51. Jordan's Youth: Avenues for Activism

Abstract:
While Jordanians are focused on the conflict raging in neighboring Syria and the prospect of violence spilling over onto Jordanian soil, below the surface the same kind of political, economic, and social grievances that launched a wave of uprisings in the Arab world are present and intensifying in Jordan with each passing day. As calls for political change swept through Cairo, Tunis, Tripoli, and Sanaa in the spring of 2011, periodic protests emerged throughout Jordan as well, where a diverse mix of people came out in calls for greater freedoms and economic opportunity. Many of the anti-government demonstrations were led by youth, representing a broad spectrum from conservative East Bank tribes to the urban Palestinian-Jordanian elite, and the normally politically apathetic youth population seemed engaged in unprecedented ways. Young Jordanians struggle to land decent jobs, find affordable housing, and save enough money to get married; with 55 percent of the population under the age of twenty-five, and a 26 percent unemployment rate among males between fifteen and twenty-five years old, there is reason to be cognizant about youth discontent emerging in unexpected or critical moments of pressure.

Abstract:
Few observers foresaw the Arab Spring, but it should not have surprised anyone that the Islamist movements - the most organized movements in the Arab world - became the main beneficiaries of the turmoil that ensued. Islamism, in its gradualist and pragmatic approach embodied by the Muslim Brotherhood and its offshoots worldwide, seems ready to reap the rewards of its three decades-old decision to abandon violence and focus on grassroots activities. This monumental change has created many concerns among liberals, religious minorities and, more generally, all non-Islamists in the countries where Islamists have won. In addition, Arab states ruled by non-Islamist regimes have expressed concern. The former worry that Islamist ideology - even in its more contemporary, pragmatic form - remains deeply divisive and anti-democratic, often at odds with their values and interests. The latter believe that on foreign policy issues, most of the positions of various Brotherhood-inspired parties are on a collision course with the policies of established regimes in the region.

Abstract:
With Yemen's National Dialogue process approaching completion, the nation is poised to move to the next stage of its transition. Now is the time for the government to address not only demands for more inclusive political participation, but also the economic aspirations of most Yemenis who have not experienced any improvement in their standard of living since the 2011 popular revolution. Without making progress on the economic front a priority, the democratic transition process risks derailment and its leadership a complete loss of credibility, which could result in renewed conflict. For too long, taking tough economic decisions has been postponed because of political uncertainty, but the status quo can no longer continue if the country is to emerge from its near failed-state status.

Abstract:
As the Middle East continues to grapple with challenging questions of continuity and change, a group of distinguished thinkers on the region's politics and society met in Gstaad, Switzerland, to analyze current political dynamics and their implications for the region and beyond. This 11th Annual Conference organized jointly by the Geneva Centre for Security Policy (GCSP), the Crown Centre for Middle East Studies at Brandeis University, and the Gulf Research Center (GRC) aimed to take stock of developments in the Middle East over the previous year and bring about a greater understanding of the complex problems faced by a perplexingly disordered region. Following on the 10th meeting in 2012, the primary focus of the discussion was on the Arab revolutions, their overall significance and outlook as well as their impact in the region with a specific emphasis on Syria, Egypt, Lebanon, and Jordan. In addition, Iran's domestic politics and its international security implications; the GCC states and their place in the broader Middle East; as well as Israeli-Palestinian relations also featured prominently. The meeting opened by looking at the broader geopolitical and regional dynamics and concluded with a session considering policy implications in relation to present regional political dynamics. This report summarizes discussions held in the course of this meeting and in the tradition of previous reports on this Conference series, no direct, personal attributions are made herein. This policy brief assesses the potential for two types of youth-led political change movements in Pakistan. One is an Arab Spring-like campaign, fuelled by demands for better governance and new leadership. The other is a religious movement akin to the Iranian Revolution of 1979, which seeks to transform Pakistan into a rigid Islamic state. The brief discusses the presence in Pakistan of several factors that suggest the possibility of the emergence of an Arab Spring-type movement. These include economic problems; corruption; a young, rapidly urbanising and disillusioned population; youth-galvanising incidents; and, in Imran Khan, a charismatic political figure capable of channelling mass sentiment into political change.

56. Dallying with Reform in a Divided Jordan

Something is brewing in the Hashemite Kingdom of Jordan. It is not so much that protests have been spreading since 2011; the country has experienced these before and so far they remain relatively small. It is, rather, who is behind them and from where dissatisfaction stems. East Bankers – Jordanians who inhabited the area before the arrival of the first Palestinian refugees in 1948 – have long formed the pillar of support for a regime that played on their fears concerning the Palestinian-origin majority. That pillar is showing cracks. The authorities retain several assets: popular anxiety about instability; U.S. and Gulf Arab political and material support; and persistent intercommunal divisions within the opposition. But in a fast-changing region, they would be reckless to assume they can avoid both far-reaching change and turmoil. Ultimately, they must either undertake the former one or experience the latter.

57. Kyrgyzstan: Widening Ethnic Divisions in the South

Abstract:
Kyrgyzstan's government has failed to calm ethnic tensions in the south, which continue to grow since the 2010 violence, largely because of the state's neglect and southern leaders' anti-Uzbek policies. Osh, the country's second city, where more than 420 people died in ethnic clashes in June of that year, remains dominated by its powerful mayor, an ardent Kyrgyz nationalist who has made it clear that he pays little attention to leaders in the capital. While a superficial quiet has settled on the city, neither the Kyrgyz nor Uzbek community feels it can hold. Uzbeks are subject to illegal detentions and abuse by security forces and have been forced out of public life. The government needs to act to reverse these worsening trends, while donors should insist on improvements in the treatment of the Uzbek minority.

There is a growing sense within Oxfam that traditional approaches to working with civil society are yielding insufficient results in conflict-affected and fragile states. This global study was under taken to help develop innovative approaches to strengthening civil society in such setting sand, in particular, to identify lessons for the development of three planned pilot programmes. It was based on a review of existing literature and interviews with representatives of INGOs, academic institutions, and donors, and was complemented by a scoping exercise undertaken in South Sudan in September 2011. The main findings of the global study are as follows.

Abstract:
Suspension of Syria's Arab League membership in November 2011 could be characterized as a turning point in Arab league's 66-year old history. By condemning the Syrian and Libyan regimes for disproportionate use of violence against their own people, the Arab League has somewhat found rightful the demand of Arab people. the League has signaled with these decisions that it would move away from ideas of Arab nationalism and Arab unity in pursuit of further integration with the international system. On the other hand, the authoritarian state systems of most of the member states of the League make it difficult to regard Arab League decisions as steps supporting democracy. The League's ''democratic stance'' is an outcome of the pressure of revolutions as much as of harmony of interests among the member states. Even though strengthening democracy in the region seems like an unrealistic desire of member states, these decisions push each member towards thinking about change and thus pave the way for democratic reform process. The study at hand consists of two parts. The first part addresses the League's policy proposals, decisions, and reactions regarding the Syrian crisis and concentrates on what these all policy measures mean for the League as a regional organization. The second part examines regional dynamics that play a crucial role in the current crisis by looking at different positions of regional and global actors on the Syrian crisis.
