security for the region's environment and its inhabitants and visitors.

Abstract:
The stabilisation of Pakistan's democratic transition will depend to a considerable extent on the manner in which the Election Commission of Pakistan (ECP) conducts the next general elections. These are due when the Pakistan Peoples Party (PPP)-led coalition government ends its fiveyear term in March 2013, or earlier if it so decides. Rigged elections and distortions of the process by military regimes or military-controlled governments have left the ECP in an advanced state of institutional decay. If the next elections are to result in the smooth transfer of power from one elected government to another and be widely perceived as legitimate and democratic by all stakeholders, it is imperative that the ECP be truly independent, impartial and effective.

Global economic developments over the past two years have dashed hopes that the risks of sovereign debt crises have been tamed. The turmoil in Europe has, of course, been the most acute of these developments, but growing national fiscal imbalances, anemic prospects for growth and the expanding reach of private financial markets to newly emerging economies are potent, if less immediately threatening, signs of the risks ahead. After lying dormant for almost a decade, pressing questions about whether global institutions are capable of containing the costs of debt crises are again being raised.

227. Executive Accountability in Southeast Asia: The Role of Legislatures in New Democracies and Under Electoral Authoritarianism

In an influential study, Steven Fish and Matthew Kroenig argue that “overarching institutional designs” (i.e., presidential, parliamentary, and dual systems) tell us less about the prospects of a new democracy than does the particular strength of the legislature. Specifically, executive abuses are best checked where legislatures are powerful, generating horizontal accountability. Indeed, Fish and Kroenig suggest that with judiciaries and watchdog agencies weak in most new democracies, the legislature is the only institution by which accountability can be imposed. What is more, ordinary citizens are better informed by the robust party systems that strong legislatures support, fostering vertical accountability. In comparing Freedom House scores with their Parliamentary Powers Index (PPI), Fish and Kroenig show clear correlations, leading them to conclude that democracies are made strong by legislatures that are empowered.

228. Timor-Leste: Reconciliation and Return from Indonesia

Abstract:
The unresolved status of thousands of former refugees who fled across the border following a 1999 vote for independence remains a challenge to Timor-Leste's long-term stability. Many were never well integrated into host communities and are being drawn back across the border in small but increasing numbers by relative economic and political stability in the new state. These returns should be encouraged by both countries as a good opportunity to promote reconciliation between the two communities divided by the border. Doing so will expose the costs of impunity for the violence that surrounded the 1999 referendum and highlight the failure to implement practical recommendations from its two truth commissions, the CAVR and the Commission on Truth and Friendship. Timor-Leste's leadership may yet decide that some form of amnesty is the best way forward, but the country cannot afford to further delay broad discussion on solutions.

Many policymakers and pundits contend that U.S. relative power is declining and that this decline will have negative consequences for international politics. They justify this pessimism on the belief that great powers have few options for dealing with acute relative decline. Critics say that retrenchment, a policy of retracting grand strategic commitments in response to a decline in relative power, is a contemptible policy that demoralizes allies and emboldens potential adversaries. Furthermore, domestic interest groups and lobbies look like immovable obstacles with regard to policies designed to harmonize ends with means.
