Abstract:
Since May 25, the US has witnessed demonstrations in several cities due to killing of an African-American citizen. The escalation of events have led to acts of violence and vandalism, raising several questions around: the background of the protestors, their demands and their motives, and most importantly, whether such protests would in fact lead to a change in the institutional framework under which systemic racism has prevailed within the US.

72. Willing to kill: Factors contributing to mob justice in Uganda

Mob justice is a form of extrajudicial punishment or retribution in which a person suspected of wrongdoing is typically humiliated, beaten, and in many cases killed by vigilantes or a crowd. Mob action takes place in the absence of any form of fair trial in which the accused are given a chance to defend themselves; the mob simply takes the law into its own hands (Ng’walali & Kitinya, 2006). Mob justice is not only criminal but also amounts to a violation of human rights (Uganda Human Rights Commission, 2016). Over the past decade, Uganda has seen a significant rise in the number of cases of mob justice. According to the Uganda Police Force’s (2013-2019) annual crime reports, 746 deaths by mob action were reported and investigated in 2019, compared to 426 in 2013, a 75% increase. “Mob kills 42 in 7 weeks,” the Daily Monitor (2019) reported in March 2019, citing police figures – an average of six lynchings a week. Homicides by mob action in Uganda occur mainly in response to thefts, robberies, killings, and reports of witchcraft (Uganda Police Force, 2018). According to the 2015 Afrobarometer survey in Uganda, one in six Ugandan adults said they took part in mob justice during the preceding year or would do so if they “had the chance.” This suggests that mob justice is not just a fringe problem in Uganda but commands attention and requires collective action. Why would a substantial number of Ugandans resort to taking the law into their own hands as an alternative form of “justice”? Analysts have pointed to a number of factors that might contribute to a willingness to engage in mob justice. One is a lack of trust in the formal criminal justice system to administer fair and timely justice. A 2005 study in Uganda showed that mob actions were often motivated by widespread suspicion or misunderstanding of the justice system, especially concerning the procedure of police bail, under which suspected culprits can be temporarily released before the court process (Baker, 2005). A study in southern Nigeria also reported that a lack of trust in the police was one of the motivations for the alarming incidence of “jungle justice” (Obarisiagbon, 2018). Research has also shown that personal victimization by crime can have a lasting impact on attitudes toward the police, the courts, and the criminal justice system overall (Berthelot, McNeal, & Baldwin, 2018; Dull & Wint, 1997; Koenig, 1980; Sprott & Doob, 1997), as can negative personal experiences with the courts (Olson & Huth, 1998; Kanaabi, 2004). Amid Uganda’s surge in mob justice, Afrobarometer findings tell us that popular trust in the police and courts has been declining while citizens’ perceptions of corruption in these criminal justice institutions has been rising. Statistical analyses show that a lack of trust in the police is associated with a willingness to engage in mob justice, while perceived corruption undermines trust and thus indirectly contributes to a willingness to join others in mob actions. Further, our analysis finds that being a victim of crime (physical assault), encountering problems in the court system, finding it hard to obtain police assistance, and having to pay a bribe to police or court officials are factors that make people more likely to say they would take part in mob action against suspected criminals. Based on these findings, we offer recommendations to mitigate Uganda’s growing problem of mob justice.

The protests that have roiled the United States over the past weeks are rooted in an issue at the heart of the divisions in American society: racism, and in particular racism within the security forces. But their extent and impact are unprecedented in recent decades. What makes this moment different from previous waves of protests? This briefing by Sarah Cliffe draws on comparative global analysis to ask whether the US now risks large-scale civil conflict. It examines how the combination of a public health crisis, systemic generalized inequality and racial disparities, growing socioeconomic hardship, the political manipulation of racial and religious identities and the potential trigger of the forthcoming presidential election have exacerbated long-standing tensions in American society.

I like being a policy-oriented academic: you meet lots of interesting people and you are invited to interesting meetings, so you can really contribute to the debate. Some actors may from time to time think you have an appealing idea, and they may even seek some academic legitimacy for their decisions. But you are of course not present when the actual decisions are being taken. It’s my job and I love it – but this is not the role that the EU itself should play. Europe does not aspire to be the world’s policeman, but it cannot just be the world’s professor either. As the new EU leadership is coming in, we must give punch to our strategy, and make sure we have the power to make our ideas work in the real world. Power, not to confront, but to engage the world.

Abstract:
Through a survey of 125 long-term resident households in Pima County, Arizona, this study finds that an immigration arrest costs each household an average of more than $24,000. These costs accumulate through the value of assets seized and not recovered, out-of-pocket costs for hiring an attorney, immigration bond, and other expenses involved in supporting an immediate family member as they navigate the immigration court system. But they also include lost income due to disruptions to employment resulting from the arrest, and a physical inability to work while in detention, appearing in court, and immediately following deportation. In this article, we discuss how, when measured at the scale of the household, these financial costs fail to discriminate according to immigration or citizenship status, and accumulate to affect issues of poverty, education, housing security, health and development, and generational wealth inequality — all matters of sustained interest to state and local government. In the second half of the article, we draw on our research findings to evaluate various policies that states, counties, and municipalities can implement to mitigate these financial burdens while promoting the overall well-being of their constituents.

Abstract:
This paper investigates the relationship between the franchise and law enforcement practices using evidence from the Voting Rights Act (VRA) of 1965. We find that, following the VRA, black arrest rates fell in counties that were both covered by the legislation and had a large number of newly enfranchised black voters. We uncover no corresponding patterns for white arrest rates. The reduction in black arrest rates is driven by less serious offenses, for which police might have more enforcement discretion. Importantly, our results are driven by arrests carried out by sheriffs - who are always elected. While there are no corresponding changes for municipal police chiefs in aggregate, we do find similar patterns in covered counties with elected rather than appointed chiefs. We also show that our findings cannot be rationalized by alternative explanations, such as differences in collective bargaining, changes in the underlying propensity to commit crimes, responses to changes in policing practices, and changes in the suppression of civil right protests. Taken together, these results document that voting rights, when combined with elected, rather than appointed, chief law enforcement officers, can lead to improved treatment of minority groups by police.

78. Arab Media Reactions to U.S. Protests: How Regional Considerations Shape Media Coverage

Aglobalized world has meant that international media reactions to a policeman’s brutal killing of George Floyd, an unarmed black man, and the subsequent protests have been swift and comprehensive. Responses within the Arab media have shifted between attempts to explain to readers sociological fault lines and structural racism in the United States and pointed takes on what these protests might mean for the upcoming election—with the underlying question of what it might mean for the region. From a political perspective, images of protests are also shaped by the Arab governments’ responses to the Arab spring, when pro-democracy protests were crushed in many Arab states. Notably, and in contrast to media responses, there has been a shortage of statements from government officials, with Palestinian officials being the exception. While this silence can in part be attributed to the fact that the current protests in the United States are purely a domestic issue, it is also important to note that numerous state-aligned media outlets have offered characteristic viewpoints of their respective countries, suggesting an interest in indirect messaging on the protests without explicit comment.

79. Protection through Policing: The Protective Role of UN Police in Peace Operations

Since first deployed in 1960, United Nations police (UNPOL) have consistently been present in UN missions and have become increasingly important to achieving mission objectives. Since 1999, these objectives have often included the protection of civilians (POC), especially in places like the Central African Republic, Darfur, the Democratic Republic of the Congo, Mali, and South Sudan. But despite its rise in prominence, the protective role of UNPOL is generally undervalued and regularly overlooked, and missions have tended to overly rely on militarized approaches to POC. This report examines the roles and responsibilities of UNPOL regarding POC. It outlines UNPOL’s contributions to POC and perceived comparative advantages, using examples of their role as compeller, deterrent, partner, and enabler. It also identifies and draws lessons from challenges to police protection efforts, including ambiguous mandates, policies, and guidance; poor coordination; problematic partnerships; and deficits in capabilities, capacities, and tools. Drawing on these lessons from past and current deployments, the report proposes recommendations for how member states, the Security Council, the UN Secretariat, and field missions can improve UNPOL’s efforts to protect civilians going forward. These recommendations include: Clarifying the role of UN police in POC through mandates, policies, guidance, and training to align the expectations of UN peace operations, the Secretariat, and member states for what UNPOL are expected to do; Involving all UN police in POC and giving them a voice in decision making and planning to infuse whole-of-mission POC efforts with policing perspectives and empower UNPOL to act more readily; Enhancing partnerships between UN police, host states, and other mission components to enable more responsive, better coordinated, and more comprehensive approaches to POC; and Providing more appropriate and more flexible capabilities, capacities, and tools to address critical capabilities gaps and adapt existing resources to better meet UNPOL’s latent potential for POC.

Abstract:
UN peacekeeping missions are deployed in increasingly violent contexts, such as Mali and South Sudan. It leaves such missions suspended somewhere between traditional peacekeeping and peace enforcement. Concurrently with this transformation, protection of civilians has become increasingly important. How do countries like Ghana and India, two of the main contributors of troops to UN missions, define, approach, and experience the task of protecting civilians? What do they consider its key components to be? And what do they think is required to protect well? This new DIIS report concludes that the individual combat experience of troop-contributing countries is a defining feature of how protection of civilians is approached in peacekeeping missions. The report suggests that it is important to understand how difference plays out across missions, and how countries that contribute troops to missions understand and respond to their roles in these missions. This understanding is required in discussions about how effective and coherent we might expect peacekeeping to be as a form of intervention. This report is based on fieldwork in India and Ghana. Data on the Ghana case has been partially collected through the project Domestic Security Implications of Peacekeeping in Ghana (D-SIP), funded by the Danish Ministry of Foreign Affairs.
