Why did Tunisian protests following the self-immolation of Mohammed Bouazizi lead to a massive wave of uprisings across the entire Arab world? Who participated in those protests, and what did they hope to achieve? Why did some leaders fall in the face of popular mobilization while others found ways to survive? Nancy Bernkopf Tucker confronts the coldest period of the cold war--the moment in which personality, American political culture, public opinion, and high politics came together to define the Eisenhower Administration's policy toward China. A sophisticated, multidimensional account based on prodigious, cutting edge research, this volume convincingly portrays Eisenhower's private belief that close relations between the United States and the People's Republic of China were inevitable and that careful consideration of the PRC should constitute a critical part of American diplomacy. Tucker provocatively argues that the Eisenhower Administration's hostile rhetoric and tough actions toward China obscure the president's actual views. Behind the scenes, Eisenhower and his Secretary of State, John Foster Dulles, pursued a more nuanced approach, one better suited to China's specific challenges and the stabilization of the global community. Tucker deftly explores the contradictions between Eisenhower and his advisors' public and private positions. Her most powerful chapter centers on Eisenhower's recognition that rigid trade prohibitions would undermine the global postwar economic recovery and push China into a closer relationship with the Soviet Union. Ultimately, Tucker finds Eisenhower's strategic thinking on Europe and his fear of toxic, anticommunist domestic politics constrained his leadership, making a fundamental shift in U.S. policy toward China difficult if not impossible. Consequently, the president was unable to engage congress and the public effectively on China, ultimately failing to realize his own high standards as a leader.

With economic growth in advanced economies still lackluster or elusive, much hope for world prosperity rests on projections of continued strength in developing and emerging economies. On average, the economic growth rate in these economies was roughly twice as high—on an unweighted per capita basis—as in the advanced economies during the past decade. According to the forecasts analyzed in this Policy Brief, this superior performance is projected to extend into the next two decades.

Le lecteur ne s’étonnera pas de ce que, en 2014, le conflit en Ukraine soit au cœur des préoccupations des pays d'Europe centrale, orientale et de l'Eurasie, même si ses incidences sont diversement ressenties selon les régions considérées. Les pays d’Europe centrale et orientale sont divisés dans leur appréhension politique des événements, et leurs économies ne sont pas directement concernées par les retombées du conflit en Ukraine. On pouvait craindre en revanche qu’elles subissent l’atonie de la zone euro, et son incapacité à retrouver des taux de croissance stimulant la demande extérieure. Cependant – et c’est là une heureuse surprise –, plusieurs d’entre elles ont trouvé la parade en tirant parti des fonds que l’Union européenne leur destine généreusement pour relancer leur demande domestique. Et les effets positifs de cette tactique portent des fruits spectaculaires, d’autant qu’elle se combine avec les incidences de la faible hausse des prix sur le pouvoir d’achat des consommateurs. Il y a là des enseignements à tirer pour la politique économique de l’Europe Occidentale ! Les pays de l’espace eurasiatique sont eux directement aux prises avec les développements du conflit ukrainien. Les incidences en sont multiples : les sanctions et contre-sanctions entre la Russie et l’Union européenne influent grandement sur les économies périphériques, de grands projets comme le gazoduc South Stream sont annulés, les relations des pays d’Asie centrale et du Caucase avec l’Union européenne sont observées avec vigilance par la Russie… La crise ukrainienne, c’est un fait, porte son ombre sur le grand projet de Vladimir Poutine d’instauration d’une Union économique eurasiatique.

117. Does Clientelism Work? A Test os Guessability in India

Local brokers are thought to possess fine-grained information on voters' political preferences, material needs, and even social preferences. Research on clientelism assumes that brokers meet the most basic informational requirement of knowing voters' partisan preferences, if not their votes. This assumption drives theoretical predictions on the types of voters politicians should target with selective benefits, and whether or not a quid pro quo exchange of benefits-for-votes is an efficient electoral strategy relative to programmatic distribution. Nonetheless, existing scholarship does not test this assumption and analysis of variation in brokers' ability to identify voters' partisan preferences has not been conducted. To test this assumption, this paper develops a behavioral measure – guessability – based on whether or not village council presidents in Rajasthan, India correctly guess the partisan preferences of voters sampled from their local areas. I find guessability to be lower than existing theory and low-information benchmarks expect. Local leaders can identify the partisan preferences of voters who are most guessable either because they belong to core partisan ethnic groups or because they are integrated into their local co-partisan networks. However, they perform poorly at identifying those whose partisan preferences are uncertain and require monitoring to reveal. This has consequences for the targeting strategies parties and politicians pursue.

The United Nations Security Council passed resolution 1325 on Women, Peace and Security (WPS) in 2000, which is considered to be the back - bone of efforts to include women in peace negotiations, post-conflict reconstruction and disarmament, demobilization and re - integration initiatives around the world. Ten years after this landmark resolution was passed, the East West Institute's Parliamentarians Network for Conflict Prevention started its work on the Women, Peace and Security agenda upon the request of women members of parliament from Afghanistan and Pakistan, who felt marginalized, sidelined and excluded from their national security processes as well as from international dialogues on this issue.

Abstract:
Despite renewed interest in an EU industrial policy, the concept remains particularly elusive because it has no universal definition. This paper relies on a broad and inclusive definition of industrial policy proposed by Warwick (in an OECD working paper) to provide a clearer picture of what the concept encompasses when applied to the EU. It therefore includes an original visual taxonomy of the EU policies that constitute industrial policy. It can serve as a guiding framework for reflecting on industrial policy in the EU.

Abstract:
The post-crisis administration of Néstor Kirchner (2003-2007) saw significant changes in the political economy of Argentina. After characterising these changes this article attempts to place the evidence within an appropriate meta-theoretical interpretation. The article concludes that while elements of historical forms of political economy exist in Néstor Kirchner's regime - elements of populism, elements of neoliberalism - in its entirety, one must look to other explanations not traditionally associated with Latin America, that is, the developmental regime. Such a conclusion facilitates both an enhanced understanding of post-crisis Argentine political economy, and an opportunity to further develop a developmental regime approach.
